Greetings from the District CommanderCommanders, come and listen to my story of a Ranger named Fred a poor mountaineer, barely kept his outpost fed, then one day he was shootin’ at some food, and upthrough the ground came a bubblin’ crude—oil that is, black gold, Texas tea. Well the firstthing you know old Fred’s a millionaire, kinfolk said Fred get away from there, said Potomac District Pow Wow is the place you ought to be so he loaded up his outpost and came toHarford County.This year at our District Pow Wow we will have a chance to experience a little bit ofheaven. Well “Hillbilly Heaven” and have a heaping helping of Commander Harry Hawthorne and the Pow Wow team’s hospitality. Tracy is also the president and founder of Heartwood Outdoors. Tracy is at home in the outdoors. His passions and experiences have led him to earn aspot as Regional Pro Staff Manager for Mossy Oak. Tracy also fills Pro Staff slots for Bass ProShops Redhead Regional Field Staff and PSE Archery, as well as serving as host of The RealDeal television show on the Pursuit Channel.Pastor Robert "Buzz" Gregory served in the U.S. Navy for six years where he was involvedin drug and alcohol abuse. A childhood friend invited him to attend church and he gave hislife to the Lord. He was delivered from substance abuse and has faithfully served the Lordever since. Pastor Buzz then enrolled in Christian World College of Theology where he earneda master's degree in theology. During the past 30 years Buzz has served as a prison chaplainfor the Good News Jail and Prison Fellowship, a youth pastor, an assistant pastor, and associate pastor of Delmarva Evangelistic Church. For the past 20 years Pastor Buzz has been involved with the Royal Rangers ministry and is currently serving as a sectional commander,mentoring boys to become servant leaders of God. Pastor Buzz has been employed at Delmarva Power for the last 28 years and is currently working as a safety supervisor. He resides inSalisbury with his wife Donna and their two daughters Jacqueline and Katelyn. He feels thecall to build a multicultural church where the entire body is working together in unity to reflect and build the kingdom of God. “From him the whole body, joined and held together byevery supporting ligament, grows and builds itself up in love, as each part does its work”Ephesians 4:16 (NIV).Tracy GrovesRev. EVENTSPOW-WOW PIN ELIGIBILITY: Boys will be given a card to be stamped when they complete each event. When theyhave visited a least four events, they may go to the F.C.F. Village where they will receive the pin if they recite the PowWow memory verse. Leaders, Visitors and Guests are allowed to participate for fun. Each registered Leader will be givena Pow Wow pin at registration if registered by July 18 th.Each Ranger must be equipped and ready to meet the challenges that come their way. These include: strength, skills,stamina, speed and knowledge. At each event, participants will earn points, which are needed along with being able toquote the Pow-Wow memory verse to receive a collector’s hat pin.CAPITAL MARYLAND: REDNECK RAPPELLING WALL will excite you as you are challenged to go over the“edge.”CAPITAL VIRGINIA: HILLBILLY SHOOTING ARCADE for a rootin’ tootin’ good time.NORTHEAST SECTION: HILLBILLY HANDFISHING can you catch a whopper with your bare hands?EASTERN SHORE: MUDSLIDE—make sure you don’t wear white CENTRAL SECTION: HILLBILLY BOWLING—see if you can get a strike!EASTERN SECTION: BUBBA’S BOWS AND ARROWS shooting gallery.TIDEWATER NORTH & TIDEWATER SOUTH: REDNECK INNER TUBE RACE ON LAKE STRAUSS will cool youoff on a hot summer day.A Visitor or Guest must be at least 8 years old to participate.COMPETITIONSThe age group that a boy will compete as will be based on the boys’ age at the start of the competition.FISHING COMPETITION: Compete for first and longest fish caught at the Nature Pond. The Nature Pond is labeled onthe enclosed map of Camp and can be accessed by a trail from the Scout Shop or Friar Tuck.BENCH PRESS: Expedition Rangers, Leaders under 40, Leaders 40 and older and Leaders 50 and older, may competeagainst other contestants in their age group. Winner’s calculation will be based on the lifted amount in percentage to hisbody weight. 1st, 2nd and 3rd place will be awarded in each age group.SECTIONAL BASKETBALL TOURNAMENT: (Southern Section) Each Section may enter a team consisting of onecoach and up to nine boys (Adventure and Expedition Rangers only). Substitutes must play and may enter the game asneeded as long as a minimum of two Adventure Rangers are on the court at all times. The game will consist of two 3minute halves with a one-minute rest period. Each team may call one time out. Teams should dress in the same colorjerseys or shirts. Each team’s coach must supply one referee at the start of the competition, a roster listing players on theirteam (each player must have chartered with their outpost for the current year) and their age. A team will be removedfrom the competition for unsportsmanlike conduct.MAIN EVENT—SECTIONAL LAWNMOWER RACE: 1 P.M. (Main field) – Please bring riding mowers to main fieldat the Saturday Morning Assembly for inspection. Staff will inspect mowers immediately after the Saturday MorningAssembly. Sections will compete against one another riding lawnmowers and race for a trophy. Each section will bring ariding lawnmower to Pow Wow. Riding lawnmowers must be less than 20 HP and be equipped with a conventionalsteering wheel. Zero-turn mowers are not permitted. Each lawnmower must have good operational brakes, a seatbeltand be in overall good condition. Each section will have a race team of three boys—one DR as a pit crew, one AR and one ER as drivers. Driver must weara helmet, gloves, elbow and knee pads. Lawnmower is to have sectional designation and an assigned race number on it.We will award best decorated lawnmower and race team, so matching drivers suits, helmets, etc. will count towards theoverall winner. Please refer to the section below on Lawnmower Race Rules for additional information.LARGEST CHARTERED OUTPOST: The group with the largest number of boys and leaders chartered with the Potomac District Royal Rangers for the current year. 1st, 2nd and 3rd place will be awarded.LARGEST OUTPOST: The group with the largest number of boys registered at the Pow Wow. Number of leaders registered and then by number of visitors will break ties. 1 st, 2nd and 3rd place will be awarded.SWIMMING: All fast swimmers may compete for the fastest swimmer in the District. Contestants must be at the poolready to compete at 4 p.m. Saturday. 1 st, 2nd and 3rd place will be awarded in each age group (Discovery, Adventure &Expedition Rangers).TRAP SHOOT: The boys will test their skills at shooting clay birds. Each boy will get 10 shots, the greatest number ofbirds shot will be the winner. (This is an Expedition event only). The cost of the event is 7; this includes the shells andthe clay birds.Sectional Lawnmower Race RulesSaturday at 1 p.m.Each Section is to bring a “Hillbilly Lawnmower” to race against the other Sections. The lawnmower can be decorated to incorporate the Pow Wow theme and must have a minimum of 4 wheels and be less than 20 HP. Eachlawnmower must have the following minimum safety features: The Driver must be seated in an upright position. Steering must be controlled by a closed steering wheel, and brakes that are foot pedal operated that canmake the wheels slide with the Driver in the machine. Driver helmet and seat belt restraint with quick release buckle. No sharp edges are allowed. Please inspect your lawnmower and tape or cushion any sharp edges as muchas possible. The Section name must be displayed in 12” numbers on both sides of the Baja Buggy.Each Section will enter a crew of up to 3 boys and one commander. The crew should consist of a commander orleader who is the crew chief, one Adventure Ranger or Expedition Ranger to drive the lawnmower, and two boys,1 Discovery Ranger, 1 Adventure Ranger and 1 Expedition Ranger to assist in the pit stop. Crews are encouragedto dress alike using T-shirts, vests, coveralls, etc.The Lawnmower Crew Chief and Driver must be at the safety check area at the top of the main assembly field immediately after morning assembly on Saturday. The Lawnmower will be inspected and crews will be given a chanceto make any necessary adjustments to pass the inspection before the 1 p.m. race. The lawnmower and crew mustbe at the starting area at the Main Assembly Field, prepared to race at 1 p.m. Saturday. Each crew will draw tosee which race they will compete in. Each lawnmower will race against two other sections with the fastestlawnmower moving to the final race. The top 4 machines will race against each other in the final race to select thetop 3 places. 1st, 2nd and 3rd place will be awarded to the race winners. 1st, 2nd and 3rd place will also be awardedfor best design.The Staff reserves the right to disqualify any lawnmower from racing for safety reasons.2014 Potomac District Pow Wow5

Monitors must be at the shower house/changingrooms at their scheduled times and actively perform their duties.Sections will provide 1 monitor for their scheduled time and F.C.F will provide 1 monitor for each shift. Duties will be to maintaincleanliness, keep order, remove lost and found items and take them to the lost and found at the Health Lodge at the end of the shift.Each Ranger will be issued a bag at registration to store his clothing in while swimming. After the Ranger has changed into his swimming trunks, all his extra clothing should be placed in the bag and carried with him out to the pool area. All bags from the Outpostshould be placed together along the pool’s fence. When the swim time is over, the bag must be taken with the Ranger to be used forthe next swim time. No bags or clothing may be left in the shower/changing area at any time.Please take extra care in regards to your money or valuables. GENERAL AND CAMPING INFORMATIONFORMS: The forms provided in this pamphlet may be downloaded as needed. Please make sure that Registration Formsare completed and signed by the applicable person. The Pow Wow Registration Form with the appropriate fees should besubmitted to the District Royal Ranger Office by July 17 TH.POW WOW SHIRTS AND HATS: To avoid unnecessary overages, the Potomac District will base its order on the preregistration numbers. It is IMPERATIVE that you pre-register your Outpost to receive your Pow Wow Hat & T-shirt. Weare unable to offer reductions in cost, should you not receive a hat or shirt. As such we URGE and STRONGLY RECOMMEND that you pre-register.AMPHITHEATER SEATING: The Amphitheater has no permanent seats. Please bring stools for all your Rangers to siton during the Assemblies.PRAYER TENT: We are looking for men of prayer that will volunteer some of their time to pray in the Pow Wow PrayerTent. The purpose of this Prayer Tent is to specifically pray for the power and Glory of God to come and move in ourmidst at the Pow Wow. We would like each Outpost to send at least one Ranger Leader to pray. If you have men of prayer in your Church that would be willing to come and pray please invite them to come. The signup sheet with times slotswill be in the registration building at the Pow Wow.ALTAR WORKERS: We are looking for trained altar workers to assist with altar ministry at the evening services. Thesignup sheet will be in the registration building at the Pow Wow.VIDEO AND/OR PHOTOGRAPHY: No sales of videos or photographs of the Pow Wow can be sold without authorization of the District Commander.REGISTRATION: The Pow Wow Registration fee is 50.00. Registration must be postmarked by July 17 th to guaranteeeach person registered will receive the Pow Wow Patch, Hat, T-shirt, optional Saturday lunch or meal plan and extraPatches if ordered. There will be a 15-percent surcharge for any outpost that does not have an up-to-date charter. Eachperson must register with his Outpost. Each person registered will be issued a wristband that must be worn at all timesduring the Pow Wow. A minimum of 2 Commanders is required with each Outpost, and we strongly encourage a minimum ratio of 1 Commander to 5 Boys. A Boy must have completed 3rd grade to register.LATE REGISTRATION: If a Ranger registers after July 17th, we will not guarantee that he will receive the Pow WowPatch, Hat, and T-shirt at the Pow Wow. If the supply of items is exhausted, there will be an additional charge per Rangerof 5.00 to purchase and ship these items.REFUND POLICY: Due to the costs associated with planning the Pow Wow, we will be unable to refund any monies. Wewill issue a Pow Wow Patch, Hat and T-shirt to those registered and has paid by July17th the 25.00 registration depositfee and do not attend. These items will be available for pickup at the registration building at the close of the Pow Wow ifavailable.VISITOR REGISTRATION: All Visitors must register and be issued a wristband. There is an 5.00 charge for those visiting on Saturday; this includes a Pow Wow patch. Those wishing to visit after 5:00 p.m. on Saturday may do so at no cost,however they must register and be issued a wristband. ALL VISITORS WILL BE REQUIRED TO SIGN A VISITORS AFFIDAVIT (page 21). A Visitor or Guest must be at least 8 years old to participate in the competition or events. If an outpostwould like to mentor an unchartered outpost at the Pow Wow, please contact the District Royal Ranger office for a copyof the policy and procedures.FEMALES: Female guests and other family members are invited to the evening services. They are not allowed on thegrounds at any other time without prior written permission of the District Commander. Females will not be allowed inthe campsites at any time.INSURANCE: Each Outpost/Ranger must be covered by their own Insurance. Upon registering, you must certify yourcoverage by stating your outpost’s insurance company and policy number. The Potomac District Royal Rangers andStaff will not be responsible for any theft or damage.2014 Potomac District Pow Wow7

PASTOR’S DAY: We encourage your Pastor and Men’s Director to attend the Pow Wow on Saturday. They must registerand will be issued a wristband to wear. Pastor’s and Men’s Director’s registration and lunch are free on Saturday.PHOTOS: Persons attending or visiting the Pow Wow may be photographed. These photos may be used for promotionalmaterials, which may include being posted on the Potomac District Royal Rangers website. Any person not wishing tohave their photo used for promotional materials must inform the District Royal Ranger Office in writing prior to the PowWow. No photos or videos may be sold for any reason without prior written consent of the Potomac District Royal Rangers.LOST & FOUND: A lost & found station will be set up on the Health Lodge’s front porch during Pow Wow and will bemoved to the main gate Sunday Morning. All items remaining after the close of Pow Wow will be considered a donationto Royal Rangers.SATURDAY LUNCH: An OPTIONAL Saturday Lunch will be served per the Pow Wow Schedule at the Cole Lodge Pavilion if purchased with your registration.CAMPSITES: Each Section has been assigned a Camping Area. All outposts in each section will camp in their assignedarea. Refer to the Pow Wow Site Map to locate your section’s camping area. Outposts are not permitted to use any buildings or lean-to shelters in the campsite area without permission from your Sectional Commander. Unauthorized use mayresult in additional charges to your outpost.PARKING: Outpost trailers can remain in the campsite. After the outpost is set up or by dinner on Saturday, all vehiclesneed to be removed from the campsite and parked in a designated parking lot.COOKING: Ground fires will be allowed at the campsites unless you are otherwise notified due to dry weather. Use preexisting fire rings where possible. Any disturbed areas must be restored.FIREWOOD: Any downed dead wood at the site may be used. Cutting of green or standing trees is not allowed. YOUMAY NOT BRING YOUR OWN WOOD TO CAMP.UNLOADING: Weather permitting, vehicles will be allowed close to campsites for unloading. Vehicles must be promptly returned to the designated parking area for your campsite. Vehicles must remain on the roadways or designated pathsat all times. The Speed Limit of 10 mph will be strictly enforced. No persons will be allowed to ride on the back of a truckor on a trailer.FIRST AID: A First Aid Station will be staffed around the clock at the Health Lodge. If you require special medical needs,please register at the station upon arrival. This station does not preclude outpost or Sectional First Aid Stations. Commanders or leaders must accompany boys needing medical attention at the Health Lodge.ICE: Ice will be available at the Pow Wow Concession Stand on a limited basis.TOILETS: Permanent pit toilets are available at each Sectional Camping Area. Bring your own toilet paper.TRASH: Trashcans and dumpsters are placed throughout the campgrounds. PLEASE USE THEM. All trash from yourcampsite must be placed in tied plastic bags and disposed of in the dumpsters. Bring your own trash bags.WATER: Cold water is available at each Sectional Camping Area.SWIMMING: Swimming is available in the campground pool. Lifeguards will be posted. Commanders are required toswim with their outpost and make sure their Rangers leave the pool area and shower house clean. Refer to the SwimmingSchedule for your outpost’s swim time. There will be monitors posted to assure the showers houses are kept clean andsanitary.CONCESSIONS: A Concession Stand will be open various times during the Pow Wow, with items for sale such as soda,candy, snow cones, popcorn and ice.2014 Potomac District Pow Wow8

FISHING: Fishing is available at the campground’s “Lake Strauss.” Boys will only be allowed to fish under the supervision of their commanders and at times when it will not interfere with the Pow Wow Schedule. No fishing or trespassingis allowed on the downside of the dam.SHOWERS: Warm Showers are available at the pool shower house at no extra cost. There will be monitors posted to assure the showers houses are kept clean and sanitary. Refer to page 6 for times.ACCIDENTS & INJURIES: Minor accidents should be treated as first aid in your campsite or sectional headquarters.When in doubt, report to the Health Lodge. Should hospitalization become necessary, the person will be transported tothe hospital. Check with the Health & Safety Officer at the Health Lodge before transporting someone to the hospital.SAFETY: An outpost may be asked to leave the Pow Wow if any member or guest of the outpost is found to be acting inan unsafe manor. No pets or bikes allowed. No ATVs are allowed except for Staff transportation.MAJOR ACCIDENTS & EMERGENCIES: The Camp Commander and Camp Medic must be notified immediately. Present all facts known. Do not make statements to an outsider, and refer all inquires from the “Press” to the Camp Commander.STORMS: In the event of severe storms, everyone will be notified. If so instructed, tents are to be dropped and coveredwith cots or heavy items. Have all Rangers report to the closest permanent structure. Your Sectional Commander willkeep you posted.LOST CAMPER: Commanders should be aware of the location of all the Rangers in your outpost at all times.
