ii HAFB Installation Training GuideThis Installation Training Guide (ITG) is in accordance with AFI-36-401, Employee Training and Development,and provides guidance on civilian training and development at Hill Air Force Base. This ITG also incorporatesmilitary training information in accordance with AFI 36-2201, Air Force Training Program. This ITG serves as aquick reference tool when education and development questions arise and is distributed to each TrainingMonitor (TM) annually via e-mail and briefed at the quarterly TM meeting.First-level supervisors (military and civilian) of Non-appropriated Funds (NAF) employees are required toreceive training as outlined in AFMAN 34-310, Non-appropriated Fund Personnel Program Management andAdministration Procedures (NPMC). The NAF Human Resource office offers the NPMC course. ITG 111 FORCE DEVELOPMENTFLIGHT (FSD)The Force Development Flight (FSD) pioneers formaltraining and development programs to capitalize onthe talents of existing personnel by delivering highquality, comprehensive training. Continually strivingto develop and enhance effective training, FSDmeets mission objectives and exceeds organizationalexpectations.FSD promotes and supports employee developmentthrough its four sections: Airman Leadership School(FSDA), Education & Training (FSDE), GerrityMemorial Library (FSDL), and ProfessionalDevelopment (FSDP).The Force Development Flight Chief POC can bereached at 586-0486Airman Leadership School, FSDAThe Airman Leadership School (ALS), located in Bldg.385, prepares Senior Airmen to be professional warfighting Airmen who can supervise and lead Air Forcework teams in the employment of air, space, andcyberspace power. This Professional MilitaryEducation (PME) setting--the first experience formany Airmen outside technical school--provides arigorously-paced academic environment. The courseis designed to prepare Air Force enlisted membersand a few select civilian employees for greaterresponsibility by broadening leadership,communication, and management skills throughincreased understanding of the military profession.This six week, 192-hour course is staffed byprofessionals committed to making this challengingexperience an exciting and rewarding opportunitywhile instilling the fundamental skills necessary tobecome successful Air Force supervisors. The coursecurriculum is designed to develop a mind-set andassociated skills with respect to four core attributesof a professional NCO: (1) Professional Airman, (2)Expeditionary Airman, (3) Supervisor of Airmen, and(4) Supervisory Communication. Students attendingALS are also evaluated to measure their achievements against specific academic standards.ALS culminates with a formal evening graduationencompassing dinner, a guest speaker, awards, anddiploma presentation. Awards include the AcademicAchievement Award, Commandant/Leadership Award,Distinguished Graduate (DG) Award, and the highesthonor awarded, the John L. Levitow Award (MostDistinguished Graduate).ALS conducts classes seven times per year with 24 to36 students per class. Students attending the courseare Active Duty, Air National Guard, and Air ForceReserve Airmen selected by their unit commander.The Airman Leadership School Commandant can bereached at 586-8245.Education & Training, FSDEFSDE oversees the development, execution andcompliance of Hill AFB’s Education and Trainingprogram for civilian and military personnel. FSDEmanages and executes civilian training requirementsand budget; provides strategic planning and support;provides performance measurements and metrics;and supports military training. The Education andTraining Section Chief can be contacted at DSN 7779150.The Base Training Manager (BTM) is located in Bldg.180 and serves as the Office of Primary Responsibility(OPR) for all base training programs, policies andprocedures. The BTM ensures programs are in placeto manage upgrade, qualification, in-garrison, andancillary training for military and civilian personnel.The BTM responds to requests for training support byidentifying available training resources andcoordinating with other sources in obtaining allneeded installation training. The BTM collects,analyzes trend data, and reports to senior leadershipthe Status of Training on a quarterly basis. The BTMalso performs the following functions:

2 HAFB Installation Training Guide Conducts Staff Assistance visits (SAVs). Hosts quarterly Unit Training Managermeetings to discuss theever-changing trainingworld. Oversees military PME andall aspects of enlistedupgrade training, includingCDCs, Test Control Officerand test control facilities. OPR for the SurveyProgram.It is incumbent upon the BTM to act as the trainingliaison between the military and civilian componentsand to seamlessly integrate all aspects of trainingbetween these two Air Force resources. For furtherinformation contact the BTM POC at 777-7295.Curriculum Development & Delivery,FSDEBFSDEB is responsible for institutional CoursewareManagement Policy and Oversight, utilizinginstructional Systems Design (ISD) principles,practices and techniques to manage the “inception tograve” activities necessary for the development,sustainment and final disposition of instructionalmaterials.Development. The Force Development Flight (FSD)develops, maintains and follows guidance for theDoD Instructional System Development process(ISD) which outlines the Analysis, Design,Development and Implementation (ADDI model),during curriculum development. AFMC added aPlanning step at the beginning of the ISD processthat determines performance requirements, trainingdeficiencies, instructional strategies, activities, anddeliverables of proposed courseware projects. Hence,the AFMC ISD model, PADDI.Once all PADDI elements are accomplished, thecourse is posted to the Courseware ManagementDatabase (CMD) so all authorized users can accesscourse materials.Delivery. The breadth and scope of instructionalmaterials includes instructor-led training,computer/web-based delivery and technologyinsertion into the classroom to incorporate blendedlearning. By extension, this includes the explorationof existing and emerging technologies to replace theresource intensive demands of classroom training,such as e-learning, webinars, micro-content, mobileand virtual learning environments.Review & Disposition.Courseware is periodicallyreviewed as mandatesrequire. If significantchanges are necessary,course revalidation or a fullrevision may be viablepossibilities. The library provides manyopportunities for base personnel to spend qualitytime with their families. Every Wednesday the library hosts a specialPre-K workshop at 10:30 am. The workshopis open to all personnel and their familiesand requires no sign-up. Each themed eventwill include stories, music, and a craft. Every second Wednesday Science,Technology, Engineering, and Math(S.T.E.M.) events are held at 6 p.m. Due tothe high demand and success of theseevents registration is required.Resources. 6 HAFB Installation Training Guide22 AFI 36-401 AUTHORITIES& RESPONSIBILITIESAFI 36-401, Employee Training and Development,requires each organization to identify training needsand assign organizational priorities within their area.When reliably forecasted, mission essential trainingrequirements receive allocations for the current yearand ensure adequate funding levels for future years.To expedite this goal, each party in the trainingsystem has responsibilities. Detailed information canbe found in AFI 36-401 at AF Publishing.Force Development FlightThe Force Development Flight (FSD) is dedicated toimproving individual job performance throughsuperior training and is responsible for the planning,programming, financial budgeting, administrationand evaluation of education and training programsfor Hill Air Force Base employees.FSD assesses HAFB civilian employee developmentand training needs through formal surveys andcontinual communication with functional arearepresentatives. In addition to distributing andmonitoring a variety of surveys designed to evaluatetraining, FSD reviews and coordinates AnnualInstallation Training Plan (AITP) process to assessbase-wide training needs.Training is divided into two areas; institutional andfunctional. Institutional training, applicable to AFSCand tenant organizations at Hill, is training thatcrosses organizational and functional lines. Anytraining required for a given career group that is alsoapplicable to individuals in a different career groupor tenant organization, is considered institutionaltraining and may include leadership and supervisorytraining, computer skills, resume writing andinterviewing classes, communications courses, andsafety courses.Functional training is categorized as training requiredfor employees within a specific workforce category,(e.g., Engineering and Contracting) and/ or appliesto one functional area (e.g., structured on-the-jobtraining). FSD may provide additional services tofunctional areas as indicated by support agreementsor as agreed to by each specific Center SeniorFunctional (CSF).Employee Development SpecialistEmployee DevelopmentSpecialists (EDS) providetechnical advice andassistance in identifying,prioritizing and justifyingtraining and employeedevelopmentrequirements. EDSs monitor training to ensure itmeets all governing regulations and when selectingnon-government training, ensures costs arereasonable, competitive and within budgetaryguidelines.Managers and SupervisorsManagers provide oversight of training, participate intraining activates such as the Annual InstallationTraining Plan and coordinate as needed with trainingofficials. Managers assists first-level supervisorswith conducting the training program. AFI 36-401states manager and supervisor responsibilities, someof which are: Determine, anticipate and request training tosupport the mission Forecast future training needs in annualsurvey Create and revalidate individuals CareerEnhancement Plans (CEPs) Mentor and develop employees, annuallyreview and sign the CEPs Evaluate training for effectiveness Initiate, review, and authorize employeetraining using ETMS, CEPs, DAU, ACQ Now orother documents

ITG Coordinate with UTMs, EDSs, the BaseTraining Manager and Leadership to ensuretraining is effectively conducted Ensure employees attend training asscheduled Advise employees of their individualresponsibilities for training attendanceSupervisors are central to mentoring employees toset, prioritize, and achieve educational goals. Theyensure a well-trained knowledgeable workforce thatcomplies with laws and regulations, which enhanceswork place safety and productivity. The first linesupervisor is the key to achieving a training programthat produces mission and individual success.Additionally, supervisors and UTMs are tasked withfostering a positive, equal employment opportunityenvironment when conducting competitive selectionfor training, to include: Understanding the legal basis for the equalemployment opportunity concept and possibleramifications if not properly administered. Consider affirmative employment initiativeswhen identifying training and developmentneeds. Seek reasonable accommodations forhandicap employees when identifying trainingprograms and sources.Unit Training Monitor (UTM)UTMs oversee all administrative details for trainingmatters within their organization and act as liaisonsbetween their organization and FSD. UTMs are theinitial point-of-contact for all training queries withintheir organization. The UTM ensures the supervisorsand employees training is reflected in the trainingsystems. They must also review, validate, and tracktraining requirements.EmployeeThe goal of a well-trained, effective and efficientworkforce cannot be met without dedication, loyaltyand cooperation on the employee’s part. During thetraining process, employees assume responsibilityfor requesting, attending and successfully passingtraining and development courses. Employees aretasked with using and sharing gained knowledge andskills, as well as ensuring training records areupdated in a timely manner.7

8 HAFB Installation Training Guide33 REQUESTS, SURVEYS, &EVALUATIONSFSD validates and processes institutional trainingrequests and allocations, as well as some otherprograms. Once the training allocation is confirmed,the student is then registered or scheduled fortraining.Training Scheduling System (TSS)TSS is a lean training management application tobridge and streamline training scheduling andmanagement. TSS interfaces with PAC to forecast,schedule, track and manage training identified inPAC records and pass training completions back toindividual PAC records. TSS manages all aspects ofcourseware and training oversight, including web andcomputer based training requirements, making acomplete Learning Management Solution (LMS) forall training and courseware requirements at Hill.AccessHQ AFMC requires all new civilian, military andcontract employees without a TSS profile tocomplete an electronic System Authorization AccessRequest (SAAR) Form DD 2875, can be accessed atmid-screen under “COMMON WEBSITES” on the HillAFB Force Development Community SharePoint).Signed DD 2875s are forwarded to respective TSSadmins, a TSS profile can then be created. Thisprocess takes approximately 1-2 days. For nonindustrial access issues, please contact 777-1109.For industrial access issues, please contact 7754279.When an on-site FSD course is urgently needed,and the normal scheduling deadline has passed, afunctional area may request an out-of-cycle classby contacting the FSD scheduling office at DSN777-0973. If a facility and qualified instructor canbe found, FSD will arrange a class to respond tothe emergency.Annual Installation Training Plan (Civilians).The Annual Installation Civilian Training survey tasksorganizations to project training needs for thecoming fiscal year. In accordance with AFI 36-401,FSD conducts this annual base-wide survey no laterthan 60 days before the upcoming fiscal year. Thisinvolves gathering training allocation requests andfunding information submitted by functional areas,and projecting the funded training needs of all FSDserviced civilians for the next fiscal year.Organizations that do not respond to this surveycannot expect to receive installation funding for theircivilian training needs.Once projected training data is collected, FSDensures the following: Verifies submissions represent valid trainingrequirements based on past training activitiesand anticipated future needs. Reviews priority designations and impactstatements for unmet training requirements. Confirms projected training cost estimatesare reasonable and sufficient to coverpredicted expenses. Recommends corrections if necessary.Surveys (Monthly/Yearly)Monthly; UTMs canvas their organizations fortraining needs and submit these requirements whenthe TSS survey is open. All course surveys must becompleted by the 15th of each month. On the 16th ofeach month surveys are locked and no changes areaccepted. FSD releases new schedules one month inadvance so UTMs can schedule employees. If trainingneeds are discovered after the survey closes, theUTM may request additional slots for existing classes.Once FSD confirms the installation training needs,the results are consolidated into the AITP.Annual Career Programs Survey. Once a year,the Career Field Management teams at the Air ForcePersonnel Center send e-mail messages to civiliancareer program participants requesting all careerdevelopment plans be electronically updated. Thisinformation is used to consider employees for

ITG appropriate career broadening and civiliandevelopment education opportunities. Moreinformation can be found at Civilian CareerOpportunities.DoD Formal Schools Data Call. DoD formalschools provide centrally-funded training toemployees in one or more DoD agencies. Examplesinclude Air University (AU), Defense AcquisitionUniversity (DAU), Air Force Institute of Technology(AFIT) and Air Education and Training Command(AETC). DoD schools send messages throughout theyear to survey training needs for a particular coursethat may be unique and offered only for a limitedtime, or for which an out-of-cycle event has beenscheduled. These are usually in the form of trainingopportunity announcements, and instructions varybased on the activity controlling the funds. FSDdistributes these upon request to appropriatefunctional areas.AllocationsFunctional areas initiate requests for on-siteinstallation course allocations through TSS. FSDconfirms requests and distributes allocations basedon priority requirements and support agreements.The functional area UTM is informed of allocations sothey can schedule and notify employees.If requested training is anticipated to be an ongoingrequirement, and the student volume warrants it,FSD may arrange for government or vendorinstructors to teach the course on-site on a regularbasis. If no suitable training is available, FSD maywork with the target population’s functional area todevelop a course for organic instruction. Coursedevelopment requests should first go through theUTM, who will forward the request to theCourseware Management section.Confirm/Deny TrainingSupervisors must confirm/deny training requestswhen an employee is scheduled for training. Whentraining is confirmed by the employee’s supervisor,TSS generates an e-mail notifying the employee ofscheduled training. The employee’s supervisor isresponsible for ensuring employees attend training.Complete TSS instructions can be found on the left ofthe screen under “RESOURCES” at Hill AFB ForceDevelopment Community SharePoint site.Roster & Completions9Instructors are required to close rosters in TSSwithin five working days of the course end date. TSSautomatically issues course completion certificateswhen a roster is closed out or when the studenttakes a computer-based course hosted on TSS.Functional areas, vendors and guest instructors withno TSS access are required to provide equivalentdocumentation to students upon successfulcompletion of a course.Training events requested through TSS or ETMS areautomatically updated in PACSS and DCPDS. Allother training certificates must be manually enteredinto the employee’s official record by the trainingmanager. It is the employee’s responsibility tomaintain their training and development records.AttendanceOnce an employee is confirmed for training, dutiesand organizational obligations need to berescheduled accordingly. Upon confirmation, thestudent is obligated to attend. Subsequentsubstitutions, cancellations or no-shows should onlyoccur in emergency situations.TARDINESS, WALK-INS & STUDENT RELEASE.Students are required to be in the scheduled class ontime. If a student misses more than 10% of a classthey will be given an “Incomplete.”If a class roster is full, the instructor will notdetermine walk-in availability until 10 minutes afterclass start time and scheduled students are notpermitted to give their seat to a walk-in, nor willcourses with pre-requisites accept walk-ins.FSD instructors are not authorized to releasestudents scheduled by their UTM from any courseprovided by FSD or their vendors. The instructor willrelease students to their designated work areaswhen course objectives are accomplished.Production Acceptance Certification/Electronic Training Record (PAC/ETR)Production Acceptance Certificate Electronic TrainingRecord (PAC/ETR) is the system that is used to addrequirements to an employee’s training history.Most activities accomplished in PAC/ETR are throughthe Form 75 menu option. PAC/ETR is housed inTSS so the information that is put into TSS isautomatically updated in PAC /ETR.In order for a group Training Manger to be able touse PAC/ETR, they must have the correct roles.

10 HAFB Installation Training GuidePlease contact your PAC/ETR Program Manger toassign the appropriate roles.PAC/ETR is accessed through TSS under the PAC/ETRoption. TSS is a web-based system availablethrough your Internet Explorer bowsers.PAC/ETR edit access is limited to supervisors,training managers, and administrators. Employeeshave access to their view their PAC/ETR records onlythrough the user section of the system. Completeinstructions are available on the left of the screen,under “RESOURCES” on the Hill Force DevelopmentCommunity SharePoint site.Education Training Management System(ETMS) & MyETMSThe Education and Training Management System(ETMS) is used to process training with associatedcosts. ETMS accurately tracks civilian training andemployee development requirements, completionsand expenditures.MyETMS, a subsystem of ETMS, offers civiliansopportunities to view their Individual DevelopmentPlan and search the comprehensive ETMS coursecatalog. Rather than having to rely on the availabilityof someone else, an individual can go into MyETMSand see the status of his/her training requirements.SF 182Standard Form 182, Authorization, Agreement andCertification of Training can be accessed at midscreen under “COMMON WEBSITES” on the Hill AFBForce Development Community SharePoint. It is theofficial document functional areas use to requestformal training when direct or indirect training costsare involved, or training is 8 hours or more. An SF182 must be submitted to FSD no later than 10working days prior to the class start date. More timeshould be allotted if TDY orders are involved. An EDSreviews the SF 182 for accuracy, regulatory guidancecompliance, appropriate funding approval, andregisters students for training. Organizations areprovided additional information if necessary.Priority 1 training. If training funds have beenexhausted, and the customer identifies a missioncritical training requirement, the functional area maysubmit an out-of-cycle request for Priority 1 or 2training. More information regarding Priority 1 and 2training can be found in AFI 36-401. Call DSN 7779154 for additional information.Non-Government Training & RestrictionsAccording to AFI 36-401, when federal governmentsources cannot meet the training need, FSD mayarrange training from a non-government source.The most common external sources are academicinstitutions and commercial vendors.Restrictions apply when selecting a non-governmenttraining source and facility. When an organizationrequests non-government training, FSD EDSsconfirm the requested training meets legal andregulatory requirements and will effectively meet thedefined training need. Additionally, EDSs verif
