ABOUT USMaharashtra Telecommunications Circle, is part of Bharat Sanchar Nigam Limited,(Govt of India Enterprise) formed in October, 2000 and serving the entire state ofMaharashtra & Goa (except Mumbai-MTNL) MH Telecom circle serves vast terrain of310762 sq. kms covering lot of coastal and hilly area. Basic as well as value addedtelecom services such as Internet, ISDN and Intelligent Network are provided to thepopulation of 3 crores in Urban Area and 6 crores in Rural Area. Vital attention is givenfor the development of village public telephone system network throughout the circle.OUR MISSION To provide world-class State-of-art technology telecom services to its customerson demand at competitive prices. To provide world-class telecom infrastructure in its area of operation and tocontribute to the growth of the country's economy.OBJECTIVES To be a Lead Telecom Services Provider. SERVICES WE PROVIDEMaharashtra Telecom Circle serves its customers as a one stop solution to alltelecommunication needs with possibly the largest bouquet of telecom services; Wireline, GSM Mobile, Internet, Broadband, Carrier service, MPLS-VPN, VSAT, VOIPservices, IN Services etc. and offers vide ranging & most transparent tariff schemesdesigned to suite every customer. The tariff thereof can be viewed in detail at ourwebsite www.maharashtra.bsnl.co.inThe services being offered across the Indian subcontinent barring the cities of Delhi andMumbai are:(A) BSNL Basic Telephone(A) (1) New Phone Connection (on landline or WLL according to feasibility)Phone connections can be Permanent Connections, Temporary connections orCasual connections.Permanent connections are available in the categories to suit different subscribersTemporary Connections are provided for short period for emergency requirements ofpurely temporary nature. Temporary connections are to be provided for a maximumperiod of 3 months at a time in the case of private individuals and 6 months at a time inthe case of Government Offices. The charges for the entire period along with securitydeposit, installation charges and rentals will be collected in advance. No waiting list ismaintained for this category.Casual connections are provided to applicants for social/religious functions, marriages,and exhibitions etc., for a period not exceeding 30 days.(A) (2) Shift And Transfer Of Telephone (on landline or WLL according tofeasibility)Shift can be classified into two, local shift and All India Shift. Local Shift means shift oftelephone to another address within the SDCA in which the phone is working.Shift of telephone to a site situated beyond the SDCA is termed as “All India Shift”. Bothworking telephone as well as Registration for telephone connection can be shifted to anew location. Telephone can be shifted to any place all over India. The subscriber whowants to shift the telephone on All India basis may submit an application form meant forAll India shift in duplicate along with the last paid copy of the bi-monthly rental bill tothe Customer Relations Center of the area office. After closing the telephone accounts,the Commercial Officer will issue a Surrender Certificate to the new exchange systemwith a copy to the subscriber. After getting the surrender certificate, the subscriber shouldhave to apply in the new area. The inter-state shift will be carried out within 30 dayssubject to technical feasibility. The new area will examine the feasibility conditions forshift of the telephone and the action will be taken accordingly. If the telephone could notbe shifted due to technical reasons in the new area, with the concurrence of the subscriber5

the telephone will be taken into safe custody till the shift becomes feasible or it will bewait-listed and released as the position improves.(A) (3) Phone Plus ServicesThe phone plus services include:(a) Call Waiting [Dial 118 and get the acceptance tone similar to the engage tone butwith a longer gap between the beeps. Dial 119 and get the acceptance tone](b) Abbreviated Dialing (A maximum of 20 numbers can be programmed forabbreviated dialing. It is ideal for STD/ISD), Hot Line [To be connected directly to a predetermined number as soon as the handset is lifted, without dialing](c) Call Transfer / Call Forward [Dial 114 followed by the telephone number for whichthe call is to be transferred. He will get the acceptance tone.Dial 115 and wait for acceptance tone.](d) Automatic Wake-up / Reminder Service [Dial 116 (the registration code) followedby the time you wish to be reminded or woken-up at 06.15am (06.15hrs), you will dial1160615. Dial 117 (the cancellation code) followed by the time you booked the call](e) Number / Call Hunting Facility (Suitable for hospitals, commercial establishmentsetc. If you have more than one telephone line, this facility is very helpful for your caller.If the called line is engaged, your caller does not have to disconnect and dial other line(s).This facility automatically transfers the incoming call to whichever line is free)(f) CLIP [The subscriber has to buy separately the CLIP display device from market.Using this facility you can see the number of the calling party before lifting yourtelephone. Very useful to trace malicious caller. However, the CLIP instrument shall beprocured and installed by the users themselves](g) CLI Announcement Service (Dial 164 to know one’s own telephone number, in caseof doubt](h) Phone Bell check [Dial 161 to check the ring tone of your telephone; Useful forchecking functioning or adjusting volume of bell of your phone](i) Dynamic Barring facility [It is a 100% protection against improper use. You canlock/allow Local, STD or ISD calls in many way viz. all calls allowed, only local callsallowed, only STD & Local calls allowed, all outgoing calls barred etc.], CallConferencing [With this service telephonic conference can be set up within 3 or moreparties. This service is available subject to technical feasibility]All the phone plus services are available free of cost to customers.6

(B) BSNL WLLWLL (Wireless in Local Loop) is an emerging Access Network technology based onCDMA (Code Division Multiple Access) principle. This technology is very much usefulfor providing cost effective mobile service, for providing wireless telephone connectionin areas where provision of landline telephone connection is not feasible.There are two types of WLL connections – Fixed Wireless Terminal (FWT) and MobileTerminal (MT)BSNL's WLL service is the most reliable and affordable service giving you the best ofboth fixed line telephony & Mobile telephony. It offers host of value added services atvirtually no cost to our esteemed subscribers.Advantage of BSNL WLL - The biggest advantage is No Air time charges. All Incomingcalls are free of cost. Outgoing calls are charged at the same rate as land line call.BSNL WLL mobile gives facilities of mobile telephone at same cost of landlinetelephone. However, the mobility of the phone is limited to the SDCA in which the phoneis connected. BSNL WLL services are available in both Postpaid and Prepaid Plan.BSNL WLL offers you a host of value-added services: Short Message Service (SMS) Voice-mail service: 24 hour personal call answering service Data / Fax transmission (up to 144 kbps). Call waiting: allows you to receive an incoming call while already engaged inone Call Call hold: allows you to put a current call on hold and make a second call Call divert: allows you to divert calls within your SDCA CLIP (Caller Line Identification Presentation): enables you to view the numberof the calling person when you receive a call Dynamic STD/ISD locking.7

(C) BSNL MobileBSNL Mobile gives you all India roaming facility and International roaming facility toover 300 countries. There are two types of BSNL MOBILE connections viz. Post paidand Prepaid.(C) (1) BSNL MOBILE – Post paidAs a BSNL Mobile subscriber you will enjoy benefits like: No security Deposit if you are an existing BSNL subscriber No security deposit or monthly rental for national roaming facility in Plan-325 &525 Voice Mail recording and receiving facility free. CLIP free Call waiting and Call holding facility free Missed call alerts by SMS - free of costFor more details refer to our website www.maharashtra.bsnl.co.in or contact yournearest Customer Service Center.(C) (2) BSNL MOBILE – PrepaidBSNL Mobile prepaid service offers you a host of value added services and unmatchedfeatures not found in any other Cellular service. All India roaming facility is alsoavailable on BSNL mobile prepaid service.(C) (3) Unified MessagingThis provides Voice mail, FAX, e-mail, text to voice services on your mobile phone.(C) (4) GPRS / WAP / MMSThe Cellular Mobile subscribers of BSNL who have the GPRS subscription, now haveaccess and download the rich content like Polyphonic ring tones, True tones, Real tones,MP3 tones, SMS tones, Themes, Color wallpapers, Java Games, etc through the website(www.cellone.in) as well as the WAP site (wap.cellone.in). The detailed catalogue of thecontent can be seen either at the above website or the WApsite.The subscribers interested in knowing about how can they subscribe to GPRS of BSNLneed to send "GPRS" as SMS to short code "3733".8

(C) (5) SMS & Bulk SMSMobile-to-Mobile Messaging is a revolutionary new means of communication that allowsBSNL mobile subscribers to send a short text message instantaneously to any othermobile subscriber. You can type down the message and send it to any mobile. Themessage can be of 160-character length including spaces, punctuation and specialcharacters. The system sends the confirmation about the delivery of the message to thesender as soon as the message is delivered. If the called number is busy or out ofcoverage area, the system periodically monitors the status of the called number and sendsthe message as soon as it becomes active. BSNL provides national and International SMSfacility to its post and pre-paid customers at very cheap price.(D) BSNL INTERNET / BROADBANDBSNL is India's no. 1 Internet service provider with more than 17 lakh subscribers,providing Internet service throughout the entire country (except in New Delhi andMumbai). BSNL provides free all India roaming and enables it's users to access theiraccounts, using the same access code (172233) and user ID from any where in theCountry. In order to make Internet available through out the length and breadth of theCountry Internet Dhabas are being commissioned at all the Block Headquarters. BSNLMaharashtra Circle has also started Broadband, and Account free Internet access (CLIbased) facility in all cities in Maharashtra. The work is in progress to provide the servicesto rural areas also.BSNL provides the following types of connections to access Internet to customer:(D) (1) (1) Dial-up access: allows user to access Internet using their PSTN line orlandline. The customer can use normal PSTN or ISDN line for accessing Internet. Thereservice can be grouped in two major categories:(D) (1) (2) Prepaid: under this user purchase plan from BSNL customer service centersor its approved outlets or franchisees. User gets username and password. He then dials172233 for PSTN access or 172225 for ISDN access. The plans for PSTN and ISDNaccess are available in various slabs of 25,50,100, 200, 500 and 1,000 hours. With BSNLdialup account user gets all India roaming advantage, which is not available with anyother ISP. The call charges are billed in the normal bill.(D) (1) (3) Postpaid or CLI based services: BSNL Maharashtra has started theseservices in all district of Maharashtra and Goa. is a unique method providing Internetservice in which the Customer can access the Internet service from any telephone throughdial up. The service allows automatic registration on first LOGIN. The authentication willbe based on CLI of the telephone with the password supplied by the caller. The chargingis totally usage based and the service is a post paid service like normal PSTN. The billingwill be separate based on the duration of use and will be charged to telephone bill (CLIbased) as Internet access charge at the prescribed rate. The service is available in selectedcities. The access no. of this service is '172222' in all cities.9

(D) (1) (4) Leased Line: Enjoy round the clock Internet connectivity at speeds varyingfrom 64 Kbps to 45 Mbps. The customers are given fixed public IPs.(D) (2) BSNL BROADBAND: is based on Digital Subscriber Line technology (samecopper cable that is used for connecting telephone also carries Broadband Internet).Broadband provides always on internet access with speed ranging from 256Kbps to 8Mbps. Unlike dialup access broadband provides high speed internet access, which isuseful for multimedia access and many application which needs high bandwidth.Broadband is also offering Virtual Private Network (VPN) services to its customer. Thisfacility allows user to form private closed user group across the country(D) (3) Web-Hosting Service: also provided by the BSNL. It allows customers to hosttheir static or dynamic web sites on BSNL servers. Web hosting service provides basicfeatures like Web-space (Data Storage) on servers for hosting HTML pages withbrowser supported MIME types, Primary or Secondary Domain Name Hosting, ServerSide Scripting: Pearl, Java Servlets, JSP, Database Access( MySQL), Email Access andWeb-email, Multiple Email IDs as per the plan, Ftp access for uploading anddownloading pages as per the plan, Continuous usage billing for Web, Messaging andFTP etc.(D) (4) Web Co-location Service: Web Co-location is an easy and cost effective solutionto house a company's powerful infrastructure without losing the administrative control onthe equipments. Web Co-location eliminates much of the Infrastructure costs as well asthe maintenance cost of such equipments apart from avoiding the last mile problems.Web Co-location enables customer’s equipment/ Servers to be treated as a part and parcelof the ISP network enjoying all the facilities as the ISP servers.(E) Multi Protocol Label Switching (MPLS)Keeping pace with the technological trend to provide latest and varied value addedservices to its customers, BSNL harnesses IP Infrastructure based on MPLS Technologyto offer world class IP VPN services.MPLS VPN is a technology that allows a Service Provider like BSNL to have completecontrol over parameters that are critical to offering its customers service guarantees withregard to bandwidth throughputs, latencies and availability. The technology enablessecure Virtual Private Networks (VPN) to be built and allows scalability that will make itpossible for BSNL to offer assured growth to its customers without having to makesignificant investments. BSNL would now be geared to provide Bandwidth on demand,Video Conferencing, Voice Over IP (VoIP) and a host of other value added services thatcould revolutionize the way a corporate business works!MPLS based VPNs reduce customer networking complexity, costs and totally do awaywith the requirement of in-house technical work force. Rather than setting up andmanaging individual point-to-point circuits between each office using pair of LeasedLines, MPLS VPN customers need to provide only one connection from their officerouter to a service provider edge router.10

BSNL has tied up with various Networking solution providers to provide end-to-endsolution to its valued customers, including Customer End (CE) routers and othernetworking components.Advantages of MPLS VPN have over other Technologies:BSNL's primary objectives in setting up the BGP/MPLS VPN network are: Provide a diversified range of services (Layer 2, Layer 3 and Dial up VPNs) tomeet the requirements of the entire spectrum of customers from Small andMedium to Large business enterprises and financial institutions. Make the service very simple for customers to use even if they lack experience inIP routing. Make the service very scalable and flexible to facilitate large-scale deployment. Provide a reliable and amenable service, offering SLA to customers. Capable of meeting a wide range of customer requirements, including security,quality of Service (QOS) and any-to-any connectivity. Capable of offering fully managed services to customers. Allow BSNL to introduce additional services such as bandwidth on demand etcover the same network.(F) Intelligent NetworkRecognizing the rising expectations and requirements of the customers, BSNL endeavorsto harness the rewards of telecom revolution. Towards this, we have redefined the term'telecom service' by introducing value added services in the form of intelligent network.This technology makes possible, time and cost effective services, optimized solutions,meeting the exact needs of the customers.Intelligent Network provides a framework to create various services in a centralized placeindependent of the switch. in IN, calls generated by a subscribers are routed (CircuitSwitched) to the nearest Service Switching Points, which in turn, consults, the ServiceControl Points (SCP) on high speed CCS 7 links to get the necessary information forfurther routing of the call. IN Services can be used by subscriber connected to any type ofexchange using existing telephones.Services offered through Intelligent Network is as follows:(F) (1) FLPP (Fixed Line Pre-Paid): Service enables a subscriber to make calls from aprepaid account linked to his telephone number. Unlike the prepaid card 'ITC' service,where the authentication is done every time through a 16-digit PIN the authentication ofFLPP is linked to his telephone line & the user is not required to dial the Accountnumber/ PIN for authentication making it simpler to use.11

Fixed Line Prepaid service offers: Conversion of fixed line to Pre Paid and gets rid of telephone bills.Easy de-linking from telephone line when prepaid is not required on any numberNo need to dial Account number/ PIN every time you make a call.STD/ISD FacilityOn Line balance enquiry'Follow on feature' on no reply, busy and called party release to dial anothernumbers for subscribers other than PCO. Easy recharge and no problem of bills Free Level 1 service like 100, 101, 102 etc. available. Free Level 1 IN services which are free to end-customers like Free Phone etc. areavailable. There can be four types of FLPP accounts namely PCO FLPP Account, PCO Local FLPP Account, General FLPP Prepaid Account and General FLPP Prepaid Post paid Account.(F) (2) Free Phone Services (FPH): This service is an ideal business promotion tool forbusiness communities who want their customers to call them free cost. Totally customeroriented organizations can provide information about their products, allow customers toplace orders or even register their complaints/suggestions and offer assistance tocustomers without the user getting charges. Any user in the telephone network can callthe FPH number free of charge. All the charges are levied on the service number (one who subscribes for theservice and receives the calls). For the calling user the calls are free of charge. The service subscriber is allotted a FPH Service number (five digits). For sameFPH service number, the subscriber can have many destination numbers. Any subscriber who is willing to become a free phone subscriber outside the citieswhere the IN Switches are installed, the call charges will be as per the nationalSTD tariff. The charges indicated here are FPH service charges and they do not include thenormal charges levied for basic telephony service.(F) (3) Premium Rate Services: A subscriber to this service can receive or make callsusing his Universal Personal Number from any BSNL phone. The subscriber will begiven some management codes and password. Using that he can convert/reconvert anyBSNL phone into his Universal Personal Number. All the calls made by subscriber usinghis UPN will be billed at his UPN by the IN platform. The subscriber will be able to getall his calls incoming on the UPN number anywhere in India.The present PRM service is accessible only through ITC. Presently, pulses of 2, 3, 4, 8,12, 30, 60 and 90 seconds are permissible. These pulses can be allowed on the new INplatform as well.12

(F) (4) India Telephone card (ITC): This prepaid card enables you to make local, STDor ISD calls even from a STD/ISD barred telephone. The calls are charged to the secretnumber specified in the card and not to the telephone connection being used. Equippedwith this card, you can enjoy the freedom of making calls anywhere, anytime, from anytelephone. India Telephone cards are available on sale at all the Customers ServiceCenters of BSNL and through its franchises appointed in different cities. ITC cardpurchased in one city can be used in any other city where this service is available. On all denomination of Cards Local, STD or ISD calls can be made.There will not be any free calls.There will not be any registration charges for this ITC service.Any detailed bill, if asked by the cardholder, having subscriber Account No. andPIN, will be given on payment of Rs. 100/ Call Charge - Rs. 1.00 per MCU(F) (5) Voice Virtual Private Network (VVPN): The Voice VPN service enables thesubscribers to establish a private network using public network resources. Thesubscriber's lines connected to different fixed line network switches constitute a VirtualPABX including a number of PABX capabilities such as Private Numbering Plan (PNP),Call Transfer, and Call Hold etc. Restrictions on outgoing and incoming calls can also beimposed.The Voice VPN on the fixed lines, through IN platform, is offered in three categoriesnamely within SDCA, within Circle and All India. The charges for such VPN servicesshall be split in to two parts namely Fixed Plan charges and Usage charges per minute.The usage charges shall be ON-Net (within VPN) and OFF-Net (Outside VPN). TheOFF-Net charges shall be as per the applicable tariff of BSNL Addition/Deletion/Modification of any of following feature per request perextension: Rs.100 Exception List: This list contains a list of numbers that are not allowed forincoming and outgoing calls. Barring of off-net calls: An extension can be barred from making call outsideVPN. Selected off-net destinations: An extension can be allowed only selecteddestinations outside VPN. Barring/Opening STD, ISD on a number within VPN: Normal STD/ISD opening/barring. Origin dependent routing of incoming calls: All incoming calls to VPN can berouted according to their origin. Time dependent routing of incoming calls: All incoming call can be routedaccording to time. Multiple Account Code: Rs. 1000 per month (This feature allows the users ofgiven VPN group to mark their calls according to business so that companyreceives a bill, which details cost of communication according to companyactivities and organization.) Dual Invoicing: Rs. 100 per extension (This feature allows to bill calls made byVPN extension either on company's corporate account or on personal account.)13

(F) (6) Universal Number (UN): The service subscriber can be reached nationwideunder a unique IN number. The calling user will pay the charges up to SSP as per local /STD rates (to be charged at local exchange) and the called subscriber will pay from SSPup to destination (through detailed billing at SSP). A number of destination numbers canbe designated to an UN number.(F) (7) TeleVoting: Tele voting is a service by which a telephone subscriber can indicatehis opinion on any matter by dialing an IN number of the service subscriber followed bya single digit for the opinion. This service is very useful where large number of TVprograms are operating incentive schemes to increase/retain their viewers(F) (8) Universal Personal Number (UPN): A subscriber to this service can receive ormake calls using his Universal Personal Number from any BSNL phone. The subscriberwill be given some management codes and password. Using that he can convert/reconvertany BSNL phone into his Universal Personal Number. All the calls made by subscriberusing his UPN will be billed at his UPN by the IN platform. The subscriber will be ableto get all his calls incoming on the UPN number anywhere in India.(G) Video ConferencingVideo Conferencing service allows multiple participants to converse with each otherregardless of their location through the video end-points or Personal computers. Itinvolves Video and Audio communication. It's about connecting people. Avideoconference subscriber can add two or more video participants in a particularconference. The customers can schedule their videoconferences through the Web. Thevideo conferencing service can be availed by any user through IP or ISDN interface. Theservice is available to existing BSNL subscribers only. The Video end-point required forconferencing should be ITU - H.323/H.320 compliant. Any conference scheduled canhave both Dial-in and Dial-out participants on either IP or ISDN. The customer will haveto procure the video end-point from the market. Personal computer user can download thesoftware called "PVX" from BSNL's Video Conferencing Portal to avail the VideoConferencing facility with their web-cam. This software will be made available shortly atBSNL's Video Conferencing Portal.(H) Audio ConferencingAudio Conferencing service allows multiple participants to converse with each otherregardless of their location through the normal fixed line telephone or cellular phone. Anaudio conference subscriber can add two or more participants in a particular conference.The customers can schedule their audio conferences through the Web or through IVR.The service is available to existing BSNL subscribers only. Any conference scheduledcan have both Dial-in and Dial-out participants. Conference can be scheduled one time orstanding. A standing conference is always on. The authorized participant has just to dialin a particular telephone number followed by a password to enter into a conference.On demand conference can be made. The chairperson can invite several users one by onein the conference without using the web. He/she has to just dial a number followed bycertain number and the called party number for doing a conference call.14

(I) EPABXBSNL permits telephone subscribers to use their own PABX/EPABX connected to theBSNL network under certain commercial/technical conditions:The type of Subscriber owned BSNL External extensions outside subscriber’s premiseswill be permitted only on the specific approval of the concerned authority and charged asper departmental tariff should approve EPABX.(J) CENTREXCost-Effective & Contemporary Facility For large Corporate & Small Business Houses.It is central office based communication service, which integrates all your multi locatedTelephone lines (Existing and New) into a single highly functional communication groupwith more distinctive features without any additional equipment (like EXABX) at yourpremisesCentrex offers the following features: FeaturesIntercom dialingSecond Dial tone to access PSTNDistinctive RingingDirected Call WaitDirect Inward DialingDirect Outward DialingMulti-location CapabilitiesUnlimited growthLocation DialingFacilitiesShort code within GroupOptionalIntercom/PSTNCaller activated call wait.Integrates all your establishments into aGroupIntegrates your existing PBX'sIn addition to above distinctive features subscribers can have all the existing normalfeatures like – wake up call, call wait, Dynamic lock, Abbreviated Dialing, Hot line etc(K) HVNETHigh Speed Satellite based VSAT NetworkHVNET of Department of Telecom Services provides high-speed data transfers (up to 64Kbps) and voice communication service covering the entire country.15
