STATE OF MISSISSIPPIDOCKET NO. 1973-UA-268 \COOPERATIVE ENERGYEAl23075000PETITION TO AMEND CERTIFICATE OF PUBLIC CONVENIENCE ANDNECESSITY FOR ELECTRIC POWER GENERATION FACILITY IN LAMARCOUNTY,MISSISSIPPI (MORROW REPOWER PROJECT)IN RE:ORDERTHIS CAUSE came on to be heard before the Mississippi Public Service Commission("Commission") upon the Petition ("Petition") of Cooperative Energy,aMississippi electriccooperative (hereinafter "Cooperative Energy" or "Petitioner") formerly knownMississippi Electric Power Association, requesting to amendaasSouthCertificate of Public Convenienceand Necessity heretofore granted to Petitioner by order entered herein on November 15, 1973. TheCommission having heard and considered the Petition and theproof offered thereon, being fullyadvised in the premises and upon recommendation of the Publicand order1.asUtilities.Staff, does hereby findfollows:Cooperative Energyelectric power association, duly chartered, organized,is anexisting and operating under and pursuant to the Electric Power Association Law,seq.,of the Mississippi Code of 1972, Annotated, andis a§77-5-201, et.public utility under the terms andprovisions of Chapter 372, Mississippi Code of 1956 (§ 77-3-1),et.seq., Volume 17, MississippiCode of 1972, Annotated, hereinafter sometimes called the "Act".2.Cooperative EnergyMississippi Code Ann.§is a77-5-256 andgeneration and transmission cooperativeisasdefined inengaged in the generation and transmission of electricenergy to serve its eleven member electric power associations operating in 55 counties in**MSPSC Electronic Copy ** 1973-UA-2681 Filed on 07/02/2019 **

Docket No. 1973-UA-2681Mississippi, i.e., Southern Pine Electric Cooperative, Coast Electric Power Association, SouthwestMississippi Electric Power Association, Dixie Electric Power Association, Magnolia ElectricPower, Pearl RiverValley Electric Power Association, Singing River Electric Cooperative, TwinCounty Electric Power Association, Yazoo Valley Electric Power Association, Delta ElectricPower Association, and Coahoma Electric Power Association.3.On November 15, 1973, the Commission entered an Order that issued to Petitionerin this Docket NumberaCertificate of Public Convenience and Necessity authorizing it toconstruct, own, operate and maintain a coal-fired steam-electric generating plant near Purvis, inLamar County, with two turbine generating units each havingamaximum expected net capabilityof approximately 180 megawatts. This generating station later became knownSr.asthe R.D.Morrow,Generating Station (hereinafter "Plant Morrow"). Cooperative Energy constructed PlantMorrow and began operating the facility in 1978, where it continued operation until very recently,wherein the decision was made to retire the facility.4.Cooperative Energy dispatches all owned generating units into the Mid-continentIndependent System Operator ("MISO") market. In said market place, units are dispatchedday-ahead basis and in real time as needed. Units are bid into the market and dispatchedon aprimarilybased upon economics. The original coal-fired steam units at Plant Morrow were not competitivein the MISO market environment. The units required thirty-six hours to reach full load fromacold start, making day-ahead and real-time market decisions impossible. The rising cost ofdelivered coal and the low cost of competing natural gas-fired market resources, coupled with theinefficiency of the dated Plant Morrow technology made the units uneconomical to operate.Considering the dispatch cost and the need for large investments in component repairs andreplacements on the coal related assets, the decision was made to retire the two coal-fired steam2**MSPSC Electronic Copy ** 1973-UA-2681 Filed on 07/02/2019 **

Docket No. 1973-UA-2681units effective December 31, 2018, and convert the plant to a natural-gas-fired, combined cyclefacility.Cooperative Energy conducted an extensive Power Supply Options Study in 2016,5.which contemplated the most economical solution to maintain adequate generation resources overthe long-termownerfuture. Considering the forecasted load growth among the eleven (11) member-distribution cooperatives andanumber of other industry related forecasts, retiring PlantMorrow on coal and repowering the units with natural-gas-fired combustion turbine generators("CTG") and heat recovery steam generators ("HRSG") was identifiedasbeing among the mostbeneficial options to the members and Cooperative Energy.6.The scope of work to repower Plant Morrow (the "Morrow Repower Project")consists of demolishing all coal handling, processing and burning equipment and systems,including the coal-train unloading trestle, coal and ash conveyors, coal stock pile, coal bunkersand feeder systems, and coal-fired steam generators. The flue gas treatment equipment and systemsrequired for coal-fired operation will also be demolished, including electrostatic precipitators andwet flue gas desulfurization systems. Within the generalnew gasfootprint of the demolished assets,fired CTG will be installed. The CTG will be coupled witha newHRSG, which willutilize CTG exhaust heat to generate superheated steam to drive the existing unitgenerator("STG"). The existing powerhouse where the existing STGsbe maintained to house the STG and other existingareone1steam turbinecurrently located willauxiliary systems, which will be utilized in thecombined cycle configuration. The repowered combined cycle unit will produce approximately550 MW of electric power at a much improved heat rate of approximately 6,500 Btu/KWh. Theadvanced classcombustion turbine selectedisthe Siemens 9000HL, which is rated atapproximately 400 MW. The existing steam turbine generatorisexpected to produce approximately 150MW of electric power in the combined cycle configuration.7.Converting Plant Morrow tonatural-gas-fired combined cycle unit via theaMorrow Repower Project will allow for reuse of the existing steam turbine relatedassets,minimizing capital cost, increasing efficiency while drastically reducing air emissions rates at thesite.Upon completion of the Morrow Repower Project, the modified unit will bemoreoperationally flexible and competitive in the MISO market, providing valuable opportunities toservethe members of Cooperative Energy with reliable and affordable energy.8.As stated above, the newgenerating facility will be situated on property thatCooperative Energy currently owns. However,as aresult of the increase in power output at PlantMorrow from approximately 408 MW to 550 MW, some additional high voltage transmission linesand substation upgrades will be required. All upgrades described are subject to change due to theMISO GeneratorInterconnection Agreement (GIA) process results. Internal analyses indicate thatthe existing Morrow 161 kV substation will be demolished and rebuilt with increased capacity andadditional bays to accommodatesystem improvements necessary to support the increasedgeneration of the plant. Approximately 5.0 miles ofconstructed from Plant Morrow to the Purvisnew161kV transmission line will beBulk Substation in addition to161kV breakerupgrades at Purvis Bulk necessary to achieve additional capacity on existing transmission lines.9.Total installed cost10.Pursuant to RP 1.102, Cooperative Energy hereby moves for and requests a waiverisestimated to be 442,000,000.of the requirement of Appendix "A", Schedule 3, Item 7, of the Procedural Rules to allowCooperative Energy to not file with this Petitionspecificationsacomplete set of engineering plans andfor the Morrow Repower Project, including all required auxiliary equipment,4**MSPSC Electronic Copy ** 1973-UA-2681 Filed on 07/02/2019 **

TheCommission finds that good causeexists and has been shown for a waiver of plans and specifications, but orders Cooperative Energyto make such complete set of engineering plans and specification available for review, if requestedby Staff, when such plans and specifications are completed. The Commission further ordersCooperative Energy to update the Staff and the Commission once approval has been granted forpermits and certifications needed for the project,the Ruralincluding but not limited to, MISO, MDEQ, andUtilities Service.Cooperative Energy therefore avers that the Morrow Repower Project, including11.all required auxiliary equipment, systems and special purpose structures described aboveneeded and required in order forit to have the required supply of power toareserve the present andimmediately foreseeable requirements of its members. That in order for the Cooperative Energyto be able to adequately serve the electric requirements of its members, it is necessary and urgentthat Cooperative Energy be grantedthem to acquire,acertificate of public convenience and necessity, authorizinginstall, own, operate and maintain the Morrow Repower Project, including allrequired auxiliary equipment, systems and special purpose structures, allashereinabove morespecifically described, all of the same being necessary in order that Cooperative Energy shall beable to provide12.efficient and reliable electric service to its members.None of the facilities for the construction and operation described herein willduplicate any similar facilities of any other public utility. Docket No. 1973-UA-2681deviations or variances in the project scope, cost estimate, and any other significant items that mayaffect theability to complete the project14.on schedule.Cooperative Energy is ready, willing and able to acquire, own, install, operate, andmaintain the Morrow Repower Project, including all required auxiliary equipment, systems andspecial purpose structures that are the subject of this Petition.15.The Commission determines and finds that public convenience and necessityrequire and will require the amending of the Certificate previouslygranted in this Docket Numberand orders that the Certificate of Public Convenience and Necessity in this Docket Number beamended to allow Cooperative Energy to convert Plant Morrow to a natural-gas-fired, combinedcyclefacility, as described in the Petition.This Order shall be deemed issued on the day it is served upon the parties herein by theExecutive Secretary of this Commission who shall note the service date in the file of this Docket.Chairman Brandon Presley votedand Commissioner Samuel F.
