THE MAUINEWS-SATURDAY, APRIL 15. 1905-THE MAUI NEWSWatanabe Bound OverAinu Rubllshlng: Company, Limited.Japanese Engaged For PanamaSubscription Rates, in Advance 12.50 per Year, 1.50 Six MonthsSATURDAY,---nauthoriHonolulu, Aprilzation to the Panama Canal Commission to recruit Japanese laborin Hawaii for work on the canalwas knocked out by a cable sentlast week by Governor Carter toWashington. The matter first became generally public here throughthe following Associated Press dispatch of last Sunday : "SecretaryTaft has replied to the protest ofGovernor Carter of Hawaii sayingthat the United States Government will not take Japanese fromHawaii to work on the Panamacanal."The action of Governor Carter issaid to have been due to a reportreceived here by cable that thecommission was about to secureauthorization to send to Hawaiifor laborers to work on the canal. It was the intention of the commission, it is stated, to offer aslightly higher rate of wages thanthat generally paid here. The News believes thatsuch a bill would meet with instant defeat by Senators and Representatives alike. Lahaina is too old an institution and has demonstrated too thoroughly the need of an agricultural college on Mauito warrant any Senator or Representative from Maui even entertaining for a single instant the taking away of an appropriationwhich will retard the progress made by this valuable institution.Miss Baird and the Kona Orphanage are certainly deserving offinancial aid, as Kona has demonstrated likewise the value of apractical education of its scholars in diversified industries, andhas been successful in being partially able to support itself. Ifthere is a movement on foot to establish and appropriate moneyfor agricultural schools or colleges, let the money be divided insuch.proporuions as will benefit both institutions. It will not be areflection or a detriment to have an agricultural department insome school on each island or even in more than one district of anisland where results have proven che school worthy of encourage'ment.JS5along-looked-f-SiS3aThe users of citv water in Wailuku and Kahului have Mrs.Field to thank that there has not been an epidemic similar,or perhaps woise than that one which has just occurred at Pelekunu, Molokai. The Japanese, whose ideas of sanitation are somewhat different from, those of inhabitants of the Occident, have beei;annoved by the mongoose catching their chickens In retaliationthey have set traps fur this pestiferous rodent, roasted them andtarown the bodies into Wailuku stream. Others have also been inthe habit of shooting wildcats and disposing of the carcass in thesame maimer. That this is a fact can be vouched for by peopleliving lower down the valley, who at various times have complained of finding the dead animals in the water used by them.Mrs. Field learning of this expostulated ard threatened, uutil finally it became necessary to complain to the police. By ber.untir-inefforts in this matter she has eventually stopped not only anuisance, but a habit which would menace the health of a verypopulous community. This is a matter which should not resthere, but be taken up by the Health department.JSV.
