IntroductionIn 2014 Fulbright Alumni Association of Serbia celebrates the 50thanniversary of Fulbright program in Serbia and former Yugoslavia. Eversince 1964, when Arkansas senator (1945 – 1974 in office) and President ofInternational Relations Committee - James William Fulbright (1905 - 1995),initiated Fulbright program of international cooperation in the field ofeducation, program participants and scholarships grantees have a reasonto be proud. Today this program is present in over 155 countries, and over8.000 scholarships are awarded each year. The fact that 53 former Fulbrightscholarship grantees are Nobel Prize winners and 79 former Fulbrightscholarship grantees are Pulitzer Prize winners, confirms the reputation ofthis program. In former Yugoslavia, which Serbia was a part of, from 1964 2014, over 3.000 scholarships were awarded. In recent years, Fulbright Alumni Association of Serbia includes otherscholarship programs supported by the United States Government, such as:Ron Brown established in 1994 (in 1996 this program was named after theU.S.A. Commerce secretary), Hubert H. Humphrey, which was establishedin 1978 and named after the senator and U.S.A. Vice-president and GDPprogram (The Junior Faculty Development Program) established in 1994.Despite certain differences between these programs, their common goal isdevelopment of the international cooperation in fields of education, ideasand experience exchange, spreading values of human rights, democracy, dialog and tolerance. Or as the respected senator James William Fulbrightsaid: “Educational exchange can turn nations into people, contributing asno other form of communication can to the humanizing of internationalrelations.”Members and participants in these programs enjoy various benefits.During their study visits, academic specializations and research studies inthe U.S.A., academic, cultural and economic diplomacy connects U.S.A. withparticipants and their home countries. This is an investment in education andscience as well. The advantage of learning from more developed countries is,among else, the confirmation that education is the most valuable investment. In 2013, Government of the Republic of Serbia decided to support the5

Fulbright program by giving certain amount of money to it. This is especiallyimportant because gained knowledge and experience acquired in the U.S.A.is implemented in scholarship users’ home countries. These programs arenot unilateral but bilateral in nature. Large number of Serbian institutions(universities, faculties, institutes, hospitals and companies) have also hostedover 700 scholarship grantees coming from the U.S.A. to Serbia. Some of the users of the Fulbright, as well as the other aforementionedprograms, are numerous distinguished people in Serbia, such as membersof the Serbian Academy of Sciences and Arts (Vojin Sulovic, Tibor Varadi,Vojislav Stanovcic); Rectors of the University (Fuada Stankovic, Dejan Popovic,Marija Bogdanovic, Vladimir Bumbasirevic); artists (Svetlana Bojkovic, VidaOgnjenovic, Olja Ivanjicki, Slobodan Sijan, Biljana Srbljanovic); and Deans offaculties, Governors, Ministers and a number of professors and researchers. The purpose of this updated Almanac is to gather, sort and process dataon scholarship grantees. This represents a testimony of the beginnings, dynamics and development of the aforementioned programs. Availabledata on people, their fields of research and study and awarded scholarshipsserve as a contribution to better insight into education, science and culturedevelopment in Serbia.Belgrade, November 20th 2014.6Prof. dr Slavisa OrlovicPresident of the FulbrightAlumni Association of SerbiaSince 2012. until 2014.

The almanac translated here has no author and does not appear to be a specific copy of any of the Rasulid almanacs known. Two other texts in the manuscript were written in 1114/1702-1703, so this may be the approximate time for the almanac examined here. The earliest Rasulid almanac known is a chapter in the unique astronomical text 1 .
