Welcome to the Institute of American Education, in Ho Chi Minh City, Vietnamwhich offers three AS degree programs. The photo on the right on wall has astudent holding our catalog. Our team visited there in May.

On June 1, 2012, President Armstrong signed an agreement ofacademic affiliation with Chiway Education Group in Wuxi, Chinato offer Broward College programs.

First step: Due Diligence Before undertaking to create a new internationalaffiliation due diligence must be made to ensure that thecandidate for affiliation is compatible with BrowardCollege and that there is a reasonable chance ofestablishing a successful long-term affiliation. It is the responsibility of the AVP for InternationalEducation to perform this evaluation and makeappropriate recommendations to senior administrationbefore entering into an Agreement of AcademicAffiliation or a Contract for Instructional Services. First Step: Due Diligence Market analysis by potential partners to determine theviability of the program at this location: Level of English readiness Potential faculty available to teach Determine which programs have appeal to the localaudience Consider program locations, titles, staffing model Assess intangible factors to determine viability

Second Step: Affiliation Agreement Once established, all courses are offered by the hostinstitution (not Broward) until SACS approval Institutions pay an affiliation fee to cover BC expenses Faculty coordinator is identified to support the project Site visits are arranged twice each year to ensure qualitycontrols are in place.

Third Step: Substantive Change Prospectus SACS requires Collaborative Academic Agreements toundergo a thorough review: Member institution (Broward) must submit aSubstantive Change Prospectus any time a newsite is opened locally or overseas. We have 10locations in Broward County and 5 approvedInternational Centers. Upon approval from the Commission, we arepermitted to offer the courses at the internationalCenter as our own. Students register at Broward,earn credits, grades are posted to our transcript andultimately the can graduate from Broward with the AAor AS without ever leaving their home country.

Once Approved: How to we ensure quality? Our task is provide support and oversight for everyaspect of program delivery. Daily communication between Int. Ed. office, registrar’soffice, campus personnel, etc. Onsite visits twice each year as if we were a SACSvisiting team.

Faculty Teaching credentials: masters plus 18 gsh or alternativejustification (SACS COC guidelines) Classroom observations (utilize special classroomobservation form) Faculty development (workshops, presentations,activities) Adequacy of full-time faculty to support program

Library/Learning Resources Ensure library access for all students and faculty (makesure log in process is understood) Faculty development to require students to use library Orientation of students to use of library

Student Support Services: Testing Advising Tutoring Language support (labs and staff) Transfer services

Program Evaluation Integrate with Broward College (AS program review) Coordinate Gen. Ed. Assessment Written program evaluation at year's end by facultycoordinators Increase oversight of faculty evaluation; send AD's toobserve and evaluate?

Public Relations/Marketing/Publications Must approve all public references including website andprinted publications to SACS accreditation and therelationship between the International Center andBroward College Ensure that disclaimer statement from SACS COC policyhas been posted on websites and in future publications Refer to International Centers as “affiliated partners”,“collaborative arrangements”, but not as BrowardCollege campus.
