World Health OrganizationStaff Regulations and Staff RulesSTAFF REGULATIONS1Scope and PurposeThe Staff Regulations embody the fundamental conditions of service and the basicrights, duties and obligations of the World Health Organization Secretariat staff. They arethe broad principles of personnel policy for the guidance of the Director-General in thestaffing and administration of the Secretariat. The Director-General may, as ChiefAdministrative Officer, provide and enforce such Staff Rules consistent with theseprinciples as he considers necessary.1Text adopted by the Fourth World Health Assembly (Resolution WHA 4.51) and amended by the Twelfth, Fifty-Fifth, SixtySecond and Sixty-Eighth World Health Assemblies (Resolutions WHA12.23, WHA55.21, WHA62.7, WHA68.17).1 February 20161

World Health OrganizationStaff Regulations and Staff RulesSTAFF RULESINTRODUCTORY SECTION(See also Staff Regulations 12.2 and 12.3)010.PURPOSE010.1The Staff Rules implement the provisions of the Staff Regulations and governthe conditions of service of the World Health Organization (the“Organization”).010.2The Staff Rules are established by the Director-General under the authority ofthe Staff Regulations and are subject to confirmation by the Executive Board.The Staff Rules shall be consistent with the Staff Regulations.015.1The Staff Regulations are promulgated by the World Health Assembly and:020.015.1.1embody the fundamental conditions of service and the basic rights,duties, and obligations of the Organization’s staff; and015.1.2provide broad principles of personnel policy for the guidance ofthe Director-General in the staffing and administration of theOrganization.AMENDMENTSSubject to confirmation by the Executive Board, the Staff Rules may beamended by the Director-General in a manner consistent with the StaffRegulations and without prejudice to the acquired rights of staff membersunder the Staff Regulations.030.APPLICATIONThe Staff Rules apply to all staff members of the Organization, except asprovided otherwise in any particular Staff Rule. Nothing in the Staff Rulesprevents the Director-General from making temporary appointments of 60days or less with terms of service different from those provided in the StaffRules, where the Director-General considers that the interests of theOrganization so require.21 February 2016

World Health OrganizationStaff Regulations and Staff RulesSTAFF RULESIntroductory Section040.EFFECTIVE DATE 040.1These Staff Rules are effective as from 1 February 2016 and supersede all StaffRules in force before that date, with the exception of Staff Rule 040.2 andAppendix 1.1 Appendix 1 is effective as from 1 January 2016. 040.2The amendments to Staff Rules 320.3, 410.4, 515 and 1072 are effective asfrom 21 January 2016.2050.EXCEPTIONS TO THE STAFF RULESThe Director-General may make exceptions to the Staff Rules. Suchexceptions shall not be inconsistent with any Staff Regulation or decision ofthe World Health Assembly. Furthermore, each exception shall be agreed to bythe staff member directly affected and, in the opinion of the Director-General,shall not prejudice the interests of any other staff member or group of staffmembers.060.DELEGATION OF AUTHORITYThe Director-General may delegate to other officers of the Organization suchof his powers as he considers necessary for the effective implementation of theStaff Rules.070.MASCULINE AND FEMININE GENDERSIn these Staff Rules terms referring to persons and staff members in themasculine gender shall apply equally to men and women except where acontrary intention is evident from the context.1 Further to EB Resolution EB138.R12 “The amendments to Staff Regulation XI, Staff Rules 1210, 1215, 1220, 1225, 1230, 1240, 1245and 1250 are effective as from the entry into force of the Organization’s internal justice reforms.” As the Organization’s internal justicereforms are not yet in force, and to avoid confusion, the aforementioned amendments do not appear in this version
