ForewordForewordThe Construction Industry Scaffolder’s Record Scheme (CISRS) has been in placefor over 30 years. It is one of the oldest trade card schemes in existence. CISRS hascontinually strived to maintain the highest standards in scaffolding training. In the currentclimate of skills shortages, the CISRS has resisted the urge to dilute its scheme and hasin fact sought to make it more inclusive incorporating relevant industry changes as theyhappen, be they legislative or through Technical/Health and Safety advancement.The scheme was originally introduced in the late 1960’s but training began in earnestafter 1979 following the development of formal Part 1, Part 2 and Advanced courses.Since then tens of thousands of scaffolders have undertaken CISRS training. In 1996Vocational Qualifications (VQ) were developed for the Construction sector, The CISRShad an active role in developing the content of the Accessing Operations and Rigging(Construction) (QCF) qualification. Since their introduction a scaffolding operative hasbeen required to complete both the practical training and the VQ prior to a CISRS cardbeing issued.CISRS was the first trade card to affiliate to the Construction Skills Certification Scheme(CSCS) in August 1999. CSCS is the industry recognised registration scheme for thewhole of construction. In April 2001 CISRS introduced a card renewal programme whichrequires its cardholders to update their card on a regular basis (usually 5 years) aftercompleting an up to date Health and Safety test.In response to the introduction of the Work at Height Regulations (2005) CISRSAssessed Route of Entry for Tube and Fitting Scaffolding was finally withdrawn in June2006. All delegates wishing to obtain a CISRS Scaffolder or Advanced card following thatdate would be required to meet all requisite scheme criteria including Part 1, Part 2 andAdvanced courses, S/NVQ 2, 3 plus valid H&S certification.At this time CISRS qualifications in System Scaffold were introduced to the scheme.These could be obtained through the traditional Part 1, Part 2, and VQ2 route or via shortduration product courses for those who had already qualified in tube and fitting.In 2011 CISRS will look at developing CISRS training overseas. There has always beena demand for UK standard Scaffolder Training abroad and CISRS feel that they shouldattempt to facilitate this need.It is our belief that the Construction Industry Scaffolders Record Scheme will continue tobuild on the excellent results it has already achieved by making a significant contributionto reducing the number of accidents associated with scaffolding. CISRS are also awarethat in extending the scope of the Scheme, major benefits will accrue to industry as awhole. Section 1 – Scope of the Scheme1. Scope of the SchemeThe Construction Industry Scaffolder’s Record Scheme (CISRS) continues to expand anddevelop operative and supervisory training . CISRS is now divided into three categories,with each category offering different courses and programmes. These categories are:I. Scaffolding Operative SchemesII. Scaffolding Management and Supervisory TrainingIII. Scaffold Inspector TrainingThe operative training schemes apply to all scaffolding operatives who are at any timerequired to erect, substantially alter or dismantle scaffolding. An operative who has notattained prescribed levels of training, assessment and experience in scaffolding of a givenkind must not be employed on such scaffolding work unless they are under adequatesupervision.Employers must demonstrate compliance with the requirements of the Health and Safetyat Work etc. Act 1974, the Work at Height Regulations 2005, the Construction (Designand Management) Regulations 2007 and other relevant statutory provisions with regardto training, competence and supervision.Since September 1996, in addition to completing CISRS Part 1, Part 2 and Advancedpractical courses it has been a mandatory requirement of the Operative Scheme forcandidates to achieve the relevant National or Scottish Vocational Qualification (i.e. Level2 NVQ/SVQ for a Scaffolder Card and Level 3 NVQ/SVQ for an Advanced ScaffolderCard).The scheme has since been further enhanced by the inclusion of a mandatory skills test/assessment following Part 2 and Advanced training.The aim of CISRS is to provide a range of management and supervisory training thatmeets the specific needs of the scaffolding industry. The first course to be introducedinto the scheme was the 5 Day Scaffolding Supervisors course which is aimed at first linemanagement of Scaffolding Contractors’ (i.e. Contracts Supervisors, Foremen and nonworking Charge-Hands). It is the intention of the Scheme to align all management andsupervisory training with relevant vocational qualifications in the future.The purpose of the CISRS Labourer Card is to provide a CSCS Affiliated Card fornon-scaffolders who support scaffolding operations on site. This will assist employersand clients who require a fully CSCS qualified workforce on site. It also ensures that alloperatives can demonstrate a minimum level of health and safety knowledge in achievingthe Construction Skills Health and Safety Test.Training and assessment within the CISRS can only be provided by CISRS AccreditedCentres with content and facilities approved and regularly audited by CISRS. Therequirements of centres and the training and assessment they provide is laid down inspecific scheme criteria documents and the vocational qualification standards.The following sections provide information and an overview of the various schemesavailable.7

Section 2 – Scaffolding Operative Schemes2. Scaffolding Operative SchemesThe scaffolding operative schemes provided by CISRS Accredited Centres are thenationally recognised training and assessment schemes for Scaffolding in the UK. It isalso viewed by many employers as scaffolding industry best practice overseas.In addition to the traditional Scaffolder card scheme based predominately on tube andfitting equipment, CISRS also provides training, assessment and card schemes forScaffolding operatives who use modular system scaffolding. These include a proprietarysystem scaffolding training and assessment scheme for Scaffolders, very basic trainingfor non-scaffolders who regularly use system scaffolding equipment and a ScaffoldingLabourer’s card scheme.CISRS Scaffolder Cards are only issued to candidates who:I.II.III.IV.V.attend the relevant CISRS training course(s),have the required site experience in scaffolding operations; and,provide suitable evidence for assessment.complete the relevant skills test and VQ assessmentcomplete Construction Skills Health & Safety test or equivalentThe Record Cards are endorsed with the training courses and VQ qualifications achieved.The flow chart (Figure 1) summarises the main CISRS Schemes available for Scaffolders.2.1 CISRS Scaffolder (Tube and Fitting Route)The CISRS Scaffolder (Tube and Fitting) is the original scaffolders’ scheme. It isaimed at scaffolding operatives who require scaffolding skills and knowledge inusing traditional tube and fitting scaffolding equipment. Section 2 – Scaffolding Operative SchemesOnce an employer or sponsor accepts an operative to be trained as a Scaffolder,they can apply for a CISRS Trainee Card, providing they have completed theConstruction Skills Health and Safety Test or recognised equivalent (see section 6.2Construction Skills Health and Safety Tests and Equivalents). The CISRS TraineeCard is then valid for 18 months from the date of issue, in which time the Traineemust gain 6 months* practical experience and attend the Part 1 training course fortube and fitting at an Accredited centre.*An operative must have a minimum of 6 months practical on-site experience priorto attending Part 1 training.Part 1 training courses are booked directly with an Accredited Centre. A list ofAccredited Centres and contact details can be found in Appendix I. The Part 1training for tube and fitting is held over 2 weeks (10 consecutive working daysMonday to Friday).Upon successful completion of Part 1 training, the Trainee will be issued with aCISRS Completion Certificate and an application form to have their Trainee Cardendorsed with the Part 1 training for tube and fitting. The Accredited providers willnotify the data management unit at Construction Skills of successful completion.Trainees who fail to demonstrate the required levels of experience, skill andknowledge will fail the course. Section 2 – Scaffolding Operative SchemesTrainees then attend a further 2 week Part 2 training course for tube and fitting atan Accredited Centre (10 consecutive working days Monday to Friday). Trainees donot have to use the same Accredited Centre as attended previously and may usedifferent Accredited Centres.Note: A Trainee who has completed a Part 1 in tube and fitting is eligible to switchto the System Scaffolding Route and complete the Part 2 System Scaffolder in aparticular system scaffolding product and vice versa. If this is the case the traineewould be expected to gather work based evidence relevant to the type of Part 2course they had attended e.g. tube and fitting or system.Following the successfully completion of the Part 2 training for tube and fitting,trainees will be issued with a CISRS completion certificate by t
