6ORGANISATIONAL SET-UP:The Department is headed by the Chief Inspector of Factories & Boilers,Rajasthan, Jaipur who is assisted by the Dy. Chief Inspector of Factories &Boilers (Hq.), Sr. Inspector of Factories & Boilers (Admn.) , Senior Inspector ofFactories & Boilers (Hq.), Senior Inspector of Factories & Boilers and T.A. to ChiefInspector of Factories Boilers, Dy. Chief Inspector of Factories (Chemical),Inspector of Factories (Medical), Senior Legal Officer, Accounts Officer, PrivateSecretary and their complement staff.Office of the Chief Inspector of Factories & Boilers is located at 6-C,Jhalana Instutional Area, Jaipur.For enforcement of legal provisions of Acts and Rules, the Departmenthas its offices located at Jaipur, Udaipur, Kota, Jodhpur, Bhilwara, Ajmer,Sriganganagar, Alwar, Bharatpur, Chittorgarh, Bikaner, Bhiwadi, Banswara,Pali, Hanumangarh, Bundi, Kishangarh, Sikar, Makrana, Balotra, Sirohi.Offices at Jaipur Region, Udaipur, Kota, Jodhpur, Bhilwara and Alwarare headed by the Dy. Director (IHL) are to reportto Chief Inspector of Factories & Boilers.FUNCTIONS AND DUTIES :The Factories & Boilers Inspection Department has following major functions andduties as prescribed by the following Acts & Rules.

71. Enforcement of Acts and Rules:The Chief Inspector of Factories & Boilers with the help of various officersof the Department ensure enforcement of following Acts and Rules:1) The Factories Act, 1948.2) The Rajasthan Factories Rules, 1951.3) The Rajasthan Welfare Officers (Recruitment & Condition of Service ) Rules ,19594) The Rajasthan Control of Industrial Major Accident Hazards Rules, 1991.5) The Emergency Preparedness and Planning (Chemical Accidents) Rules,19966) The Manufacture, Storage and Import of Hazardous Chemical Rules, 19897) The Building and Other Construction Workers (Regulation of Employmentand Conditions of Service) Act, 1996 (Chapter VII only)8) The Rajasthan Building and Other Construction Workers (Regulation ofEmployment and Condition of Rules, 20069) The Payment of Wages Act, 1936.10) The Rajasthan Payment of Wages Rules, 196111) The Indian Boilers Act, 192312) The Rajasthan Boilers Rules, 1954.13) The Indian Boilers Regulations, 1950.14) The Rajasthan Economiser Rules, 1959.15) The Rajasthan Boiler Attendants Rules, 195416) The Rajasthan Boiler Operation Engineers Rules. 1967.2. Registration of Factories under the Factories Act:All factories which are registrable under the Factories Act will be registeredby the Chief Inspector of Factories & Boilers after receiving the applicationform in the prescribed proforma and registration fee. Care should be takenwherever necessary that the plans (Drawings) of the factory building andmachinery layout have been got approved by the Chief Inspector/ Dy. ChiefInspector of Factories and Boilers before the factory is registered as the casemay be.In case of already registered factories, the licences of the factories will berenewed every year or for a period of 10 years (maximum) by the ChiefInspector/ Dy. Chief Inspector of Factories and Boilers, after receiving theapplication and the requisite fee within the scheduled date. The licences ofall the factories whose applications are complete in all respect will be renewedby the Chief Inspector/ Dy. Chief Inspector of Factories and the necessaryentries regarding renewal will be made in the records of the Department andthe licence is to be issued to the applicant.3. Approval of factory Building and Machinery layout Plans:It is obligatory upon the occupier of every factory to get the plans of thefactory building and machinery layout approved by the Chief Inspector ofFactories and Boilers or Dy. Chief Inspector of Factories and Boilers andobtain permission to construct and start the factory before commencement of

8production. The Chief Inspector and the Dy. Chief Inspector of Factories &Boilers will ensure that all such plans received in his office are approved if foundconforming to the provisions of Factories Act and Rules made there under. Incase any discrepancies are found in the plans submitted by the occupier of anyfactory, the same will be communicated to him in writing prescribed timelimit.4. Approval of Steam pipeline :Before installation of any steam pipeline, the layout drawings for theinstallation of the same is required to be approved by the Chief Inspector ofFactories & Boilers, The Chief Inspector will then convey his approval to theOwner / Agent for installation of steam pipeline submitted to his office aftergetting the same scrutinised as per provisions of law. In case any discrepancy isfound, the same will be communicated to the owner/agent of the premiseswhere the said steam pipeline is to be installed within prescribed time limit.along with the requirements and suggestions for changes. The Chief Inspectorof Boiler will issue instructions to his subordinate officers in respect ofinstallation of steam pipelines.5. Registration and Inspection of Steam Boiler :Every steam boiler which is registrable under the Indian Boiler Act, 1923, willbe registered by the Chief Inspector after the same has been inspected by aCompetent Person / Inspector of the Department and recommended so.6. Registration of Boiler Repaires and Certification of Welders:7. Examinations of Boiler Operation Engineers and Boiler Attendants :The Department conducts the examination under the Boiler OperationEngineer's Rules 2011 and Boiler Attendants' Rules 2011. The certificates areissued by the Department to candidates who gets success in the Examination.The Chief Inspector of Factories & Boilers is ex-officio Chairman. Dy. ChiefInspector of Factories & Boilers, Jaipur Region is ex-officio Secretary forconducting the examination under Boiler Operation Engineer's Rules 2011 andBoiler Attendants' Rules 2011 respectively. They shall discharge their dutiesas prescribed in the Rules.8. Safety Museum and Training Centre and Industrial HygieneLaboratory:In addition to the normal enforcement work, the Department has also set up aSafety Museum and Training Centre for the purpose of providing and impartingtraining to the Industrial workers and make them safety conscious whileworking at shop floor. The Training centre is headed by the Dy. Director who isassisted by Assistant Director.The Industrial Hygiene Laboratory has been set up with a view to find out andeliminate the causes of various occupational diseases and occupational hazards

9in the factories and is headed by the Senior Inspector Factories (Chemical) andis assisted by Dy. Director.9. Miscellaneous :1. To advise the State Government on all matters related to Acts andRules which are being enforced by the Department.2. To keep liason with Director General Factory Advice Service & LabourInstitute, Mumbai, Central Boilers Board, New Delhi and Labour Bureau,Shimla.3. To keep liason with Chief Inspector of Factories & Boilers of other Statesand Union Territories.2. SECTION 4(1)(b)(ii)The powers and duties of its officersand employees1. Powers and Duties of Chief Inspector of Factories & Boilers :The Chief Inspector of Factories & Boilers exercise the powers of head of theDepartment. He shall be the overall controlling & supervising authority andshall be responsible for efficient running of the Department to achieve thevarious objectives.In addition to above, he shall perform the following duties :1. To approve factory building and machinery layout drawings.2. To register the factories under the Factories Act & issue licences to theapplicants.3. To renew/amend the licences of the registered factories.4. To register & inspect Steam Boilers.5. To approve layout plans of steam pipeline6. To issue repair orders to a boiler.7. To ensure enforcement of Acts & Rules administered by the Department.8. To inspect sub-ordinate offices periodically.9. To issue prosecution sanction to the subordinate Officers for cases underthe Boiler Act.10. To approve tour programmes of subordinate officers to the extent powerdelegated to him under normal rules.11. To appoint officer for enquiry or for inspection in the State.12. To guide the Inspectors in their area in investigation of serious and fatalaccidents.7. To hear & decide the complaints against the Inspectors in their area.8. To hear appeal against the Orders/Inspections carried out by theInspectors in their area.9. To carryout the inspection of the Factories & Boilers.3. 1131.SECTION 4(1)(b) (iii)The procedure followed in ision and accountability.Registration of factory licenceProcedure :i. Applicant/ occupier of the factory has to submit the completeapplication in the office.ii. Applications received in the subordinate offices is forwarded to the ChiefInspector of Factories & Boilers for further action.iii. After the receipt of the application, licence of the factory is issued within15 days.Channels of supervision and accountability:i.Documents are checked by the relevant clerk.ii.Validation by S.I.F.B. concerned in head office at Jaipuriii.Licence issuance by C.I.F.& B.2.Renewal of Factory LicenceProcedure :i.Receipt of application in area office.ii.Area officers other than DY. C.I.F.& B's forward the application toconcerned DY. C.I.F.& B's office or head office.iii.After the receipt of application, licence is issued within 15 days by theconcerned DY.C.I.F.& B.iv.The licence is renewed within 15 days of receipt by Dy.C.I.F.& B.(Hq), JaipurChannels of supervision and accountability:i.Documents are checked by the relevant clerk.ii.Validation and issue of licence by Dy. C.I.F. & B.3.Registration of BoilerProcedurei.Receipt of application along with drawing and manufacturing detailsof the boiler.ii.After the receipt of application material and ground inspection iscarried out by an officer deputed from head office Jaipur.iii.Owner of the boiler suggests the name of the welder.

12iv.v.After installation open inspection and hydraulic inspections arecarried out by the officer deputed from head office Jaipur.After the inspection the Chief Inspector of Factories & Boilers issuesprovisional order for running the boiler for six months.Channels of supervision and accountability.i.Documents are checked by Senior Inspector & TA to CIFB.ii.Ground Inspection, Material Inspection, Open Inspection andHydraulic Inspection by S.I.F.B. /Dy. C .I.F.B.iii.Provisional Order for registration is issued by C.I.F.B.4.Renewal of Boiler CertificateProcedure :i.Owner of the boiler submits application for renewal along with feesbefore the expiry date of the registered Boiler .ii. Owner of the boiler is given dates for open and hydraulic inspectionby the area officer.iii. Certificate for renewal is issued by the area officer.Channels of supervision and accountability.i.Inspection by area Inspector.ii.Certificate is issued by area officer.

134SECTION 4(1)(b) (iv) Norms set by the it for the discharge ofits functions.The norms for the officers of Factories and Boilers Inspection Department are fixed asunder :Dy. Chief Inspector of Factories & Boilers1.2.3.4.5.6.7.8.9.10.11.To renew the licences of the registered factories of their respective area.At least 45 inspections of Factories / Boilers in a quarter.All non hazardous factories having licence for more than 20 but up to 100workers are to be inspected once in a year.All non hazardous factories having more than 100 workers are to beinspected once in 8 monthsMAH factories are to be inspected once in 4 months.Hazardous factories covered under Section 2 (cb) other than defined inpara (V) above are to be inspected once in six monthsNo factories which is required to be inspected by him should remain unrenewed at the end of the financial year.Organizing of at least one course/seminar on Industrial Safety in a year.All non hazardous factories should be inspected only with the priorpermission of controlling officer.No factory should be allowed to run unregistered for the wholejurisdiction.Any other work assigned by the Head of the Department.Sr. Inspector of Factories & Boilers1.2.3.4.5.6.7.8.9.At least 45 inspections of factories / boilers to be carried out in a quarter.All non hazardous factories covered under section 85 are to be inspectedonce in three years.All non hazardous factories having licence for more than 9 workers butupto20 workers are to be inspected once in 10 months.All non hazardous factories having licence for more than 20 workers butupto 100 workers are to be inspected once in a yearAll non hazardous factories having more than 100 workers are to beinspected once in 8 months.MAH factories are to be inspected once in 4 months.Hazardous factories covered under Section 2(cb) other than defined inpara (VI) above are to be inspected once in six months.No factories which is required to be inspected by him should remain unrenewed at the end of the financial year.Organising of at least one course /seminar on Industrial Safety in a year.
