1. PurposeThe purpose of the Asset Management Policy is to set the direction of thestatewide asset management approach for the Victorian health portfolio.2. VisionTo harness the current and future potential of our assets, making them accessibleto all and providing leadership on sustainability to deliver public services thatmeet the needs of Victoria’s growing population.3. ScopeThe policy applies to all Department of Health and Human Services employeesand health service providers in the management of publically funded health sectorassets.Health service providers comprise corporate bodies established under thefollowing Victorian legislation: Secretary to the Department of Health and Human Services established underthe Public Health and Wellbeing Act 2008 public entities established under the Health Services Act 1988 Ambulance Victoria established under the Ambulance Services Act 1986 Forensicare (Victorian Institute of Forensic Mental Health) established underthe Mental Health Act 2014.4. Policy statementIn the stewardship of health sector infrastructure, the Chief Executive Officer ofthe Victorian Health and Human Services Building Authority, on behalf of theDepartment of Health and Human Services, is committed to: appropriately planning and delivering infrastructure investmentinnovative and efficient service delivery solutions to meet clinical needsadopting a whole of life approach to sustainably manage the asset baseintegrating risk management principles and practices into decision-makingprocesses at all stages in the asset management lifecycle developing asset management capabilities and competency across the healthportfolio compliance with the legislative and policy requirements.Asset Management PolicyPage 3

PrinciplesThe key principles that underpin the management of the health asset portfolio are:Deliver better, safer careDevelop and maintain an asset base that is capable of meeting clinicalservice standards now and into the future, providing the right assets atthe right time through leadership, asset utilisation and performance,risk, commercial approaches and innovative funding models.SustainabilityDeliver an environmentally sustainable health network that ensureslong-term benefits are not sacrificed for short-term needs, reducesenvironmental impact and provides improved social outcomes.Whole of lifecyclePlanning and management considers all costs incurred throughout thelifecycle of the asset, balancing costs, opportunities and risks againstperformance of the asset to achieve government objectives.Collaboration and cooperationWork together to create a holistic and integrated health networkunderpinned by clearer roles, networks and communities of practice.Planning for the futureBuild a pipeline of renewal projects that prioritises investment, takinginto consideration the Statewide design, service and infrastructure planas well as other government policy and planning frameworks.Continuous improvementThe Asset Management Policy, principles and strategies sits within aconstantly changing environment and will be continuously reviewedand improved to optimise asset performance.6.
