INTRODUCTIONThis booklet provides a general overview of the Unemployment Insurance (UI)program. For specific information about your claim, contact the EmploymentDevelopment Department (EDD), online at the EDD home page or bytelephone at the toll-free numbers listed on the inside cover of this handbook.The UI program provides financial benefits for workers who are unemployedthrough no fault of their own, are able to, available for, and actively seekingwork as instructed. Eligibility for receiving benefits is set by law. The EDDadministers these laws. You can find California’s UI eligibility requirements inthe Unemployment Insurance Code.In California, no deduction is made from the worker’s wages to finance UIbenefits. It is paid entirely by the employers.Your claim is subject to periodic quality control and benefit audit reviews.There are severe administrative and/or criminal penalties imposed onindividuals found guilty of UI fraud. NOTICE OF UNEMPLOYMENT INSURANCE AWARDWhen your UI claim is filed, the Notice of Unemployment Insurance Awardis mailed to you. It provides information about when your claim begins andends, your weekly award, and the earnings upon which the claim is based. Italso gives instructions regarding your requirement to seek work. Each of thenumbered items on the award is explained on the following pages.IMPORTANT:It is important to check the Notice of Unemployment Insurance Awardcarefully to ensure that all employers you worked for in the calendar quartersshown, (see item 12) are listed and the wages you earned are shown. If anemployer is listed and you did not work for him/her, or an employer is notlisted, or your wages are incorrect, contact the EDD immediately to protest theaccuracy of the computation. If you give false information or withhold facts toreceive benefits, you may be subject to disqualification and criminal penalties.If you worked for a federal agency, the EDD must request your wages fromthat federal agency. You will receive a Notice of Amended UnemploymentInsurance Award when the federal wages are added. If the amended noticeis incorrect, you may request a reconsideration to protest the accuracy of thecomputation or recomputation.To protest the accuracy of the computation or recomputation, you must contactthe EDD within 20 days after the mailing date of the notice. The 20-day periodmay be extended for good cause. Claim Beginning Date: Your claim begins on the Sunday of the week in whichyou filed your claim. It is not based on the date you became unemployed.2. Claim Ending Date: This is the date your claim year ends. This date is 52 weeksfrom the claim beginning date. Benefits remaining on this claim cannot be paidfor weeks claimed after the claim ending date. A new claim must be filed if youare still unemployed or partially unemployed after the claim ending date.3. Maximum Benefit Amount: The amount shown is your maximum UIaward for this claim. amount or one-half of the total base period wages, whichever is less(see item 5, for an explanation of the term base period). When you havereceived your maximum award, no further benefits are payable. Youcannot file another California UI claim until your current claim year ends.4. Weekly Benefit Amount: This is the amount of your weekly benefit.It is the amount you will receive each week if you meet all eligibilityrequirements (see item 6 for more information). If you work part time andearn more than 25, but less than 100 in a week, your weekly benefitamount will be reduced by your earnings that are more than 25. In thatcase, the portion of the weekly benefit amount that you do not receiveremains in your claim for future use until your benefit year ends. If yourweekly earnings are 101 or more, the first 25 percent does not count.The amount of earnings remaining is subtracted from your weekly benefitamount and you are paid the difference, if any.5. Total Wages: This is the total amount of earnings reported by youremployer(s) during the base period. These earnings were used to computeyour maximum benefit amount.Your base period is a 12-month period of time.HOW YOUR BENEFITS ARE DETERMINEDThere are two types of base periods that may be used to establish a claim: theStandard Base Period and the Alternate Base Period.
