A Word From Raymond VidilTaking the form of a declaration of love to the arts, the artists, and the entireterritory, MP2018 aims to bring the entire Bouches-du-Rhône Departmentalive to the rhythm of culture and creation from across the artistic spectrum. This event has been imagined as a seven-month odyssey through the artsstarting on 14 February 2018, and nothing better encapsulates the joy andthe emotion of the project than its very name: Quel Amour!Five years after the triumph of Marseille-Provence 2013, European Capital ofCulture, the territory’s major cultural organisations have joined forces withthe economic community to create an artistic event that will resonate on anational and international scale. The all-embracing dynamic of the projectwill help position the Bouches-du-Rhône as one of the world’s top culturaldestinations in 2018.From Marseille to Martigues and from Aix-en-Provence to Arles, passingthrough Aubagne, Istres, Salon-de-Provence, and Cassis along the way,MP2018 is a collective project of the very highest artistic standards. The entire event is underpinned by a desire to present the territory's cultural riches,to allow people to discover the glorious local landscapes, and to foster themovement of people and artworks throughout the area. The French government, the Provence-Alpes-Côte d’Azur Region, theBouches-du-Rhône Department, the City of Marseille, and the other partnercities are committed to making MP2018 a monumental success. They areunited by the common goals of creating an event that is inspiring, positive, and open to all - Quel Amour! - and helping to support the incredible powerof artistic creation.Raymond VidilPresident of MPCultureRaymond Vidil is the President and Director General of MARFRET,an official representative of the Chamber of Commerce and Industry Marseille Provence, and the former president of the shipping association Armateurs de France7

A Collaborative &Territory-Wide Arts Project-------------------------------After the tremendous success of MP2013, themajor decision-makers in the Bouches-du-RhôneDepartment decided it was essential to createanother arts event that would unite the territory’s cultural, economic, and tourism interests. Thus was born MP2018, Quel Amour!, a world-classarts event that is open to everybody and breaksfree from the traditional formats of festivalsand biennales. The MPCulture association was created to bringtogether leaders from the cultural, business, and university communities and provide themwith a vehicle to support the project. The founding members—the Mécènes du Sud,the Club Top 20, the Chamber of Commerceand Industry Marseille Provence, and Aix-Marseille University—are motivated by the common desire to work together to create an artsevent of international dimensions.MPCulture has entrusted the creation of an intersecting, multidisciplinary programme to anartistic steering committee made up of leadersfrom 15 of the territory’s preeminent culturalorganisations. Each member of the steering committee servesas a guarantor of the event’s creative value andeditorial harmony while also serving as an ambassador for MP2018 in their cultural communities.Beginning in early 2017, members of the steeringcommittee began meeting with their networksof cultural organisations and artists and invited them to propose collective projects forthe event. Close to 500 cultural organisations inthe Bouches-du-Rhône took part in these initialconsultations, resulting in 170 proposals.8Along with the 65 collective projects that wereultimately selected through this process, thereare also creations that have been specificallycommissioned by MP2018 and the membersof the artistic steering committee in their rolesas artistic directors. Each of the 15 committeemembers has ensured that their cultural organisation will embrace the MP2018 spirit by dedicating a part of their 2018 programme to theQuel Amour! theme. In the end, the 200 arts projects chosen for theofficial MP2018 programme are those capableof either being moved throughout the department or inspiring people to move through thedepartment themselves in order to ensure thatthe event is accessible to the greatest number ofpeople possible. Quel Amour! offers somethingfor everyone: street parties, exhibitions, artistic residencies, installations, theatre, opera, concerts, contemporary dance, circus, distinctive happenings both in cities and out in nature --------------------------------

A Collective Dynamic-------------------------------Founding MembersThe Chamber of Commerce and Industry Marseille Provence (CCIMP) represents the interests of 94 000 companies in Aix-Marseille-Provence and supports them in their business endeavours. Its combined mission is to meet thedaily needs of the business community and enhance the territory’s international reputation. The CCIMP, which is presided over by Jean-Luc Chauvin, issupporting this project to shine a spotlight on Aix-Marseille-Provence and toconsolidate the territory’s position as a leader in Southern Europe and in theMediterranean basin. The Club Top 20 brings together 40 major companies from Aix-Marseille-Provence Metropolis that aim to play a role in the continued development of themetro area. The companies have a combined annual turnover of 38 billioneuros and employ a total of 219 000 people. The Club Top 20 is presided overby Denis Philipon, the president of Voyage Privé.The Mécènes du sud collective was created in 2003 in Aix-Marseille as part ofthe business community’s efforts to foster contemporary artistic creation in order to showcase the territory. Beyond financial support for the arts, the collectivealso partners with ambitious cultural projects and maintains artist-in-residenceprogrammes at member businesses. Damien Leclère has served as president ofthe Mécènes du Sud since February 2017.The recently merged Aix-Marseille Université (AMU) is one of the youngestuniversities in France but it is also the largest in terms of number of students, personnel, and budget. With renowned research units that work in collaboration with national and international organisations, AMU has been classifiedas a site of excellence by an international jury in the context of the Investmentsof the Future programme. AMU is presided over by Yvon Berland and todaythe university serves as one of the pillars of the territory.9

Quel Amour !:An Intricateand Unifying Theme-------------------------------MP2018 has jubilantly captured the spirit of its seven-month programme with a title takenfrom a popular expression in the South of France: “Quel Amour!”. The term “What Love!”isn’t as naive as it first appears because its meaning goes far beyond a simple observationof affection; in French, it is also an ardent declaration of passion and a profound inquiryinto the possibilities of the heart. As a title, it not only lays a foundation for a diverse arrayof performances, festivities, concerts, exhibitions, and one-of-a-kind events, it serves as acommon thread that both entwines the creations and outlines the love story between thefestival and its audiences.-------------------------------“Quel Amour! A joyful exclamation and acompelling reflection that sends the imaginationfrolicking. To talk about love through the arts, the artists, and the most human of destinies. Anurgent impulse for delight, for the Other, and for thediscovery of what is different. An urgent desire tocome together and create things of such beauty thatthey will be loved. For the audiences and the artists, these two wordsare an encouragement to dream, to invent newpossibilities, to watch, to listen, but also to draw, tospeak, to dance, to play, to sing “Quel Amour!”Quel Amour! rings out as a command, aninvitation, a confession, an impulse, a protest, evenas a gateway to the unknown.Upon hearing these two words, there is an echo ofa secret, intimate question: Quel amour? And, ofcourse, the underlying impatience, the expectationof an answer. We will be welcoming radiant moments of creationinto our museums, our theatres, our workspaces, and we will host them both indoors and out innature. For this is a matter of both nurturing thedesire to circulate among others and to circulatethis very desire among others.Without a doubt, there is a pressing need to injectcolour into this world, dancing colours. And QuelAmour! is also a phrase with a certain prophylacticnotion, a barrier against the threat of intolerancein these uncertain times. Quel Amour! is a glimpseinto the Other that can serve as an antidote todespair. Celebrate love, love that is never completeand never perfect, and celebrate caring for others inthis world that is so astonishing. We are proposing that we live this promisetogether in the knowledge that we remain free to love.”Macha MakeïeffWhat pleases us and should please you is that thisterm addresses every person, each of us withoutexception, a theme that is shared by all, two wordsthat can roam everywhere and touch everything.Because at the heart of this event is the movementand exchange between people in their commonpursuit of art, of culture, of the Other.11

The Legacy of M P 2 0 1 3E u ro p e a n C a p i t a lof ovence 2013, European Capital of Culture, was anundeniable popular success that transformed the image of thedepartment by revealing the extraordinary energy of the territory.Propelled by an investment in cultural infrastructure that saw tennew venues open including the MuCEM, the FRAC Provence-AlpesCôte d’Azur building, and the Tour-Panorama at La Friche la Belle deMai, the programme attracted large and enthusiastic audiences.-------------------------------In 2013, the Bouches-du-Rhône moved to therhythm of the capital of culture for the entireyear, from street performances in Marseille topyrotechnical displays in Arles, from the Industrial Night in Martigues to the opening of theGR 2013 hiking trail, and from the Transhumance to the Circus in Capitals programme thatwere held across the entire department.Beyond simply revealing the territory’s exceptional natural advantages, MP2013 also changed theimage of our territory’s urban and cultural landscape, both in the media and among tourists. During this same time, Marseille was named the #2destination in the world by The New York Timesand one of the ten most beautiful coastal citiesin the world by National Geographic, confirmingthe territory’s status as a ideal locale for culture, for entrepreneurs, and for tourists.MP2013 sparked a bold new creative dynamicand laid the foundation for a sensational newreputation for the Aix-Marseille-Provence territory, and now MP2018 is seeking to build on thismomentum. Over the past five years, the territory has attracted more tourists and more interestfrom both within France and from around theworld. The Bouches-du-Rhône now enjoys arenewed global image and a more coherent placeon the world stage. MP2018 intends to continuethis remarkable transformation and to strengthen the bonds between culture, nature, andthe economy.13

MP2018:A Destination-------------------------------In 2013, the European Capital of Culture was organized within the context of a broader missionto help Marseille rise up and become one of theTop 20 metro areas in Europe. Five years later, the sweeping improvements generated by thiscatalyst have now become permanent culturaland economic fixtures. To cite but one example, the City of Marseille now welcomes five milliontourists a year (2016 statistics) compared to twomillion tourists a year in 2012. As an initiativethat is being organised in cooperation with theterritory’s tourism sector, the MP2018 event aimsto continue this impressive dynamic by onceagain using culture as a major draw for tourists.Bouches- du-R hône Tour isme, t he ComitéRégional du Tourisme, and the Office du Tourisme de Marseille are all supporting MP2018and have the shared ambition of creating a collective, territory-wide cultural event. This typeof common commitment, with its associatedfinancial contributions and joint coordination, isemblematic of the cooperative spirit of MP2018.-------------------------------Office du Tourisme de Marseille“The Office de Tourisme et des Congrès de Marseille is delighted to be associatedwith the MP2018 project and to contribute to the further cultural enhancementof Marseille and its territory. Culture is one of the main reasons tourists visitProvence and the collective dynamic of this project will reinforce the appeal ofthe area as a destination for French and foreign tourist, as well as potentialinvestors. Let us hope that MP2018 makes the same wonderful impression as theEuropean Capital of Culture did in 2013.”Bouches-du-Rhône Tourisme“Bouches-du-Rhône Tourisme is overjoyed to be associated with a project asenthusiastic and ambitious as MP2018. As a major player in the cultural andtouristic development of our territory, it was an obvious choice for us to takepart in this project and to share our expertise to help make it a success. Just likewith MP2013, our team will be there to support MP2018 in matters from themanagement and sharing of information, to the welcome and logistics for tourists,to promotion and communication about the event. We are wholeheartedlybehind Quel Amour!”C O M I T É R É G I O N A L D E T O U R I S M E14Comité Régional de Tourisme“The Comité Régional de Tourisme coordinates the touristic promotion of theregion for major areas of Provence, the Alps, and the Côte d’Azur, both for themedia and the public at large. MP2018 is one of the major events that is helpingto enhance the image and appeal of the Provence brand. The Comité Régional deTourisme will be amplifying the promotion of this event in both its mainstreamcommunication strategy and its industry-specific events.”

The Budget-------------------------------The budget for MP2018 is set at 5.5 million euros.Of this total, 50% comes from private partners,36% comes from subsidies from public partners, and 14% comes from resources that have beencarried over from the organisation of MP2013.In addition to the public subsidies, there are alsoin-kind contributions and services offered by various governmental bodies including material, venues, security, logistics support, signage, andcleaning and maintenance.Another financial factor to be considered is thecost of the MP2018 programming that is beingdirectly paid by either the cultural institutionsrepresented by the artistic steering committeeor the cities that are partners in the MP2018 .250O R G A N I S AT I O N SI N V O LV E D A C R O S STHE TERRITORY.200ARTISTS.15MEMBERSOF THE ARTISTICSTEERING COMMIT TEE.4FOUNDINGMEMBERS.8PA R T N E R C I T I E S.7MONTHSOF ARTS PROGR AM MING.5.5MILLIONEURO BUDGET15

ERNMENT OF FRANCEAn innovative collaboration aimedat young audiencesMP2018 is inviting young audiences to lead the way forthe seven-month arts programme. This engagement is animportant message that MP2018 is sending to the territory’sresident s. It g ives conc rete ex pression to t he mut ua lcommitment that all the project’s partners—the French state, the local governments, the education community, and thecultural sector—have made to provide cultural and artisticeducational opportunities for young people. This is a one-of-a-kind initiative that is symbolic of theoverall spirit of the project. It is made possible thanks to theenduring commitment of the French national government, which has provided continued support for major culturalinfrastructure in the territory since Marseille-Provence 2013,European Capital of Culture. An agreement signed between the MPCulture associationand education authorities from the Rectorat de l’Académied’Aix-Marseille has made it possible for all the primaryschool classes in the Bouches-du-Rhône to be involved inthis event thanks to the distribution of an Art Case to eachprimary school class in the department as well as trainingfor the teachers who will be using them. This creative objectembodies all of the artistic and cultural objectives laid outby the Ministry of Culture and National Education andbrings together artists and cultural organisations. An art education using art that will touch every single childacross the territory and, through these young people, theirfamilies too.MPCulture Association16

NCE-ALPES-CÔTE D’AZUR REGIONCulture is one of our priorities. There has been a 9% increasein funding to this sector compared to 2016, bringing theregion’s overall culture budget to close to 58 million eurosfor 2017.We have decided to increase our support for the majorcultural organisations and the major cultural festivals asthey have become engines of the tourism economy, creatingboth jobs and wealth. The PACA reg ion is a pr ima r y f ina nc ia l suppor ter ofMarseille-Provence 2018 with a total commitment of 500 000 ,including 300 000 allocated in the 2017 financial year. Wehave chosen to fully embrace and support this ambitiousand unifying cultural event that will unite a territory thathas endless potential. We a re over joyed t hat t h is new col lec t ive projec t isfounded on a cooperation between the public institutionsthat are providing f unding and the broader economiccommunity. The value of this model is that it meets thecultural sector’s financial needs and takes into account thebroader economic benefits of such major cultural events. We would like to applaud the cultural organisations acrossthe region that are dedicated to this wonderful adventure. They were fundamental to the success of Marseille-Provence2013, European Capital of Culture, and they are essentialto maintaining the cultural vibrancy of our territory. It iswithout hesitation that we reconfirm our support for them.Renaud MuselierPresident of the Provence-Alpes-Côte d’Azur RegionMember of the European Parliament17

S-DU-RHÔNE DEPARTMENTIn 2013, the success of Marseille-Provence, European Capital of Culture, sparked an artistic, creative, and festive dynamic that helped create a newimage for our territory and reaffirmed its economic and touristic appeal. Now, a renewal of this energy is being encouraged by the Bouches-du-Rhôneas part of its goal to promote innovative and diverse cultural events that meetthe varied needs and expectations of the department. As it stands, a majority of holiday visits to the department are from the restof France and the number of French visitors who appreciate the new culturalidentity of the Bouches-du-Rhône is ever increasing. This increase in tourism requires constant investment, an ambitiousprogramme of events, and continued cooperation and joint coordinationaround cultural projects.MP2018 is a perfect expression of the collective desire to continue thisadventure. By once again working together, as was done in 2013 for cultureand in 2017 for the capital of sport, we want to accentuate the department’sadvantages that make Provence a sought-after destination, enhance theterritory’s reputation, and advance its economic interests.Within this context, the new label “Provençal Capital of Culture” adds to andenriches the existing initiatives by the department to ensure lasting culturalvibrancy. This unique project, the first of its kind in France, will accentuatethe potential, the cultural resources, and the talent to be found in the smallercommunities of the Bouches-du-Rhône (towns with less than 20 000residents), where the cultural communities produce exceptional works thatdon’t always reach broader audiences. In 2018, Tarascon, Eyguières, Pélissanne, and Allauch will be ambassadors fora culture that entwines folk traditions with artistic excellence.Choosing to support MP2018, the very name of which evokes the scope andambition of the event, is also a commitment to further developing the networkof cultural organisations and venues and the established cultural events thatanimate the territory every year. Alternating between prestigious major eventsin major centres and intimate artistic gatherings in the neighbourhood, theprogramme is also a way to foster moments of sharing and new encounters. As a leading partner of MP2018, the Bouches-du-Rhône Department is proudto contribute to the success of this unifying event that will be a powerfulstimulus for both the territory’s image and its development.Martine VassalPresident of the Bouches-du-Rhône Department CouncilFirst Vice President of Aix-Marseille-Provence Metropolis18

INSTITUTIONALPARTNERS-----------------------VILLE DE MARSEILLELet the Festivities Begin!2013 confirmed the importance of culture for the people of Marseille, in thebroadest, most convivial, and most original sense of the term. The free eventsthat were organised in public spaces met with an overwhelming success, bringing together hundreds of thousands of people throughout the year. What’s more, thousands of volunteers took an active role in the organisationof these public events.Beyond this dimension, the city was also physically transformed by the event, both in its urban spaces and in its architecture, notably through the openingup of the downtown seafront, the renovation of museums such as the widelyapplauded modernisation of the Museum of History, the construction of theMuCEM, and the expansion of the pedestrian quays around the Vieux Port Emboldened by this experience and strengthened by its 2700 years ofhistory, Marseille continues to wager on culture as a means to accelerate itsdevelopment and confirm its place as a leading European metropolis. Thecity welcomes exceptional exhibitions such as the one that will be devoted toPicasso at La Vieille Charité in 2018 in co-production with the French nationalmuseum network. The city is also home to the Biennale Internationale des Artsdu Cirque, and it can’t be forgotten that Manifesta, one of the largest Europeancontemporary art biennales, will be hosted by Marseille in 2020, and therehave been countless other efforts to ensure that culture continues to shine inthe city’s downtown core.MP 2018 is a splendid new page in the cultural history of the City of Marseille. This is why the city so enthusiastically supports this event for everyone thathas been created around the theme of “Love”, a theme that touches all people, that evokes joy and compassion and togetherness, a collection of emotionsthat we need today more than ever.At the crossroads of artistic expression, culture is an art that allows for themost original ideas to be explored while bringing together audiences of allages and all backgrounds.I would like to thank all the members of MP2018, particularly Raymond VIDIL,its president, for this wonderful initiative. The City of Marseille stands proudlyat your side to support this project along with the rest of the institutionalpartners.Jean-Claude GAUDINMayor of MarseillePresident of the Aix-Marseille-Provence MetropolisHonorary Vice President of the Senate19
