We are pleased to provide you with our 2004 annual report, which represents a snap shot ofABC’s successes and the advancement of our mission of “improvingthe quality of life in Southeastern Minnesota by providing rehabilitationand employment services for persons with disabilities and other specialneeds.”ABC’s success is truly dependent on the strong partnership and collaboration between our talented staff, business partners, community, countyand state government leaders. Once again this teamwork and collaboration has resulted in a record number of individuals receiving ABC services, while producing strong financial results.Earlier this year, the ABC board, staff, and community advocates, metfor a strategic planning workshop. Numbers served were achieved in dynamic economic environments in both ofABC’s largest program funding partners. Budget shorfalls and demand for services at both Rehabilitation Services and the Department of Human Servicesunfavorably impacted the timeliness of referrals to services such as VocationalEvaluation and job placement while a soft employment economy restrictedemployment options to some degree for those accessing both community andfacility based employment programming.One of the most notable program differences relative to the number served by aprogram is in the Abilities at Work (A@W) Program. This program served individuals on public assistance with employment and training programming. Theprogram was discontinued in 2003 and was a collaborative project with OlmstedCounty and Workforce Development, Inc.Annual Number 200168120001999Program 181508999179Served by Program2002003Those programs that partner primarily with Rehabilitation Services (Department ofEmployment and Economic Development) experienced some difficulties in obtaining timely referrals for a large part of 2004 based on a freeze in new program referrals, resulting in a significant state wide waiting list. Notable increases wereobserved in ABC’s Supported Employment (SE), DT&H (AE and ABC Works) andSchool to Work programs. All three of these program areas have a communitybased employment focus and work toward building and promoting self-sufficiency.Fundamentally, program numbers for 2004 finished strong for ABC.In 2004, six ABC programs were also reviewed for excellence and subsequentlyreceived a three-year accreditation from CARF (Commission on Accreditation ofRehabilitation Facilities). CARF is the primary accreditation body for ABC programs and sets the bar for best practice in the field of vocational rehabilitation.This is the highest level of certification an agency can achieve.

Specific contributions and donations receivedthrough a very successful “TropicFest” celebration helped in providing a wonderful start to this project.An additional 81,500 was receivedin support to help wrap up the“Room to Grow” campaign for theremodeling and expansion of theRochester facility. The third annualABC golf outing provided over 35,000 toward this importantundertaking. Total donations forthis project exceeded 604,674.Additional contributions, gifts, andpledges to ABC over the past yeartotaled 35,700 for use in programsto help facilitate the mission ofAbility Building Center.Included in specific gifts wereMemorials and Honorary gifts totaling 13,966.50 received in thename of friends and loved ones.

2004 Ability Building Center New BenefactorsThe Ability Benefactors Circle was established in 1994 to honor keyleaders in the ABC mission. Each of these donors has provided over 1,000 in cumulative gifts to the ABC Foundation. These donors haveprovided loyal and generous support to encourage the mission of ABCand have entrusted their gifts to be used to benefit individuals withdisabilities.
