Safety Air Navigation Capacity and Efficiency ICAO Annex 14 – Aerodromes, Vol. I – Design and aerodromeoperations, sixth edition, July 2013 Third Meeting of the Programme and Projects ReviewCommittee (PPRC/3) First edition of the revised ICAO Global Aviation Safety Plan(GASP) (Doc 10004; 2013) CAR Region Safety and Air Navigation Directors Meeting(CAR/DCA/OPSAN), from 18 to19 February 2014Introduction1.1Aligned with the NAM/CAR Regional Performance Objectives (RPOs) of the NAM/CARRegional Performance-Based Air Navigation Implementation Plan (RPBANIP), the objective foraerodromes is to Enhance Capacity and Efficiency in the Aerodrome Operations (RPO 5) and includesseveral activities to assist States increasing the number of aerodromes certified in the region, enhancesafety, efficient use of aerodrome resources, and the reduction on the number of aerodromedeficiencies.

NACC/WG/5 — WP/20—2—1.2The status of aerodrome certification in the CAR Region shows from a total of 154international aerodromes, 70 aerodromes already certified. The number has increased from 43aerodromes certified representing 28% (reported during the NACC/WG/4) to 70 aerodromes certified upto date showing 45% of the total. In addition a number of CAR Region aerodromes have either startedthe certification process or plan to initiate the process in the short-term.1.3Many of the difficulties currently faced at aerodromes are operational in nature and toprovide guidance material for better orientation of personnel in charge of aerodrome certification in theStates, as well as aerodrome operators. ICAO recognized the need to develop the Procedures for AirNavigation Services – Airports (PANS-AGA) document with procedures for operational management ofaerodromes.1.4The proposed PANS-AGA document is basically oriented toward the procedures for allphases of aerodrome certification; content of the aerodrome manual; critical conditions of aerodromecertificates and change management; and creating a new section on aerodrome operations to conductan assessment of aerodrome compatibility for type of traffic and type of operation for which they areintended.2.Progress on AGA mattersProgress in the certification of aerodromes2.1The following seminars and workshops were undertaken by ICAO in relation with theaerodrome certification process within the training tasks for the personnel in charge of certification: ACI APEX Programme to Reina Beatrix International Airport, Aruba, 2-6 March2015RST Implementation RST implementation to La Aurora International Airport, Guatemala, 13-17 April,2015RST Implementation to José Martí, La Havana, Cuba, 13-15 October 2015Assistance Missions to States Assistance mission to Saint Lucia, 24-26 June 2015Assistance mission to San Pedro Sula International Airport in Honduras, 1-3 July2015Assistance visit to Haiti, 21-25 September 2015

For the short-term, the certification ofaerodromes which meet most of Annex 14, Volume I, Standards and Recommended Practices (SARPs),but require alternatives or mitigation measures after completing the 5 phases of the certificationprocess will be considered and by now is finalized. For the medium and long-term, the project will focuson those aerodromes that do not meet a number of Annex 14, Volume I, SARPs and require furtherevaluation and analysis for implementation of restrictive operational alternative measures withoutneglecting safety, after also completing the 5 mentioned phases.4.2The aerodromes to be considered for its certification in the short, medium and longterm were determined based on the information provided by States in the CAR Regional AerodromeCertification Implementation Plan available in http://www.icao.int/NACC/Pages/ES/edocs-aga ES.aspx.4.3For effective implementation of the aerodrome certification in the short, medium andlong-term, the following deadlines have been established: Short-term – 2014 to 31 December 2016. Number has increased to 70aerodromes certified representing 45%.Medium-term - 1 January 2017 to 31 December 2019. Increase to 60%.

—5— NACC/WG/5 — WP/20Long-term - 1 January 2020 to 31 December 2022DRAFT CONCLUSIONNACC/WG/5/XX:CAR Aerodrome Certification PlanThat, in order to support and assist States/Aerodromes in the CAR AerodromeCertification process, the CAR States/Territories should send to the ICAO NACC Regional Office a Plan forthe certification of their aerodromes, no later than 15 August 2017.5.Suggested Actions5.1The Meeting is invited to:a)take note of the information presented in this working paper;b)review and approve the draft conclusion presented in Section 4; andc)support the initiative of the aerodrome certification tasks and activities with theparticipation of AGA experts in ICAO events.— END —
