INTRODUCTIONAbove any other document or manual, the National Panhellenic Conference Manual ofInformation is the primary resource for a College and Alumnae Panhellenic. This section offers an introduction to the National Panhellenic Conference, its philosophy andspirit, and the member organizations that comprise it. The section concludes with an overviewof agreements, policies and practices that govern NPC activities.Note: NPC member organizations are formally named as fraternities, sororities or societies.Except when referring to a specific member organization’s formal name, NPC typically refers toall member organizations as sororities.

INTRODUCTIONTHE NATIONAL PANHELLENIC CONFERENCEThe National Panhellenic Conference is an organization composed of 26 inter/national Greek-letterwomen’s-only sororities. Each member organization is an autonomous social group consisting ofwomen who are college and university undergraduates and alumnae.Purpose of NPCThe purpose of the National Panhellenic Conference is to promote and advance the commoninterest of women's-only sororities. The Conference achieves this through interfraternalcooperation and strong partnerships with college and university representatives to support highacademic and social standards for women. (paraphrased from the NPC Articles of Incorporationand adopted 2019)Mission statement of NPCThe National Panhellenic Conference is the premier advocacy and support organization for theadvancement of the sorority experience. (adopted 2011)Vision statement of NPCAdvancing the Sorority Experience Together. (adopted 2011)Values of NPCWe are committed to relationships built on trust through transparency, accountability and mutualrespect. Innovation and our core values of friendship, leadership, service, knowledge, integrityand community guide us in fulfilling our mission. (adopted 2011)Functions of NPCOn July 1, 2019, NPC implemented a new governance and organizational structure that includesa seven-member Board of Directors composed of five members elected by the Council ofDelegates and two directors appointed by their member organization (on a rotational basis). TheNPC chairman also is elected by the Council of Delegates from the seven board members. The Board of Directors leads NPC and has the authority and responsibility for overseeing theaffairs of NPC. They establish corporate policy, set the strategic direction, oversee and secureresources and monitor organizational performance. The Council of Delegates consists of one representative from each NPC member organizationand has primary responsibility for Conference membership and Panhellenic policies. Eachdelegate is empowered to act and vote on behalf of her member organization. The NPC staff is responsible for day-to-day management of the Corporation and worksalongside the organization's volunteers.Committees of NPCNPC committees are responsible for administering the NPC matters assigned to them.Committee types outlined in the NPC bylaws include board committees, an Advisory Committee,a Nominating Committee and a number of standing committees. Special committees also maybe formed.2021 Manual of InformationIntroduction 7

Powers of NPCThe National Panhellenic Conference is a conference body that adopts polices to govern itsown internal operation. Through such polices have come the Unanimous Agreements. For apolicy to become a Unanimous Agreement, each delegate on the Council of Delegates mustvote in the affirmative followed by the ratification by each inter/national president.Because the Unanimous Agreements have been ratified, all NPC member organizations mustfollow them until they are amended or rescinded. Alumnae and College Panhellenics are alsorequired to follow the Unanimous Agreements. NPC cannot breach in any way the rights andpowers of the member organizations except as provided in the Unanimous Agreements.NPC formulates policies on matters of mutual interest and concern and studies changingeducational outlooks. Through discussions, panels and special programs at the NPC AnnualEducational Conference, NPC contributes to interfraternal understanding and friendship.NPC collects annual dues from its member organizations, College Panhellenics and AlumnaePanhellenics. NPC also assesses an undergraduate per capita fee that is to be collected byeach member organization on behalf of its initiated members and paid to NPC.History of NPCThe National Panhellenic Conference evolved gradually through a cooperative spirit amongwomen’s fraternities (sororities). As early as 1891, Kappa Kappa Gamma invited all Greek-letterwomen’s collegiate fraternities (sororities) — there were seven at the time — to a meeting inBoston on April 16 and 17. The groups discussed interfraternity courtesy, fraternity (sorority)jewelry and stationery and fraternity/sorority journalism. A second meeting was planned for1893 at the Chicago World’s Fair, and although some representatives were there, no recordsexist of the session.Early histories of women’s fraternities (sororities) contain accounts of “rushing and pledgingagreements” or “compacts” among fraternities (sororities) on various campuses and manystories of cooperation and mutual assistance. However, no actual Panhellenic organizationexisted and no uniform practices were observed. By 1902, it was obvious some standardswere needed; therefore, Alpha Phi invited Pi Beta Phi, Kappa Alpha Theta, Kappa KappaGamma, Delta Gamma, Gamma Phi Beta, Delta Delta Delta, Alpha Chi Omega and Chi Omegato a conference in Chicago on May 24. Although Alpha Chi Omega and Chi Omega were notable to send delegates to this meeting, the session resulted in the organization of the firstinterfraternity association and the first intergroup organization on college campuses. (The NorthAmerican Interfraternity Conference for men’s fraternities was organized in 1909.)This meeting and the next few resulted in several mutual agreements, especially regardingpledging. Up to this time no guidelines had been set. Women could be pledged toorganizations before enrolling in college and even belong to more than one organization.First called the Interfraternity Conference, the organization has been variously named andrenamed the Inter-Sorority Conference (until 1908), the National Panhellenic Conference (until1911), the National Panhellenic Congress (until 1917), the National Panhellenic Conference(until 1921), the National Panhellenic Congress (until 1945) and finally the National PanhellenicConference.2021 Manual of InformationIntroduction 8

The name change is significant to the NPC philosophy because the organization is aconference, not a congress. Other than the basic Unanimous Agreements that all organizationshave voted to observe, NPC confines itself to policies and best practices and acts as a court offinal appeal in any College Panhellenic difficulty. One of its greatest services is providing areaadvisors for College Panhellenics and area coordinators for Alumnae Panhellenics. In 1988, the 26 member organizations affirmed the concept that the National PanhellenicConference continue to operate as a conference. That meant each NPC member organization was equally represented by a delegate and upto three alternate delegates. Each member organization was allowed one vote cast by thedelegate. The delegate also served as a member of the NPC Board of Directors and wasthe liaison between her sorority and the other NPC organizations. The delegate body metbiannually in person to conduct business. The delegates functioned year-round as members ofNPC committees. This model was in effect until 2019.LeadershipIn 1910, the organization defined the officer-rotation plan, based on date of admission to NPC,that remained in effect until 2019. The next year, it authorized what for almost 100 years wasthe composition of the NPC Executive Committee: a president (now chairman), secretary andtreasurer. In 2012, as the NPC Executive Committee composition as expanded and the officers of NPC(chairman and vice chairman) were considered members of the delegate body. They served inan established order of sorority rotation — first as vice chairman then as chairman — and eachposition was a two-year term. The Advocacy chairman, Panhellenics chairman and Financechairman were appointed by the NPC chairman and approved by the board of directors. Thesefive officers served as members of the Executive Committee with voting privileges. In October 2018, the NPC Board of Directors voted to change the governance andorganizational structure of NPC to take effect on July 1, 2019.MeetingsNPC met annually until 1914, when it voted to hold biennial sessions beginning in 1915. Whilesome interim sessions had been held prior to 1971, a provision in the constitution was madeat that time for the necessary sessions. NPC voted in 1993 to have an interim session ineven-numbered years. In 2008, NPC voted to change the terminology of biennial and interimsessions to annual meetings. In 2018, NPC voted to move to an annual membership meetingand add the NPC Annual Educational Conference, beginning with the 2019-20 fiscal year.Requirements for membershipA women’s sorority must have been established in its inter/national character for a minimum of13 years. All of its collegiate chapters must be established in senior colleges and universitiesauthorized to confer bachelor degrees and recognized by the appropriate regional associationof colleges and universities; and it must have at least 14 chapters, the youngest of which mustbe at least two years old.2021 Manual of InformationIntroduction 9

AES merger with NPCIn 1947, the six member organizations of the Association of Education Sororities, organized in1915, affiliated with the National Panhellenic Conference, thus merging two national Panhellenicsserving women’s fraternities/sororities. Prior to that time, the AES had served teacher-educationcolleges exclusively. The growing trend toward general liberal arts institutions resulted in extensiveoverlapping and led to the merger.Other women’s sororities have been admitted to NPC as they met the requirements formembership. Through the years, additional women’s sororities, now merged with otherorganizations, have been members of NPC.Order of rotationMember Organization NameNPC Entrance DateNext Rotation YearsPi Beta Phi19022033-35Kappa Alpha Theta19022033-35Kappa Kappa Gamma19022035-37Alpha Phi19022035-37Delta Gamma19022037-39Gamma Phi Beta19022037-39Alpha Chi Omega19032039-41Delta Delta Delta19022039-41Alpha Xi Delta19042041-43Chi Omega19032041-43Sigma Kappa19052043-45Alpha Omicron Pi19052043-45Zeta Tau Alpha*19092019-21Alpha Gamma Delta*19092019-21Alpha Delta Pi19092021-23Delta Zeta19102021-23Phi Mu19112023-25Kappa Delta19122023-25Sigma Sigma Sigma19512025-27Alpha Sigma Tau19512025-27Alpha Sigma Alpha19512027-29Alpha Epsilon Phi19512027-29Theta Phi Alpha19512029-31Phi Sigma Sigma19512029-31Delta Phi Epsilon19512031-33Sigma Delta Tau19512031-33* Beginning of rotation under governance structure enacted in July 2019.2021 Manual of InformationIntroduction 10
