To advance Executive Order 13929 Safe Policing for Safe Communities, the AttorneyGeneral determined that all state, local, and university or college law enforcementagencies must be certified by an approved independent credentialing body or havestarted the certification process to be eligible for FY 2021 DOJ discretionary grantfunding. To become certified, the law enforcement agency must meet two mandatoryconditions: (1) the agency’s use of force policies adhere to all applicable federal, state,and local laws; and (2) the agency’s use of force policies prohibit chokeholds except insituations where use of deadly force is allowed by law. Program DescriptionOverviewWith this solicitation, NIJ seeks proposals for rigorous research and evaluation projects thataddress (1) the impact of re-allocation of resources on police operations and functions; (2)police use of force and de-escalation tactics and strategies; and (3) tactics and strategies thatstrengthen police-community relationships. These contemporary issues in policing are alsoreflected in the strategic priorities and objectives identified in NIJ’s Policing StrategicResearch Plan, 2017-2022.[1] Among other areas of interest, NIJ is interested in studiesexamining the approaches that address the challenges of policing in rural communities.Applications proposing research involving partnerships with criminal justice or other agencies,should include a strong letter of support, signed by an appropriate decision-making authorityfrom each proposed, partnering agency. A letter of support should include the partneringagency’s acknowledgement that de-identified data derived from, provided to, or obtainedthrough this project will be archived by the grant recipient with the National Archive of CriminalJustice Data (NACJD) at the conclusion of the award. Applicants and their potential partnersare encouraged to review the NACJD’s policies and protections at ( NACJD). If selected foraward, grantees will be expected to have a formal agreement in place with partneringagencies by January 1, 2022. That formal agreement must include a provision to meet thedata archiving requirements of the award.In the case of partnerships that will involve the use of federal award funds by multiplepartnering agencies to carry out the proposed project, only one entity/partnering agency maybe the applicant (as is the case with any application submitted in response to this solicitation);any others must be proposed as subrecipients.Statutory AuthorityTitle I of the Omnibus Crime Control and Safe Streets Act of 1968 (sections 201 and202).Specific InformationRecent contacts between the police and community residents in several jurisdictions haveresulted in a number of mass demonstrations and discussions regarding the state of policingin the United States. A number of these highly publicized incidents have also promptedquestions surrounding police use of force and whether training and other interventions arerequired to mitigate the need to use force in certain situations or de-escalate encountersbefore force is considered as an option.[2] Broader discussions have also resulted in calls forimprovements in police-community relationships, a reimagining of public safety, and areallocation of funding from police agencies to other entities that may be better suited toaddress certain societal problems currently handled by the police.[3]In response to these events and discussions, this solicitation seeks proposals for fundingresearch to address three policing topics noted in NIJ’s Policing Strategic Research Plan,2017-2022 relevant to State, local, or tribal criminal justice policy and practice:Re-Allocation of Resources on Police Operations and Functions.Police Use of Force and De-escalation Tactics and Strategies.Tactics and Strategies that Strengthen Police-Community Relationships.Successfully implemented RCTs have the greatest likelihood of providing comprehensive,reliable, and unbiased evidence to practitioners and policymakers seeking to implementeffective interventions in their jurisdictions. However, applicants are expected to propose themost rigorous evaluation design appropriate for the research questions to be addressed.Findings from this research will assist State, local, and tribal police agencies as they seekbetter understand the factors that impact police operations and the communities they serve.Topic 1: Re-allocation of Resources on Police Operations and FunctionsRecent events have resulted in efforts to reimagine public safety in a number of jurisdictionsby diverting resources away from police budgets to other government agencies.[4] NIJ isinterested in research that examines the impact of the reallocation of police resources onpolice operations and functions and crime. Areas of interest include an examination of theimpact of decisions to reduce or divert policing funding for dealing with the mentally ill,homeless individuals, drug addiction, or law enforcement in school settings on police calls forservice.
