Panelist New Patterns in TransportationBecky BradleyExecutive Director,Lehigh Valley PlanningCommissionBecky Bradley has more than 20years of experience in city, regional, economic development, historic preservation and transportationplanning, including significantimplementation experience in smalltown revitalization, roadwayredesign and trail construction. She has been the Executive Director of the Lehigh Valley Planning Commission (LVPC) since August 2013 and is leading a 2.5 billion regional transportation planning program, as well as balancing theneeds of the Lehigh Valley’s rapidly growing population through theLVPC’s county planning responsibilities. The LVPC in 2019 is draftingthe region’s first ever bicycle and pedestrian masterplan and FutureLV:The Regional Plan, which is designed to serve as a blueprint carryingthe region to 2045 and beyond. Prior to joining the LVPC, Bradley wasthe Director of Planning, Codes and Development at the City ofEaston, where she was instrumental in the more than 500 million revitalization of the community, including the addition of the Lehigh Valley’s first sculpture trail, the state’s first road diet and the opening ofmore than 60 restaurants and shops. She holds a Bachelor of Science,Historic Preservation degree from Southeast Missouri State Universityand a Master of City Planning degree from University of Pennsylvania.

He joinedPennDOT in 1997, and has held manypositions in Engineering District 5, including Assistant District Executive for Design, District Bridge Engineer,and District Geotechnical Engineer. He was named Acting District Executive this month and directs a team of 752 PennDOT employees throughout Berks, Carbon, Lehigh, Monroe, Northampton and Schuylkill counties. He is a resident of Schuylkill County.

Since joining LANTA, Owen has led theefforts to modernize technology used by LANTA; instituted anongoing service performance monitoring system to ensurecontinuous improvement; and worked with the local MPO onefforts to incorporate transit supportive land use practices intolocal land development. He holds a Bachelors degree inEconomics from Saint Michael’s College, and a Masters ofCommunity Planning from the University of Rhode Island.

Panelist New Patterns in TransportationTom StoudtExecutive Director,Lehigh-Northampton AirportAuthorityMr. Stoudt is the Executive Director ofthe Lehigh-Northampton Airport Authority, which owns and operates athree-airport system, including LehighValley International (ABE) and QueenCity Airports in Allentown and BradenAirpark in Forks Township, Pennsylvania. He is responsible for overall mission accomplishment, which includesgenerating 33 million in annual operating revenues and progressing a 42 million capital improvementprogram. Tom has 25 years of experience and previously served asDirector of Operations and Safety, Senior Airport Planner, OperationsSpecialist and Aircraft Ground Handling Agent at ABE.During his tenure, Tom was the primary liaison to federal and stateaviation operations and safety organizations; such as: Department ofTransportation (DOT), Federal Aviation Administration (FAA), Transportation Security Administration (TSA), Customs and Border Protection (CBP), USDA Wildlife Services and PENNDOT Bureau of Aviation. Tom is an Airport Security Coordinator (ASC) for ABE.In 1995, Tom earned his Bachelor of Science in Aviation Managementfrom Embry-Riddle Aeronautical University. He also holds an FAAAirframe & Powerplant License and an Associate of Science in AircraftMaintenance from Embry-Riddle Aeronautical University. Her extensivebackground and understanding of the stateand federal environmental process, transportation funding and the complete projectdelivery process have attributed to her successes. Mrs. Heeter oversees all transportation related projects in Pennsylvania and splits her time between Borton-Lawson’s Bethlehem and WilkesBarre offices. Prior to joining Borton-Lawson Mrs. Heeter work for PennDOT District 5-0 in Allentown’s Engineering Office and oversaw large scaleprojects such has the Route 22 project, the American Parkway Bridge andthe State Route 903 Jim Thorpe Bridge Replacement Project. Mrs. Heeteris active in the local ASHE (American Society of Highway Engineers) currently serving as President, as well as vice-chair for the Lehigh Valley Chamber’s Transportation Committee and Chair to the Transportation Summit.
