Compendium 2008TA RulesNOTIFICATIONThe 10th July 1976No. FD/Accounts/OSD/498 -- In exercise of the powersconferred by Section 23 of the Punjab Civil Servants Act, 1974,the Governor of the Punjab is pleased to make the followingRules, namely:PUNJAB TRAVELING ALLOWANCE RULESCHAPTER 1GENERAL1.1 Short title -- These rules may be called the PunjabTraveling Allowance Rules.1.2Commencement -- They shall come into force at once.1.3 The Traveling Allowance Rules in force in the Punjabimmediately before the coming into force of these rules shallstand rescinded.1.4Extent of application -- These rules shall apply to -i)all *(civil servants) serving in connection withthe affairs of the Punjab Government whoseconditions of service the Governor of thePunjab is competent to determine;ii)all officers belonging to the All Pakistan UnifiedGrades in respect of whom the Governor ofPunjab has been delegated the powers to*The words "Government servant" & "Government servants" whereever appearing were substituted by the words "Civil servant" & "Civilservants" respectively vide Notification No.FD/SRI-8-3/88(P) dated25.03.1989.5

Compendium 2008TA Rulesframe the rules regulating their travelingallowance; andiii)*(civil servants) on deputation with theGovernment of Punjab from the FederalGovernment or other Provinces ofPakistan, unless otherwise determinedin any particular case.1.5 Definitions -- In these rules, unless the contextotherwise requires, the following expressions shall havethe meanings hereby respectively assigned to them, thatis to say -a)"Audit Officer" means the Head of Officeof Audit and Accounts subordinate tothe Auditor-General of Pakistan whokeeps the accounts of the Province ofthe Punjab or a part thereof andexercises audit functions in relation tothose accounts on behalf of theAuditor-General of Pakistan;b)"Authorized Medical Attendant" means aMedical Officer of Government requiredto attend on a civil servant or his familyunder the rules relating to medicalattendance on civil servants;c)** Deleted.d)"Competent Authority" in relation to theexercise of any powers means theAdministrative Department concerned,acting in consultation with the FinanceDepartment, or any other authority towhich such powers may have beendelegated;* The word ‘officers’ was substituted by the words ‘civil servants’ vide FD’s notificationNo.FD/SR-I-8-3/88(P), dated 25.3.1989.6

Compendium 2008TA Ruleslegitimate or step-child of his own;and(e) adopted child is residing with and iswholly dependent upon him.Explanation -- A child not actually residing with acivil servant but residing in the same station where theheadquarters of the civil servant is situated shall bedeemed to be residing with the civil servant.h)"FinanceDepartment"meanstheFinance Department of the Governmentof Punjab;i)"Government" means the Government of Punjab;j)"Head of Department" means anyauthority whom Government maydeclare to be Head of Department forthe purposes of these rules and includesall secretaries to Government andheads of attached departments;k)"Head of Office" means any officerdesignated as disbursing officer or anyother civil servant declared to be thehead of office by the competentauthority;l)"Headquarters" of a civil servant is thestation which has been declared assuch by a competent authority or in theabsence of such a declaration, thestation where the records of his officeare kept;m)"Local Authority" means a local council,MunicipalCorporation,municipalcommittee, municipality, zila council,tehsil council, union council, union8

Compendium 2008TA Rulescommittee, town committee, body ofport trustees or commissioners, or otherauthority legally entitled to, or entrustedby the Government with the control ofmanagement of a municipal or localfund;n)"Month" means a month reckoned according tothe British Calendar;o)"Pay" includes special pay, qualifications pay,personal pay, and any other emoluments whichmay be specially classed as pay by acompetent authority, and in case a re-employed civil servant whose pension is notwholly held in abeyance, pay includes thepension drawn by him provided that if the totalof pay and pension exceeds the maximum ofthe pay scale of the post held duringre-employment, the maximum pay of suchscale shall be deemed to be the pay;p)"Public Conveyance" means a Railway train,steamer, bus or other conveyance which pliesregularly on a given course for the conveyanceof passengers;q)"Personal car" is a car registered in the nameof the civil servant or in the name of anymember of his family;r)"Prescribed" means prescribed under theserules; ands)"Transfer" means the movement of a civilservant from one headquarters station toanother such station either to take duties of anew post or in consequence of a change in hisheadquarters.9

Compendium 2008TA Rules1.6 Nature of traveling allowance -- (1) Traveling allowance isgranted to a civil servant to cover the expenses which he incursin traveling in the interest of public service.(2) A civil servant's claim to traveling allowance shall beregulated by the rules in force at the time the journey in respectof which the claim is made, is undertaken.1.7 Functions of controlling officers -- A controlling officer inorder to ensure that traveling allowance is not turned into asource of profit and that traveling is resorted to only when it isnecessary in the interest of public service may -a)issue instructions limiting the extent of touringto be done by a subordinate officer;b)if the subordinate officer is in receipt of aconveyance allowance or a permanenttraveling allowance and has done inadequatetouring may reduce the amount of suchpermanent traveling allowance or conveyanceallowance; andc)issue instructions to a subordinate civil servantto regulate his touring in such a way as tominimize unnecessarily large claims fortraveling allowance.1.8 Signature of controlling officer on traveling allowance bill -No bill for traveling allowance other than permanent travelingallowance or conveyance allowance shall be paid, unless it issigned or countersigned by the controlling officer.1.9 Bar on delegation of duty of countersignature -- Unlessexpressly permitted by a competent authority, a controllingofficer may not delegate to a subordinate his duty ofcountersignature.1.10 Duties of controlling officer -- Before signing orcountersigning a traveling allowance bill, the controlling officershall -10

Compendium 2008TA Rulesa)scrutinize the necessity, frequency andduration of journey and halts for which travelingallowance is claimed, and disallow the whole orany part of the traveling allowance claimed forany journey or halt if he considers that ajourney or halt was unnecessary or undulyprotracted, or that a halt was of excessiveduration;b)scrutinize carefully the distances entered intraveling allowance bills and satisfy himself, bymaintaining proper check registers of billssigned or countersigned by him, that a doublepayment for one and the same journey is notpassed;c)satisfy himself that, where the actual cost oftransporting personal effects, etc., is claimedunder these rules the scale on which suchpersonal effects were transported wasreasonable and disallow any claim which, in hisopinion, does not fulfill that condition;d)exercise care that there is no evasion orbreach of the fundamental principle of travelingallowance, viz., that the allowance is not to bea source of profit;e)observe any subsidiary rules or orders which acompetent authority may make for hisguidance;f)judge on the circumstances of each casewhether the officer making the journey could orcould not have purchased a return ticket and toallow traveling allowance accordingly when heconsiders that the officer making the journeycould have purchased a return ticket; and11

Compendium 2008TA Rules(g)satisfy himself that the mileage allowance forjourneys by railways or steamer or other publicconveyance has been claimed at the rateapplicable to the class of accommodationactually used.1.11 Journey on duty connected with a local authority -- Whena civil servant paid from the *(Provincial Consolidated Fund)travels on duty connected with the affairs of a Local Authority(for which the traveling allowance is payable from the LocalFund), he should prepare a separate bill for such journeys butshould forward such bill with the bill for the same month, if any,payable from Provincial Consolidated Fund, to the controllingofficer for the latter bill, who will scrutinize the bills, and forwardthe bill payable by a local body to the local body concerned fornecessary action under the rules of the Local Fund.1.12 Journeys for which traveling allowance may be drawn -Traveling allowance may be drawn in respect of a journeyperformed:a)for the purpose of tour;b)on transfer;c)on joining a first appointment;d)on retirement, suspension, dismissal ortermination of employment;e)to attend a course of training or to appear at anexamination;f)to give evidence in a court or to attend aninquiry or conference;g)h)i)j)to obtain or furnish medical advice ortreatment;to attend a darbar or an official function;in attendance on an incapacitated civil servantor member of his family; and**(for) any other purpose authorized by acompetent authority.*The words "Provincial Revenues" were substituted with the words"Provincial Consolidated Fund" vide F.D's. Compendium 2008TA Rules1.13 Journey within (*ten miles) 16-Kilometers -- The pay of acivil servant is supposed to include the cost of maintaining aconveyance proper to his status, and, therefore, ordinarily he isnot to be paid any traveling allowance for journeys within (*tenmiles)16-Kilometers of his headquarters, nor is he to be paid forjourneys from his residence to his office. A competent authoritymay, however, sanction a monthly conveyance allowance to acivil servant under the following circumstances:i)when he does intensive touring within (*tenmiles)16-Kilometers of his headquarters; orii)when on account of shortage of residentialaccommodation in a particular locality, **(he)has to reside at a considerable distance fromhis office.1.14 Conveyance allowance -- Conveyance allowance is of twokinds:i)that sanctioned on the condition that aparticular type of conveyance will be maintained by the civil servants;ii)that sanctioned without any such conditionbeing imposed.1.15 Conveyance allowance during leave or joining time -- (1)Conveyance allowance falling under rule 1.14(i) may be drawnonly for the period the required conveyance is actuallymaintained on a certificate being furnished by the officerconcerned that this requirement has, in fact, been met.Such a conveyance allowance may be drawn during leaveor joining time at full rates, if the conveyance in question is ananimal or an animal driven vehicle and at half rates, in case ofany other conveyance:* The words ‘ten miles’ were deleted vide FD’s notification No.FD/SRI-8-3/88(P), dated25.3.1989** The words ‘a Government servant’ were substituted with the word ‘he’ vide FD’s NotificationNo.FD/SRI-8-3/88(P), dated 25.3.198913

Compendium 2008TA RulesProvided that the post held by the civil servant immediately priorto the leave or joining time carried the allowance:Provided further that the conveyance is actuallymaintained by the civil servant during the leave or joining time,as the case may be.(2) Conveyance allowance falling under Rule 1.14(ii) willbe admissible only for the period during which the civil servantheld the post to which the conveyance allowance is attachedand will not be admissible during leave or joining time.14

Compendium 2008TA RulesCHAPTER IITRAVELING ALLOWANCE FOR JOURNEYS ON TOURSECTION IGENERAL2.1 Definition of tour -- A civil servant is on tour when he isabsent on duty from his headquarters, either within or, withproper sanction, beyond his sphere of duty.2.2 In doubtful cases, a competent authority may decidewhether an absence from headquarters, whether in a particularcase or in any specified class of cases, is absence on duty forthe purposes of rule 2.1Note -- When power is exercised under this rule a copy ofthe sanction briefly giving the grounds of sanction should besent to the audit officer concerned.2.3 Civil servants who are not entitled to traveling allowancefor journeys on tour -- Where a competent authority hasdeclared that the pay of a particular civil servant or class of civilservants has been so fixed as to compensate him or them forthe cost of all journeys, other than journeys by rail or steamerwithin the civil servant's sphere of duty, such a civil servant maynot draw traveling allowance for such journeys though he maydraw mileage allowance for journey by rail or steamer.Such civil servant or servants may, however, drawtraveling allowance calculated under the ordinary rules for theentire journey, including such part of it as is within his sphere ofduty, when traveling with proper sanction beyond his or theirsphere of duty.2.4 Distance to be traveled before traveling allowance isadmissible -- Traveling allowance may not be drawn for anyjourney during which a civil servant does not reach a point15

The radius of (*ten miles)16-Kilometers will be calculated with reference to the nearest practical route.2.5 Kinds of traveling allowance -- The following are thedifferent kinds of traveling allowance, which may be drawn bycivil servants for journeys on tour:(a)(b)Permanent traveling allowance;Mileage and daily allowances.2.6 Permanent traveling allowance -- A permanent monthlytraveling allowance may be granted by a competent authority toany civil servant whose duties require him to travel extensively.Such an allowance is granted in lieu of all other forms oftraveling allowance for journeys within the civil Servant's sphereof duty and is drawn all the year round, whether the civil servantis absent from his headquarters or not.2.7 A permanent traveling allowance may be sanctioned oncondition that a particular conveyance is maintained or withoutthe imposition of any such condition.2.8 Admissibility of permanent traveling allowance -- Incase a permanent traveling allowance is sanctioned subject tothe condition that a conveyance is maintained, it may be drawnonly for the period for which it is certified by the civil servantconcerned that a conveyance was in fact maintained by him.Such allowance may be drawn during leave or joining timeat full rates, if the conveyance in question is an animal or ananimal driven vehicle, and at half rates, in case of any otherconveyance:Provided that the post held by the civil servantimmediately prior to the leave or joining time carried theallowance:* The words ‘ten miles’ were deleted vide FD’s notification No.FD/SRI-8-3/88(P), dated25.3.198916

Compendium 2008TA RulesProvided further that the conveyance is actuallymaintained by the civil servant during the leave or joining time,as the case may be.2.9 Permanent traveling allowance which is sanctionedwithout imposition of any condition as to the maintenance of aconveyance is admissible only for the period during which thecharge of a post to which it is attached is held, and is notadmissible during leave or joining time.2.10 A civil servant deputed to undergo a course of trainingmay draw a conveyance allowance or permanent travelingallowance for maintaining a conveyance during the course oftraining, provided he actually maintains the conveyance and theauthority sanctioning the deputation is satisfied that on expiry ofthe training he is likely to return to the post to which theallowance is attached.2.11 Permanent traveling allowance for two or more posts-- When a civil servant holds, either substantively or in anofficiating capacity, two or more posts, to each of which apermanent traveling allowance is attached, he may be grantedsuch permanent traveling allowance, not exceeding the total ofthe permanent allowances attached to such posts, as thecompetent authority may consider to be necessary in order toreimburse him for the traveling expenses which he has to incur.2.12 Permanent traveling allowance to cov
