L I C E N S ER E Q U I R E M E N T STo qualify for a residentfishing license, you must: Be a person who resides in a settled or permanenthome or domicile within the boundaries of thisstate with the intention of remaining in thisstate, or Be a full-time student at a Michigan college oruniversity, and reside in Michigan, or Serve full-time in the U.S. Military and be eitherofficially stationed in Michigan or maintainresidency in Michigan.The ownership of land in Michigan by itself is notqualification for a resident license.Fishing License Requirementsand Special Provisions: You must purchase a license if you are 17 yearsof age or older. If you are under 17, you may fish without alicense, but you are required to observe allfishing rules and regulations. When fishing, you must carry your license andthe identification used to purchase that licenseand exhibit both upon request of a MichiganConservation Officer, a Tribal ConservationOfficer or any law enforcement officer. As of March 1, 2018, the Michigan Department ofNatural Resources has developed an electroniclicense that allows an individual to display anelectronic copy of his or her fishing license usingan electronic device.Your fishing license is valid from March 1 of agiven year through March 31 of the followingyear.To purchase a fishinglicense or to obtain a permitor tag, you must have: A valid Michigan Driver License; or A valid Michigan ID Card (issued by the Secretaryof State) with additional proof of Michiganresidency, such as a Michigan voter registrationcard; or A DNR Sportcard (issued by license dealers). Ifthe information on your DNR Sportcard from aprevious year is still accurate, you may continueto use it.6The following specialprovisions exist:Residents serving in the Armed Forces: Activeduty military members who enlisted as Michiganresidents and have maintained resident status forthe purposes of obtaining a driver’s license or votingmay obtain a resident all-species license at no cost.Applicants must present proof of military statuswhen applying for the free license. Proof of militarystatus may include military ID, leave papers, dutypapers, military orders or other evidence verifyingthat the applicant is a member of the military. Thislicense, available at DNR Customer Service Centersand at license retail outlets statewide, is valid forthe license year. Military members receiving a freelicense must present the license, along with proofof military status, if requested by a conservationofficer. Note: non-resident, active-duty militarypersonnel officially stationed in Michigan qualifyfor Michigan resident rates.Veterans with a disability: A resident (with proofof eligibility) who has been determined by the U.S.Department of Veteran Affairs to be permanentlyand totally disabled as a result of military serviceand entitled to veteran benefits at the 100% rate,for a disability other than blindness, or a residentrated by the U.S. Department of Veteran Affairs asindividually unemployable is eligible to obtain anyresident fishing license free of charge.Residents who are blind: A resident who is declaredlegally blind is eligible to purchase the senior fishinglicense.Persons with developmental disabilities orresidents of a home for the aged (licensed underthe Public Health Code): A developmentallydisabled individual or a resident of a home for theaged licensed under the Public Health Code mayobtain a permit from the DNR to fish without alicense if the developmentally disabled individualor the resident of the licensed home for the agedis a member of a group accompanied by 1 or moreadults who hold a valid license to fish. Permits2018 Michigan Fishing Guideare available at DNR Customer Service Centers(see p. 65).Description of Inland WatersInland waters are all waters within the jurisdictionof the state except the Great Lakes, and the baysand connecting waters. The connecting watersbetween Lake Superior and Lake Huron includethat portion of the St. Marys River located withinthis state. The connecting waters of Lake Huronand Lake Erie include the St. Clair River (begins atthe Fort Gratiot Light), Lake St. Clair and the DetroitRiver (beginning at the imaginary line extendingdue south of the Windmill Point Light, Wayne Co.and ending at the imaginary east-west line drawnthrough the most southerly point of Celeron Island).Inland waters include all inland lakes, streams andtributaries to the Great Lakes.Fishing and Harvest Closures(Spawning Closures)Michigan prohibits fishing for various species atcertain times of the year. These seasonal closuresgenerally coincide with spawning periods andare often referred to as spawning closures. Manyanglers and managers tend to think of theseregulations as providing specific protection tospawning fish, and the timing and length of closedseasons are generally related to the timing andduration of spawning seasons. These closures areindicated by lake or stream in the county listing (seepp. 28-32 and 44-59). Lakes and streamsare closed to all fishing during the period listed.Native American Fishing onInland WatersFederal treaties exist between the United Statesgovernment and tribes residing in Michigan.Although the entire State of Michigan is covered bytreaties, only two treaty areas are currently subjectto fishing by tribal governments. The Treaty ofWashington, signed in 1836, covers the easternUpper Peninsula and the northern Lower Peninsulaof Michigan. The Treaty of La Pointe, signed in1842, covers the western Upper Peninsula (exceptMenominee Co.) and areas of northern Wisconsin.Seasons and possession limits for tribal membersmay differ somewhat from state regulations. Inaddition, under a permit system, tribal membersmay use spears and may place impoundment netson designated public waters. The use of gill nets isprohibited in inland waters. If you encounter theseactivities, do not disrupt the fishers or interferewith their nets. CO M M O NT E R M SArtificial Flies: Any commonly accepted single hookwet and dry flies, streamers and nymphs withoutspinner, spoon, scoop, lip or any other fishing lureor bait attached. The fly or leader may be weighted,but no weight shall be attached to the fly or to theterminal tackle in a manner that allows the weightto be suspended from or below the hook.Artificial Lure: A manmade lure manufactured toimitate natural bait. Artificial lures include spoons,spinners, flies and plugs made of metal, plastic,wood and other non-edible materials. They alsoinclude plastic products made to resemble worms,eggs, fish and other aquatic organisms. NOTE: Onthe following waters from Aug. 1 - Nov. 15, inclusive,terminal fishing gear is restricted to single-pointed,un-weighted hooks, measuring 1/2-inch or lessfrom point to shank or treble hooks 3/8-inch or lessfrom point to shank ONLY when attached to a bodybait, plug, spinner or spoon. An artificial lure is nota device primarily constructed of lead: all waters ofthe Betsie R. (Benzie and Manistee Cos.), all watersof Bear Cr. (Manistee Co.), the Manistee R. fromTippy Dam downstream to Railroad Bridge belowM-55 (T21N, R16W, S6; Manistee Co.), Big Sable R.from mouth upstream to Hamlin Lake Dam (MasonCo.), all waters of the the Pere Marquette R. (Lake,Mason, Newaygo and Oceana Cos.), all waters ofthe Little Manistee R. (Lake, Manistee and MasonCos.), all waters of the White R. (Muskegon, Newaygoand Oceana Cos.), all waters of the Muskegon R.(Clare, Mecosta, Missaukee, Montcalm, Muskegon,Newyago, Osceola and Roscommon Cos.), and allwaters of the Pentwater R. (Mason and Oceana Cos.).Cast Net: A net without walls or sides that is thrownto take minnows, alewife, smelt and shad in the GreatLakes and Connecting Waters.Catch-and-Immediate-Release (CIR): The act ofreturning fish immediately to the water withoutinjury and without holding in a livewell or similardevice. Anglers may continue to fish CIR given thatthey have reached their daily possession limit for agiven species.Research Areas, most Type 3 and most Type 4 watersare designated trout streams (see pp. 44-59).Inland Waters: All waters in Michigan EXCEPT theGreat Lakes and the Great Lakes Connecting Waters.Detroit River: Beginning at the imaginary lineextending due south of the Windmill Point Light,Wayne Co. and ending at the imaginary east-westline drawn through the most southerly point ofCeleron Island.MH-4: (Map, p. 20) A Lake Huron fisheriesmanagement unit which is bounded on the northby a line beginning on the shore on Au Sable Point inIosco Co. at latitude 44 20'N and extending eastwardalong said latitude to longitude 083 10'W, thensouthward along said longitude to latitude 44 10'N,then eastward along said latitude to longitude082 40'W, then southward along said line to latitude44 00'N, then westward along said line to shoreabout 2.6 miles southeast of Point aux Barques lightin Huron Co.Dip Net: A square net that is constructed from apiece of webbing of heavy twine, hung on heavycord or frame so as to be without sides or walls, andsuspended from the corners and attached in such amanner that when the net is lifted no part is morethan 4 feet below the plane formed by the imaginarylines connecting the corners from which the net issuspended. As used in fishing, it shall be lowered andraised vertically as nearly as possible (also referred toas a drop net or umbrella net).Dropper Line: A line in addition to the main fishingline that contains a hook. Dropper lines are usuallyattached to the main line.Drop-shotting: Using a weight suspended below asingle-pointed hook that is tied directly to the mainfishing line (see p. 11).Drowned River Mouth Lakes: An area of a river whereit enters the Great Lakes. Considered inland watersand are listed in Note 3 on p. 18.Fishing License: A required item for any resident ornon-resident angler age 17 or older targeting fish,amphibians, crustaceans or reptiles in Michigan.Annual licenses are valid from March 1 of a givenyear through March 31 of the following year (see p. 3).Fishing Season: The period of time a body of wateris open to fishing. It is unlawful to fish in any body ofwater outside of the fishing season.Fishing Tournament: An organized competitionamong anglers with specific rules applying to thatparticular event. See also Fishing TournamentInformation on p. 62.Daily Possession Limit: The total number of fish,amphibians or reptiles that may be caught andretained in one day. See also Possession Limit.Great Lakes Connecting Waters: Specific bodies ofwater in Michigan that connect the Great Lakes. Thedesignated connecting waters are L. St. Clair, St. MarysR., St. Clair R. (begins at the Fort Gratiot Light) and theDetroit R. (begins at the imaginary line extendingdue south of the Windmill Point Light, Wayne Co.,and ending at the imaginery east/west line drawnthrough the most southernly point of Celeron Isl.).NOTE: Portage/Torch Lakes (Houghton Co.) are notdesignated as Great Lakes connecting waters.Designated Trout Lake: Any lake so designated bythe state that contains a significant population oftrout or salmon. All Type A and all Type D lakes aredesignated trout lakes (see pp. 44-59).Hand Net and Landing Net: A mesh bag of webbingor wire, suspended from a circular, oval or rectangularframe attached to a handle. These are the mostcommon fishing nets used in Michigan (see p. 23).Designated Trout Stream: Any stream so designatedby the state that contains a significant populationof trout or salmon. All Type 1, all Type 2, all GearRestricted Streams, all research areas and Brook TroutHook: A single, double or treble pointed hook. Allhooks, single, double or treble pointed and attachedto a manufactured artificial lure shall be countedas 1 hook.Chumming: Luring or attracting or attempting to lureor attract fish by scattering organic material into thewater (see p. 11). Material commonly used as chumincludes fish eggs, corn, rice, noodles, oatmeal andmaggots (see p. 39).82018 Michigan Fishing GuideMinnows: Chubs, shiners, dace, stonerollers, sculpins(muddlers), mudminnows and suckers of a size usedfor bait in hook-and-line fishing. See pp. 12-13.Possession Limit: In addition to 1 day’s dailypossession limit of fish, a person may possess anadditional 2 daily possession limits of fish takenduring previous fishing days provided that theadditional limits of fish are processed (canned, curedby smoking or drying, or frozen). This provision doesnot apply to lake sturgeon or muskellunge. Anglerswho have not attained the age of 17 are entitled tothe possession limit even though they do not have afishing license.
