INTRODUCTIONOverviewRelating to forward Dallas! and Neighborhood PlusUnderstanding the broader plan for Cityof Dallas, the Greater Casa View Alliance(GCVA) has created a plan that targets keyneighborhood resources (public amenities),and also the Ferguson Road corridor.From a series of consensus building events,the GCVA has identified comprehensiveconcerns at a block-level scale andhas selectively picked elements fromsustainable development, new urbanismand smart growth planning approaches toset us on a course toward resolution.This GCVA Area Plan conforms closelyto forwardDallas! and NeighborhoodPlus objectives while outlining strategicopportunities to invest in further revitalizingour super-neighborhood—filling gaps inthe Far-East Dallas planning ecology froma City perspective.5

Formed of areaneighborhood leaders and business owners, this grouphas focused on strengthening each other’s neighborhoodsthrough a system of best practices and information sharing.As the organization matured, it became abundantly clearthat the neighborhood is in need of a vision and a path. ThisGCVA Area Plan is the culmination of multiple years, duringwhich the group relied on a volunteer-led process—including“town hall” style meetings, visioning workshops and publicopinion surveys. As such, our GCVA Area Plan is organizedtopically by the areas of greatest concern as identified by thepublic. Distinctly, the GCVArepresents a coalition built around shared issues and prioritiesin the Far-East area of the City—classifying the GCV Area as asuper-neighborhood.Using transparent methods, the GCVA leadership helpedgenerate community confidence and consensus in order toidentify our targeted resources for neighborhood improvement.Following that, we analyzed demographic informationalongside our findings from the community to establish certainobjective criteria that shows the GCV Area is a revitalizingsuper-neighborhood ready for further investment.7

SCHEDULEAbove, the schedule identifies the formation of our Advisory Committee and marks each of our public meetings. The schedule of this plan has spanned thecourse of years as a result of it being volunteer led.

DEMOGRAPHIC STUDIESNeighborhood MetricsSupport GCV Area PlanOverall, our objective is to create a unified vision for theGCV Area community and specifically, to improve its centralcorridor—focusing on Ferguson Road and the surroundingpublic amenties.We’ve explored key GCV Area demographics alongside existingand projected conditions in Dallas that indicate our revitalizingcommunity shows significant potential for further growth.These demographic indicators substantiate that the GCV Areais ready for investment to jumpstart strategic changes that willultimately continue revitalizing this Far-East Dallas community.Area demarcated as Greater Casa View Alliance (GCVA)City of DallasFour edges define the GCV Area:Garland Rd to Northwest Hwy, I-635 to theCity of Dallas/Mesquite boundary, Oates toFerguson, and Buckner to Garland Rd.

Certaindemographics indicate that the GCV Area is alreadyrevitalizing: Dominant population of middle-income professionals Balanced distribution of affluence among areaThe distribution of affluence is a function of an increase inmiddle-income professionals. DEMOGRAPHIC STUDIESChanges Over Time: Median IncomeShift in Middle-Income DistributionThe Income Distribution begins to tell a story about thepressing financial influences on the perimeter of thearea. The maps on the right show a five-year summaryof income information.The top graphic shows that the higher median incomeareas tend to exist on the perimeter of the area. Theseincome influences are likely a result of surroundingamenities including the Casa Linda Shopping Centerand the Dallas Athletic Club.As you’ll see in the 2009-2013 summary below, theshift is generally upward and pushing closer in on thecenter of the neighborhood at the intersection of GusThomasson and Ferguson (location of the Casa ViewShopping Center). This would indicate an optimallocation for new development or growth.In the 2006-2010 summary, the highest median incomewas 66,719 in the block on the southwest side of thearea. In the 2009-2013 summary, this block grew to 90,506 - a total of 23,787. Further, each of the blocksdirectly adjacent to this block grew significantly as well.One block’s median income was 33,482 and grew to 68,007 - a total of 34,525.ESTIMATED MEDIAN INCOME 2010source:ACS 5-Year Summary (2006 - 2010)Why the Positive Shift in Income?We can tell from the density maps on the adjacent pagethat the positive growth in these areas is not necessarilydue to an increase in density or population, rather anincrease in the income within the area.Why the Negative Shift in Income?The lightly colored pockets to the west, north and eastappear to be a result of loss in density as the adjacentmaps indicate.
