EXECUTIVE SUMMARYMonthly Monitoring ReportMay 2005ZIMBABWE PEACE PROJECTExecutive SummaryAlthough there has been a decline inreported cases of political violence andassociated human rights abuses compared toelection time in March, violations of humanrights have not been featuring ininsignificant occurrences.The decline in the above mentionedactivities was noted especially in thesouthern provinces of the country. This isnot to say however that human rights abuseshave completely dissipated.As reports indicate, there still are reportsof political retribution, that have in the main,been perpetrated by supporters of the rulingparty, and, to some extent, state organs andsupporters of the country’s main oppositionparty, the Movement for DemocraticChange (MDC).Cases involving members of theuniformed forces as perpetrators of humanrights violations against perceived andknown opposition supporters ostensibly toenforce the controversial clean-up campaigncoined Operation ‘Murambatsvina’ haveincreased in most urban areas. There hasbeen a lot of consternation as a result of theincreasingly discordant ‘mop-up’ which hasbeen viewed by some sections as aretributive displacement campaign againsturbanites most of whom voted for the MDCin the March general elections.In the capital city’s high density suburb ofHighfield for example, TM, a known MDCsupporter was on 19 May reportedlyassaulted by about a dozen police officers ona clean-up routine in Machipisa for publiclydenouncing the government’s operation.Also in Mutare Central on Africa Day, itwas reported that unidentified police detailson a clean-up exercise confiscated basiccommodities belonging to CG and MMwhom they accused of having voted for the‘wrong party’ during the March elections.Political intolerance is still prevalent as ourmonitors’ reports show. In the Midlandscity of Gweru, the MDC has been reportedlycaught up on the wrong side of the law inperpetrating acts of human rights abuses. EXECUTIVE SUMMARYMkoba 17 on 8 May, M, a femalemember of Zanu PF was reportedlyforced to chant MDC slogans byunidentified MDC activists during adevelopment meeting chaired by JamesBwerazuva, the city’s executive mayor.In an unsettling incident inZvishavane, on 7 May, PD, an MDCsupporter had his house set on fire atmidnight allegedly by Zanu PF activists. Itis said property valued at approximately 750 000 000.00 was destroyed. The saidvictim suffered burns and was admitted ata local hospital where he was said to berecovering. It was also reported that thepolice arrested GK, a suspected rulingparty activist in connection with the arsonattack.There have been disturbing reports thatMDC supporters have launched a wave ofterror campaigns against perceived orknown ruling party supporters inMberengwa. For example, in MberengwaWest on the 25th of May, TS, a Zanu PFsupporter of Sovelele ward in Tabanyanivillage was reportedly assaulted by MDCsupporters who accused him of supportingthe ruling party. Also, in Mberengwa Easton 11 May, MM, a Zanu PF supporter ofMnyaka village reportedly received athreatening letter from an MDC youth JB‘advising’ him to renounce his Zanu PFmembership and join the MDC.Traditional leaders also continued to besucked into the political fray either asperpetrators or victims of human rightsabuses. In an unbecoming act in ChiviNorth for occurrence, the Madamombevillage headman on the 17th of Mayreportedly threatened anyone who wanted toattend the funeral of GS, a known MDCsupporter with expulsion from the village. METHODOLOGYThis report is based on reports from ZPP long-term community-based primary peace monitors who observe, monitor andrecord cases of human rights violations in the constituencies they reside. ZPP deploys a total of 240 community-based primarypeace monitors (two per each of the 120 electoral constituencies of Zimbabwe). These monitors reside in the constituenciesthey monitor. The monitors compile reports that are handed over to ZPP provincial coordinators who head ZPP offices in theten administrative provinces of Zimbabwe. The saidvictims were said to have beeninstructed to either resettle inHarare or London, where theMDC has a large following.IM of the MDC had her homedestroyed before being illegallyevicted by suspected Zanu PFactivists led by war veterans Nand SN.3 May 2005SM, and MDC supporter wasallegedly evicted from his homein Mwacheta village by Zanu PFsupporters led by JGM, NM, SS,and SM after the allegedperpetrators demanded that thevictim renounce his MDCmembership.8 May 2005Ruling party activists led by LMreportedly assaulted TM3

NORTHERN REGIONostensibly for ‘inciting violence’after the said victim allegedlyurged fellow MDC supportersnot to obey the currentgovernment.9 May 2005In a disturbing incident, twoMDC activists, SM and MMwere allegedly illegally detainedafter being assaulted by twoZimbabwe Republic Policeofficers, a Sergeant K and D incahoots with three ruling partyactivists RB, SC and SN atGumira village.In yet another disconcertingincident in Masimbe village,three war veterans DC, SJ andM allegedly assaulted andunlawfully detained MM of theMDC with the assistance ofunidentified police details fromRimbi Police camp.10 May 2005SN, the MDC candidate forward 8 in Chipinge urban wasallegedly forced to ceaseoperating his welding andfabrication business after rulingparty activists PM, JS CN and aCde M instructed the owner ofthe premises to evict SN, whothey accused of supporting theMDC.14 May 2005AD, an MDC supporter wasallegedly evicted from her homeat Sterling farm by unidentifiedpeople who accused her ofbeing a ‘sell out’. The said victimserved as an MDC electionagent in the March poll.EM a ruling party activist wasreportedly chased away fromhome by her husband D (see theabove incident) after he hadspotted her in the company ofC, the war veteran who hadallegedly assaulted him theprevious day.6 May 2005A group of unidentified ensuspected to be war veteransallegedly assaulted a C beforeillegally evicting the said victimfrom his home in theBingaguru-Chinyika east areaafter accusing the victim ofbeing an MDC supporter.1 May 2005D and PS, both MDC activistswere allegedly assaulted onseparate ocassions by C, a warveteran at Nemaire businesscentre after the claimedliberation veteran accused thetwo of supporting the MDC.2 May 200513 May 2005WT, a ruling party activistallegedly assaulted PD and DC,both MDC supporters beforedeclaring that any one villagerfrom Chitsva village seenassociating with the two wouldbe barred from getting foodassistance.11 May 200516 May 2005A group of unidentified MDCyouths from village 25, led byone B allegedly assaulted ZanuPF youths at Dombo growthpoint. The said victims were saidto have later regrouped toretaliate but were thwarted byvillagers in the area.13 May 2005M, a National Railways ofZimbabwe (NRZ) train driverwas allegedly assaulted andlabelled an MDC saboteur atHeadlands by a group ofsuspected Zanu PF supportersled by one P. This was after thevictim was accused ofabandoning a passenger train inHeadlands in a bid to discreditthe government parastatal(NRZ), of which train had infact developed a fault.Makoni West3 May 2005Makoni NorthThree MDC supporters L, Mand LW were allegedly assaultedby two war veterans JM and TNwho subsequently declared thatthe trio would not receive anyfood aid or related socialamenities from the governmentbecause of their continuedsupport o the MDC.Two suspected ruling partysupporters, LS and FS living onKop farm (a few kilometresfrom Rusape town) allegedly‘confiscated’ householdproperty amounting to fifteenmillion dollars belonging to FM,an MDC supporter fromChitsva School as a form of‘punishment’ for supporting theopposition party.4 May 2005JT, a Zanu PF supporter and aUnited Methodist Churchmember allegedly assaultedfellow church member VC(female) and subsequentlybarred her from attendingchurch services arguing that shewas an MDC member and assuch her ‘sinful’ party as notrecognise by God.18 May 2005GM, a ruling party activistmasquerading as a police officerallegedly assaulted RK who heaccused of supporting theMDC. Reports have it that thealleged perpetrator looted somegoods from the said victim’sshop.20 May 2005TM, a ruling party supporterreportedly unlawfully detainedVK, an MDC supporter andheld him for five hours duringwhich time he was said to haverepeatedly interrogated thevictim about MDC strategies inthe constituency.21 May 2005RM (69) and SM (57) whoparticipated in the Marchgeneral poll as MDC pollingagents were reportedly evictedfrom their homes by Zanu PFactivists led by CM (Zanu PFWomen’s League), Councillor4

NORTHERN REGIONWM, RM, SM and a Mrs. M inretribution of their role in theincreased MDC activism in theconstituency.Makoni East1 May 2005SB, an MDC supporter wasreportedly assaulted by tworuling party youths, WT and RCat Sakubva Beit hall after failingto produce a Zanu PFmembership card.9 May 2005A soldier and war veteran BMallegedly assaulted GG atRugoyi business centre afteraccosting the said victim whowas wearing an MDC t-shirt.7 May 2005Chief G was reportedly harassedand labelled an MDCsympathiser by N, who is theruling party’s DistrictCoordinating CommitteeChairman and Grain MarketingBoard area official after thechief summoned DZ, a ZanuPF youth who had allegedlycommitted a number ofpolitically motivated crimes inthe Gandanzara area.SB, a young woman of noknown political affiliationreportedly had to sek refuge atthe municipal police officesafter JM, a Zanu Pf activistthreatened to ‘deal’ with her forfailing to chant ruling partyslogans.25 May 2005CG and MM reportedly hadtheir basic commoditiesconfiscated by unidentifiedpolice details who accused themof having voted for the ‘wrongparty’ during the Marchelections.Mutare North22 May 2005DZ, the notorious Zanu PFyouth allegedly barred GM fromparticipating in the food-forwork programme in ChiefGandanzara’s area after sheconfesses to the allegedperpetrator that she supportedthe MDC.5 May 2005The local Zanu PF leadershipreportedly denied Mrs. G accessto the BEAM education supportprogramme after accusing her ofhaving campaigned for theMDC before the March poll.7 May 200530 May 2005HN was reportedly labelled andMDC agent and subsequentlyforced out of work at theMinistry of Public Works andNational Housing by a Z andMN (female) of Zanu PF afterthe said victim refused to renderhis support of the ongoingclean-up operation in Rusape.4 May 2005Two MDC supporters, SK andNN were reportedly deniedcontractual employment by anunidentified Zimbabwe NationalWater Authority supervisor andNgomasha ward councillor forZanu PF after they failed toproduce a Zanu PF “letter ofallegiance”.5 May 2005Headman DN allegedly barredtwelve teachers and five nursesfrom Chitaka School and clinicfrom receiving maize theybought from the GMB afteraccusing them of having votedfor the MDC in the Marchelections.In an act of intimidation, theconstituency’s ruling party MPFred Kanzama allegedlyinstructed traditional leaders ofTamisai, Madziwana, Mutukwaand Kambarami villages to takenote of villagers’ politicalaffiliation before ‘allowing’ themto access GMB maize.7 May 2005TD was allegedly evicted fromWhitegift farm by AC whoaccused the victim of supportingthe MDC.A group of suspected rulingparty activists led by one‘Comrade’ Tirivevhu allegedlyassaulted headman M and onePM after having spotted the twovictims wearing MDC t-shirts.19 May 20058 May 2005Four people, WM, SM, NM, andDM, all of no known politicalaffiliation were reportedlyevicted from their new home onSpiro farm by two claimed warveterans VN and G whoaccused them of supporting theMDC.It is alleged that JJ, of no clearpolitical affiliation was hauledbefore a ‘village court’ byheadman P of Muradzikwavillage for having ignored theheadman’s directives that hisvillagers vote in the villageduring the March elections. NORTHERN REGIONTwo MDC activists WT and EJwere reportedly severelyassaulted on spying allegationsby Zanu PF supporters whoincluded inter alia, EC, MD, DD,M and M.11 May 2005member of the Johane MarangeApostolic sect reportedlyrefused to release his daughterfor marriage to FG (MDC)asserting his church did notallow ‘unholy associations’ withthe MDC.In an act of brutality in theNyakomba irrigation schemearea, a group of unidentifiedZRP Support Unit detailsallegedly assaulted TM and fiveother MDC supporters claimingthe beating was a punishmentfor their MDC activism.Mutasa NorthPM of Zanu PF allegedly stonedand extensively damaged ahouse belonging to CT who heaccused of associating with theMDC.12 May 2005JM, a war veteran and memberof the Nzvenga SchoolDevelopment Associationreportedly harassed and‘expelled’ WM from theassociation’s chairpersonposition because the said victimalso was the MDC’s districtchairperson in the area.15 May 2005In an act of intolerance, twobrothers, CM and VMreportedly tore off an MDC tshirt from AM claiming suchgarments were an abominationin the constituency.7 May 20051 May 2005At Hauna growth point, PM, a62 year old ruling party fanaticallegedly assaulted TT, an MDCsupporter after accusing her ofsupporting the ‘wrong party’.10 May 2005For responding with anextended hand to PS’s raisedclenched fist KF, who wasvisiting a relative in Mazumbavillage was reportedlyexhaustively assaulted by theformer, who accused him ofbeing an MDC suporter.At Katiyo-ARDA Estate, ZanuPF activists led by ZZ, AG andMM allegedly looted householdgoods and MDC t-shirts fromFN and JC of the MDC afteraccusing the two of failing tomake financial contributions tothe April 18 Independencecelebrations.11 May 2005PM was allegedly assaulted andher MDC t-shirt confiscated byTZ, a ruling party supporter inTafamombe village.In an unbecoming occurrence,KJ, a ruling party activistreportedly assaulted, beforedivorcing his two wives who heaccused of having stronglycampaigned for the MDCduring the run-up to the Marchelections.Nyanga29 May 20052 May 2005War veterans in Nyamaropairrigation scheme allegedlydragged TM and NM to a‘court’ where they went on toassault them for supporting theMDC. NORTHERN REGIONMuzarabani3 May 20059 May 2005At Nyamazizi School, MN ofthe MDC was reportedlyharassed by Zanu PF-alignedheadman AJ who barred himfrom accessing GMB maizewhich he claimed was not forMDC supporters.PB and FK of the ruling partyreportedly harassed CK, anMDC supporter in a politicalretribution campaign. Thevictim sought the interventionof the village headman whomade the two apologise afterthreatening them with legalaction.15 May 2005SK of the ruling partyreportedly harassed twobrothers GK and ZK after theycriticised the skewed fooddistribution process in Mahuwevillage which was allegedly infavour of Zanu PF supporters.18 May 2005KK, a female MDC youth wassaid to have been sexuallyharassed by CK, a ruling partyactivist who forcibly removedan NCA t-shirt she was wearingin the full view of the public,before warning her not todabble in NCA politicalactivism.21 May 2005Scores of Kasembe villagerswho refused to repair a road inpreparation for the area’s tourby a Zanu PF entourage werereportedly threatened withstarvation by the ruling party’sprovincial chairperson after heaccused them of supporting theMDC.Mt Darwin North1 May 2005In Kaseke village (ward 12), LM,an MDC supporter wasreportedly harassed by the rulingparty’s MM, a Zanu PFsupporter who demanded thatthe village head expel the saidvictim if he (the villageheadman) was entertaining anyprospects of retaining hisposition. This was after theperpetrators had accused LM ofsupporting the MDC.7 May 2005It was reported that in Jongwevillage, AJ and BM harassed andthreatened SM who defectedfrom the ruling party to theMDC. The victim, so it is said,after being labelled a turncoatand threatened with unspecifiedaction, fled to Harare.15 May 2005NM, a Zanu PF supporterreportedly harassed SK of theMDC after accusing her ofsupporting the MDC. It is said apolice report that was made isyet to be acted upon.17 May 2005DG and SM of the ruling partyreportedly harassed the MDC’sTN, EM, and RC inMwendamberi village aftercoming upon the triodenouncing the illegal evictionof fellow MDC supporters fromMazowe West2 May 2005In an act of intolerance atChakanyuka night club, a manonly identified as G of the rulingparty allegedly assaulted CMafter seeing the said victimsporting a Zimbabwe Congressof Trade Unions (ZCTU) t-shirthe had obtained incommemoration of the MayDay.11 May 2005Two Zanu PF activists CW andN allegedly assaulted MB afteraccusing him of ‘disrespecting’the ruling party by wearing anMDC t-shirt in what theypreferred to claim a no-go areafor the MDC The incident wassaid to have happened atWhitecliff farm.20 May 2005At Exor Service Station, nearDandamera village, C of theruling party allegedly assaulted Bof the MDC after trying toprevent the said victim fromaccessing fuel he claimed wasreserved only for ruling partysupporters.29 May 2005Again in Dandamera village(ward 15), Z was allegedlyassaulted by RM and AM of theruling party who accused thesaid victim of ‘disrespecting’ theruling party by wearing an MDCt-shirt in the area.Mazowe East4 May 2005At Sekerere farm, RG of theruling party reportedly harassedformer farm workers at the farmbefore threatening them witheviction ostensibly because theyhad voted for the MDC in theMarch elections.7 May 2005Most of the people inTsungubvi village (ward 17) whoobserved the election in Marchare reportedly living in fear afterbeing threatened with evictionsby Zanu PF supporters led byKZ.14 May 2005RC has been repeatedly harassedby K of the ruling party inTsungubvi who claimed that RCis maintaining a vigil, observingZanu PF activities in the areaever since the day the victimwas seen wearing a ZimbabweElection Support Network(ZESN) t-shirt.Guruve South1 May 2005KZ, AM and BO allegedlyassaulted EB, MM and JTbefore kidnapping them after9
