This regulation sets forth laws,restrictions and procedures for hunting, fishing, andother outdoor recreational activities on Fort DrumMilitary Installation.2. GENERAL INFORMATION & RESTRICTIONSa. Recreational use of Fort Drum is secondary torequirements of the military mission and a privilegefor all persons. The actions and behavior ofindividuals will be considered when authorizingaccess.b. Hunting, fishing, and other recreational use ofFort Drum is in accordance with federal laws, NewYork State laws, New York EnvironmentalConservation laws pursuant to provisions of Section11-0321, and Fort Drum regulations andsupplemental orders issued by the InstallationCommander. It is the responsibility of therecreationist to know the regulations. The mostup-to-date Fort Drum regulations are available on theweb site (https://FortDrum.iSportsman.net); recreationmaps are available at all times outside of the NaturalResources Outreach Facility (Bldg. S-2507).c. Failure to comply with lawful orders,posted signs, or written notices is illegal. Violationof this regulation may result in apprehension,prosecution, and/or loss of recreational privileges onFort Drum.d. By entering Fort Drum Military Installation,individuals have consented to the search of theirperson or vehicles by law enforcement personnel,and the confiscation of all evidence of unauthorizedactivities.e. All observed violations of federal, state or FortDrum regulations or laws must be reported to theMilitary Police (315-772-5156 or 315-772-5157).f. All recreationists must understand the lifethreatening hazards associated with touchingunexploded ammunition that may be uncovered in theTraining Area. No person shall touch suspectedunexploded ammunition and will immediately reportits location to Range Branch, Bldg. P-4855 (315-7727152). If Range Branch cannot be reached, contactthe Military Police, Bldg. P-10715 (315-772-5156 or315-772-5157). Recreationists who would like moreinformation or a short briefing on the identificationand hazards of unexploded ammunition shouldcontact the Scheduling Section of Range Branch,Bldg. P-4855 (315-772-5673 or 315-772-5275).g. Persons observing wildland fires must notifyRange Branch, Bldg. P-4855 (315-772-7152). If10th Mountain Division (LI) & Fort Drum Regulation 420-3 2020-20211

Range Branch cannot be reached, contact the MilitaryPolice, Bldg. P-10715 (315-772-5156 or 315-7725157).h. Accidents and lost persons must beimmediately reported to Range Branch (315-7727152). If Range Branch cannot be reached, contactthe Military Police (315-772-5156 or 315-772-5157).i. Blaze (Fluorescent) Orange Clothing. Allrecreationists in Fort Drum training areas from1 September – 30 March and 1 May – 31 May arerequired to visibly display a minimum of 144square inches of blaze orange on the front andback of their upper bodies, and also wear blazeorange headgear when in the field or engaged in arecreational activity outside their vehicle. Exceptionsto this blaze orange requirement are:(1) Any activity between 1 June and 31 August.(2) Archery/crossbow hunters in Archery HuntingOnly Areas (including the Cantonment Area except inCantonment Hunting Areas 74, 75, 79, and 80 duringthe regular deer season).(3) Archery/crossbow hunters while in a stand atleast 10 feet above the ground outside an ArcheryHunting Only Area. Archery hunters in the TrainingArea outside the Archery Hunting Only Areas walkingto a stand must wear blaze orange headgear.(4) Waterfowl hunters must wear blaze orangeheadgear while walking to and from their huntingareas, but do not have to wear blaze orange whilesitting in a blind, retrieving a bird, or in a boat.(5) Turkey and predator hunters must wearblaze orange headgear while walking to and fromtheir hunting areas or moving their hunting locations,but do not have to wear blaze orange while sitting if144 square inches of blaze orange is placed in a treewithin sight of their hunting location. Predatorhunters at night (after one-half hour after sunset andbefore one-half hour before sunrise) do not have towear blaze orange.(6) Anglers actively engaged in fishing from aboat, road, at a designated angler site, or on ice donot have to wear blaze orange. Anglers walking toand from their fishing areas or fishing along streamsmust wear blaze orange headgear.(7) New York State law requires big game firearmhunters age 14 and 15, and their mentors, to wearfluorescent orange or pink visible from all directions.The exposed shirt, jacket, or vest must have at least250 square inches of solid or patterned fluorescentorange or pink (the pattern must be at least 50%orange or pink) OR a hat with at least 50%fluorescent orange or pink. On Fort Drum, theexposed shirt, jacket, or vest AND hat must be wornand can be either blaze orange or pink.j. No person shall discard, bury or dispose ofany trash, waste or litter on Fort Drum. Thisincludes the use of flagging, cat’s eyes, or otheritems used to mark trails or hunting locations.Trail markers must be biodegradable or removedafter use. Recreationists must carry out everythingthat is carried in. Entrails are biodegradable and donot constitute litter but must be discarded further than50 feet from a road, trail, or permanent water bodywith no plastic bag, gloves, or other nonbiodegradable materials included. See paragraph9(p) for more information about gutting/field dressingdeer in the Cantonment Area. Animal carcassestaken on Fort Drum can be dumped on Fort Drum,but must be out of sight of a range complex orbuilding and further than 50 feet from a road, trail, orpermanent water body with no plastic bag, groundcloth, gloves, or other non-biodegradable materialsincluded. In the course of trapping, trappers may skintheir catch along their trapline and leave carcasses inthe field.k. Open fires are prohibited in the CantonmentArea with the exception of designated sites inRemington Park or RV areas in accordance with parkrules or with written permission by the Fort Drum FireChief. Caution shall be exercised in the use ofwarming or cooking fires in the Training Area and thefollowing provisions must be followed:(1) The fire must be contained in a campsite firering.(2) All combustible materials surrounding the firemust be cleared for a distance of at least 10 feet.(3) No cutting or limbing of trees is allowed.Only dead and down material or firewood broughtwith the recreationist can be used. All New YorkState regulations regarding the transportation offirewood apply on Fort Drum.(4) The fire must be attended at all times.(5) The fire must be completely extinguished(i.e., cool to the touch) when not attended.l. No person shall injure, deface, or disturb anypart of a building, range structure, sign, equipment, orproperty found on Fort Drum.m. The collection of any artifact (such as oldbottles, coins, etc.), disturbance of any feature relatedto past human activity, and the collection ofpaleontological specimens on Fort Drum isprohibited. The use of metal detectors on Fort Drumis prohibited. Violators will be prosecuted under boththe civil and criminal provisions of the ArcheologicalResources Protection Act, 16 USC Sections 470ee470ff.n. Unauthorized excavation or digging isprohibited, including removal of natural material (e.g.,rocks, sand, etc.). Minor digging and temporary useof soil for the purpose of trapping or removingmushrooms and/or ramps/leeks is permitted.o. Cutting, digging up, removing, or defacingtrees is prohibited. Removing live vegetation (otherthan fruit, mushrooms, ramps/leeks, asparagus,fiddleheads, dandelions, or rhubarb) for any purposewhatsoever is prohibited.p. Feeding, harassing or molesting of anywildlife is prohibited.10th Mountain Division (LI) & Fort Drum Regulation 420-3 2020-20212

q. Picking up, disturbing or taking governmentequipment, ordnance, munitions, or parts of the sameis prohibited.r. Disturbing, molesting, or removing trapsand/or trapped animals of trappers is prohibited.s. Persons recreating on Fort Drum are requiredto complete and return all surveys they receive fromFort Drum’s Natural Resources Branch.3. ACCESS PASSESa. Recreational Activities. A recreational activityon Fort Drum in regards to this regulation is definedas the following: hunting (including scouting); fishing;boating (including canoeing and kayaking); trapping;camping; target shooting (see paragraph 15(c));wildlife viewing and/or photography; harvesting fruit,mushrooms, ramps/leeks, asparagus, fiddleheads,dandelions, and/or rhubarb (for private use only andnot for commercial purposes); picnicking; hiking;geocaching; dog walking or training; cross countryskiing; snowshoeing; bicycling; horseback riding;snowmobiling (only in Training Areas 7E, 7F, and7G); and ATV riding (on recreational roads aroundTraining Areas 7E, 7F, and 7G).b. Firewood cutting is not defined as arecreational activity, but a pass must be obtainedthrough https://FortDrum.iSportsman.net and checkin/check-out procedures in paragraph 4 apply. SeeFort Drum Regulation 420-6 for more informationabout firewood cutting.c. Recreational Access Pass. In order toprovide safe and compatible use of the Fort DrumMilitary Installation, ALL persons utilizing the FortDrum Training Area for recreational use (includingdriving through the Training Area on a non-public ordesignated recreational road) must possess anddisplay a valid Fort Drum Recreational Access Pass.In the Cantonment Area, only persons engaged inhunting or game recovery must have an access passin their possession—see Section 9 for informationabout hunting in the Cantonment Area. RecreationalAccess Passes are valid beginning January 1 andexpire the following December 31. Fort DrumRecreational Access Passes are nontransferrable.d. Recreational Access Pass Exceptions. ARecreational Access Pass is not required:(1) To recreate in Mud Lake if access is gainedvia Lake Bonaparte, on the Black River or IndianPond if access is gained off the installation. If therecreationist sets foot on the shores of Fort Drum, aFort Drum Recreational Access Pass is required.(2) To recreate in the Cantonment Area for otherpurposes besides hunting.e. Recreational Access Passes are available online through the https://FortDrum.iSportsman.net website. There are ten types of recreational accesspasses: hunting-big game, hunting-small game,hunting-nighttime predator, hunting-cantonment area,hunting-disabled access, fishing-general, fishingnighttime, trapping, camping, and other recreationalactivities. Eligible recreationists may apply to anynumber of passes. Fort Drum Recreational AccessPasses are free of charge to all persons.f. By applying for an Access Pass on-line,registrants are acknowledging: the hold harmlessagreement; requirement to register weapons (ifapplicable); the requirement to obtain and possessapplicable New York State licenses; the applicant iseligible to obtain a permit and their access privilegesare not currently revoked; and all information istruthful and accurate.g. All recreationists on Fort Drum must havetheir valid Fort Drum Recreational Access Pass intheir vehicle even if parked on a public highway.Upon entry into the Training Area, the Fort DrumRecreational Access Pass must at all times be clearlydisplayed with the pass numbers facing up, on thedriver side dashboard, windshield, or window forevery person in the vehicle. If entering Fort Drumwithout a vehicle, the pass must be on their person.h. All recreationists 18 years of age or oldermust have a government-issued photo I.D. (e.g.,military I.D., driver’s license) on their person whileengaged in any recreational activity on Fort Drum.New York State hunting, fishing and/or trappinglicenses are required on Fort Drum. Governmentissued documents must be produced upon demandto any Law Enforcement Officer or individual whoprovides identification as an official of Fort Drum.i. Possession of a Fort Drum RecreationalAccess Pass does not give approval to enter theTraining Area without following appropriate check-inprocedures, in accordance with paragraph 4.4. CHECK-IN/CHECK-OUT PROCEDURESa. Recreational Access Passes or ForestProduct/Firewood Permits must be obtained prior tocheck-in. See Paragraph 3 for access passinformation.b. Sportsman’s Hotline. Recreationalusers/firewood cutters must check-in dailytelephonically with Range Branch through theSportsman’s Hotline(https://FortDrum.iSportsman.net or1-855-267-9770). Check-in must be done prior toentering the Fort Drum Training Area or CantonmentArea Hunting Areas. The Sportsman's Hotline isupdated at approximately 3:00pm and lists thetraining areas that are open for recreation/firewoodcutting the following day. Recreationists may checkinto up to three areas at a time. If changing areas,recreationists must check-out and then check-inagain listing the new areas. hours after sunset. Failure to comply with checkin/check-out procedures is grounds for terminatingthe individual's access to Fort Drum forrecreation/firewood cutting.c. Night or Overnight Activities. Recreationistsengaged in nighttime fishing, predator hunting, and/orcamping activities in the Fort Drum Training Areamust obtain the appropriate pass (hunting-nighttimepredator, fishing-nighttime, and/or camping) andcheck-in through the Sportsman’s Hotline(https://FortDrum.iSportsman.net or1-855-267-9770). Upon reaching their destination inthe Training Area, only recreationists engaged incamping must contact Range Branch (315-772-7152)and confirm their location and the number of campersin their party. These are the only recreational usersauthorized to be in the Fort Drum Training Areaoutside the hours in paragraph 5(p). No recreationistfrom 1 September – 30 March and 1 May – 31 Maymay drive in the Training Area two hours beforesunrise without contacting Range Branch(315-772-7152).d. A Joint Access Policy allows recreationists tofish and trap in training areas that are otherwiseclosed if recreational activities do not interfere withmilitary training. To determine if access is possible,anglers/trappers must check-in with Range Branchtelephonically (315-772-7152) or physically (Bldg.P-4855) to speak to Range Branch personnel. TheJoint Access Policy for hunting only exists forwaterfowl hunting in Training Areas 13A and 17B aspart of a lottery hunt (see paragraph 10 for moreinformation). If authorized by Range Branchpersonnel to access an area for fishing or trapping,check-in is still required via the Sportsman’sHotline—press “Joint Use” as an area option.e. If recreating only along a road and notentering a specific subtraining area (e.g., scouting,birdwatching, driving, etc.), then check-in via theSportsman’s Hotline and select “Road Recreation” asthe area option. The recreationist shall not leave themaintained portion of the road for “Road Recreation.”Driving to and from a subtraining area for recreation,is not considered “Road Recreation.”f. For check-in/check-out requirements forCantonment Area hunting, see paragraph 9(e).5. RESTRICTED AREAS & TIMESa. Fort Drum Military Installation, and any partthereof, may be closed without notice at thediscretion of the Installation Commander.b. Areas permanently closed to recreational useare posted with New York State yellow and green(Restricted Area) signs.c. Recreationists are prohibited from enteringenvironmental or archeological sensitive areasmarked with Off-Limits By Order of the Commandersigns or Seibert Stakes, either on foot or with motorvehicles. Seibert Stakes (a.k.a. Siber Stakes) consistof a 16 inch piece of PVC pipe with alternating ringsof white, red, and yellow reflective tape mounted on ametal post approximately 4 feet above the ground.A black strip runs down the backside of each SeibertStake. If this is visible, the recreationist is within asensitive area and must leave immediately.d. The Main Impact Area is off limits to allrecreationists.e. All permanently maintained structures inthe Training Area including ranges (e.g., towers,buildings, concrete bunkers, trenches, etc.)except latrines are off limits to all recreationists.f. No hunting is allowed in cemeteries. On FortDrum, cemeteries are denoted on the Fort DrumRecreational Use Map (reference appendix B).Cemetery boundaries are defined as the mowedgrassy areas around the gravesites.g. No shooting is allowed on or across anyrailroad track crossing Fort Drum.h. The Black River that borders Fort Drum isoff limits for all recreational activity by militarypersonnel except fishing from the banks inaccordance with Fort Drum Pamphlet 600-5.i. The islands on the Black River betweenTraining Areas 6A and 6C are not part ofFort Drum Military Installation.j. The reach of the Indian River adjacent to theMain Impact Area is off limits to all recreationalactivities. Fishing and boating is only permitted in theparts of the Indian River that are not adjacent to theMain Impact Area.k. Training Area 20 and Range 48 are off limitsat all times to recreationists.l. Training Areas 4A, 4B, 4D, 5A, and 5D areopen to all recreationists, but hunting is restricted toarchery and crossbow hunting only during the biggame season. These areas are not open during“muzzleloading only” seasons in WildlifeManagement Unit 6H. These areas are NOT part ofFort Drum’s Cantonment Area Hunting Area.Possession of firearms for any purpose in thesetraining areas during the big game season isprohibited. See NYSDEC Hunting Regulations for biggame season dates. Outside the big game season,small game hunters may use shotguns orarchery/crossbow, and trappers are allowed to use.22 rimfire weapons to dispatch trapped animals.m. Training Areas 6B and 6C are consideredpart of the Cantonment Area. See paragraph 9 forinformation regarding hunting in these areas.n. Training Area 5E is open to all hunters eligiblefor accessible accommodations in paragraph 11(a).No other recreational activities are allowed in thisarea. Refer to Paragraph 11(b) for more informationto hunt in this area.o. Training Area 6A is open to all recreationists,but no rifles (including .22 caliber) may be used. Allother weapons including crossbows, muzzleloaders10th Mountain Division (LI) & Fort Drum Regulation 420-3 2020-20214

and shotguns are allowed for hunting.p. Entry onto Fort Drum property by any meansmay begin two hours before sunrise. Recreationistsmust actively begin leaving Fort Drum at sunset andmust be off the installation no later than two hoursafter sunset. Persons requesting to remain on or toenter the Fort Drum Training Area outside normalrecreational hours listed above must be accompaniedby personnel from Range Branch (315-772-7152)and/or the Military Police, (315-772-5156 or 315-7725157), or possess a valid recreation pass for night orovernight activities (see paragraph 4(c)).q. Persons requesting to enter permanent ortemporarily off limits areas for wounded game,lawfully taken big game, lost hunters, etc., must beaccompanied by personnel from Range Branch (315772-7152) and/or the Military Police (315-772-5156 or315-772-5157). The use of ATVs and POVs arepermitted to access trails and roads not designatedas recreational roads for the purpose of recoveringlawfully taken big game in accordance with paragraph6(i) through 6(k).6. ROADS & MOTOR VEHICLESa. It is unlawful to consume alcohol or otherdrugs, or be under the influence of the same, whileoperating a motor vehicle or boat.b. Vehicles shall only be operated on roadwaysidentified as recreational roads (Appendix B), orotherwise permitted in accordance with paragraphs6(i) and 6(j). Signs stating “no civilian vehiclesbeyond this point” or “road closed” will be posted if adesignated recreational road is closed. Roads closedfor military training will be gated/barricaded.c. No off-road use of vehicles for 4-wheeling,mudding, etc. is allowed anywhere on Fort Drum.d. Use of recreational roads is permitted for thefollowing:(1) Traveling to any location in the Training Areaopen for recreation unless otherwise posted orbarricaded.(2) Certain recreational activities (e.g., wildlifeviewing, biking, horseback riding, and scouting) aslong as the recreationist does not leave the road andstops in a manner not obstructing traffic.(3) Traveling to or from your residence in themost direct route possible.e. Vehicle parking is restricted to designatedrecreational roads, in parking areas at Rangefacilities designated with a “P” on the Fort DrumRecreational Use Map (Appendix B), at angling sitesor other recreational use parking areas, or withintraining areas not more than 50 feet and clearly seenfrom a designated recreational road. All vehiclesmust be parked immediately next to training areasopen for recreational use on that given day. Allvehicles must be parked in such a manner to allowother vehicles safe passage, including not blockingaccess to other roads or trails not designated asrecreational roads.f. The speed limit for all motor vehicles on FortDrum roads/tank trails is 30 mph during daylighthours and 15 mph during hours of darkness. ATVsand snowmobiles will be operated during daylighthours only and the 30 mph speed limit applieseverywhere including off-road areas whereapplicable. The speed limit for all motor vehicles is 10mph when passing any pedestrian on the road.g. Recreationists may use headlights whiletraveling on roads and trails although travel should beminimized during hours of darkness to reduce conflictwith military operations.h. Motorized vehicles (including snowmobilesand ATVs) are prohibited in environmentally orarcheologically sensitive areas. See paragraph 5(c)for more information.i. POVs (e.g., cars and trucks) may be used ontrails and roads not designated as recreational roadsfor the following purposes:(1) Recovering lawfully taken big game. RangeBranch must be contacted (315-772-7152) forapproval BEFORE access on a non-recreationaltrail or road can occur. The transport of weaponsmust be in accordance with paragraph 7(d).(2) Hunters eligible for accessibleaccommodations in paragraph 11(a). See paragraphs11(d-f) for more information.j. Restricted use of snowmobiles and ATVs isallowed. The use of ATVs must be in accordancewith all applicable laws of New York State and ArmyRegulation 385–10, including paragraph 6(k) of thisregulation. Ranger and other side-by-side vehiclesthat weigh more than 1000 lbs. are not consideredATVs under NYS Law and are prohibited fromrecreational use on Fort Drum. Motorbikes notallowed for use on NYS public roads are notconsidered motorcycles or ATVs and are prohibitedfrom recreational use on Fort Drum. Snowmobilesand ATVs may be used for the following:(1) Snowmobiles for recreational riding intraining areas 7E, 7F, and 7G beginning December15 after the big game hunting season. Snowmobilesmust be transported into the Training Area by vehicleor trailer.(2) ATVs for recreational riding on designatedrecreational roads around Training Areas 7E, 7F, and7G only. ATVs must be transported into the TrainingArea by vehicle or trailer. No riding, parking or offloading is permitted on State Highway 3A.(3) ATVs and snowmobiles for Fort Drumapproved trapping activities. ATVs and snowmobilesmust be transported into the Training Area by vehicleor trailer, but they can be operated on roads and trailswhile following a trap line.(4) ATVs and snowmobiles for ice fishingactivities on Mud Lake, Indian Pond, and Indian andNarrow Lakes only. transported into the Training Area by vehicle or trailer.The most direct route possible from the parkedvehicle to the waterbody must be taken.(5) ATVs on trails and roads not designated asrecreational roads for the purpose of recoveringlawfully taken big game. ATVs must be transportedinto the Training Area by vehicle or trailer. RangeBranch must be contacted (315-772-7152) forapproval BEFORE access on a non-recreationaltrail or road can occur in the Training Area. Noweapon can be carried on an ATV when recoveringbig game; otherwise, the transport of weapons mustbe in accordance with paragraph 7(d).(6) ATVs on Cool, Pannels, and North StarSpring Roads (Appendix D) for the purpose ofincreasing access and recovering lawfully taken biggame. ATVs must be transported to the designatedparking areas by vehicle or trailer. ATVs may only beused on and parked next to Cool, Pannels, and NorthStar Spring Roads (Appendix D)—no off-road use isallowed. The transport of weapons must be inaccordance with paragraph 7(d) and 11(d). Thespeed limit may not exceed 10 mph.(7) ATVs on trails and roads in Training Areas6A, 7E, 7F, 7G, and 17D not designated asrecreational roads for the purpose of hunting forthose eligible for accessible accommodations inparagraph 11(a). See paragraph 11(f) for moreinformation.k. To use ATVs on Fort Drum, the followingprovisions must be followed:(1) No persons younger than 18 years of agemay operate an ATV without adult supervision—thesupervising adult must remain within 500 feet of theyouth. Youth six years of age and older can onlyoperate an ATV with an engine size under 70CC;youth 12 years of age and older can operate an ATVwith an engine size 70-90CC; and youth 16 years ofage and older can operate an ATV with an enginesize over 90CC.(2) Passengers may not ride on ATVs unless thevehicle is designed to carry passengers.(3) Riders must remain seated while riding.(4) No “extreme” sport/riding.
