Introduction to MMM Group MMM Group is a multi-disciplinary consulting practicewith offices across Canada– Head office is in Markham Community revitalization is a key aspect of ourplanning practice– Prepared nearly 15 Community Improvement Plans acrossOntario Key team members for this project include:– Chris Tyrrell – Project Manager– Bobby Gauthier – Senior Planner– Julia Cziraky – Planner

Key Goals/Purpose Key purpose of this project is to prepare a CommunityImprovement Plan (CIP) for the communities ofKing City, Nobleton and Schomberg Through a CIP, the Township can:– Make grants or loans to property owners and tenants to assistwith property/building improvements– Outline other initiatives or actions required to assist in therevitalization of the communities (including acquisition andimprovement of land and buildings) – a “municipal leadershipstrategy”

Key Goals/Purpose In addition to the programs, a CommunityImprovement Plan also includes:– A vision, goals and objectives– Eligibility criteria to set the minimum requirements forproperty improvement (e.g., design requirements)– Program administration policies and processes– A monitoring and evaluation program to ensure the Planis working (e.g., annual report to Council)

Study Areas Focus is largely on the core areas of King City,Nobleton and Schomberg Each community has some unique issues,opportunities and challenges that need to beconsidered distinctively Important to consult with each community individually While one CIP will be prepared, it can address thedifferent communities individually, as required

Background Report First key deliverable is the Background Report Draft to be completed on April 30th Functions as the foundation for consulting thepublic and the foundation for the DraftCommunity Improvement Plan Outlines:– Background review of legislation, policy, zoning, etc.– Strengths, Weaknesses, Opportunities, Threats– Options for incentive and municipal leadershipprograms– Considerations and options for administering the CIP

First Round of Consultation One meeting will be held in each of the communities:– May 28th: Nobleton – Arbour Restaurant– May 29th: King City – Council Chambers– June 11th: Schomberg – Community Hall Each meeting includes:– Open house– Formal Presentation (Background Report)– Questions and answers, informal workshop We will also meet with various key stakeholders andTownship staff

Thinking About Implementation Administration of a CIP requires an Administrator andan approval authority– Administration – Township staff member to champion the CIP– Responsibility for approval of incentive applications Council’s role will include:– Approval of the CIP (subject to statutory public meeting)– Setting the implementation budget– Responding to incentive applications, where they are refusedand appealed to Council– Approval of subsequent amendments to the CIP, if needed(subject to statutory public meeting)
