The Controlled Access Program Coordination Office (CAPCO) uses a uniform list of securityclassification and control markings that are compiled in the Authorized Classification andControl Marking Register. Controlled Access Program Coordination Office (CAPCO) MarkingsThe Intelligence Community format for marking classified information consists of nine categories of markings and uses punctuation marks to separate thecategories and series of markings within the categories. (See the grey box below for a listing of the categories.) The categories must be listed in the ordershown in the Authorized Classification and Control Markings Register. Use only the categories and markings required to protect the information. Themarking string below shows the order of the most frequently used categories, punctuation, and a sample of the markings; it is not intended to represent acorrect overall classification marking.US Overall CLASSIFICATION. Conspicuously place theclassification line at the top and bottom of each pagein uppercase letters. A double slash separatescategories. When necessary, break the line after apunctuation mark. Mark unclassified documents whentransmitted over a classified system or when theycontain dissemination controls such as FOUO.DISSEMINATION CONTROLMARKINGS. When using multiplemarkings, separate them with asingle slash. List in order shown inmarkings register. LES and FOUOmay not be used in the overallclassification line.In the REL TO marking, always list USAfirst, followed by other countries inalphabetical trigraph order. SI and COMINT are synonymous; may use SI orCOMINT in this line, but must use SI in portion markings.FOREIGN GOVERNMENTINFORMATION. Overall Classification Markings:The highest level of classified information contained in a document shall appear in a way thatwill distinguish it clearly from the informational text. At a minimum, the overall marking willcontain the overall classification and either the declassification date, automatic declassificationexemption, or MR (for manual ORN//25X1SECRET//REL TO USA, NZL, NATO//MRDocuments containing Foreign Government Information shall carry an overall classification levelof either the U.S. classification or the U.S. equivalent of the FGI classification, whichever ishigher.Each interior page of a classified document shall be marked at the top and bottom either withthe highest level of classification of information contained on that page, or with the highestoverall classification of the document.Manual Review (MR) is: Used where the information is to be declassified on the occurrence of a specific event Used for derivatively classified documents where the “Declassify On” line with “Sourcedocument is marked “Originating Agency Determination Required” or “OADR” Used in cases where E.O. 12958 requirements are superseded by statute, treaty, orother agreement Required with the DoE markings Restricted Data and Formerly Restricted Data Used on all NATO and Non-US classified informationNOTE: MR is only used in the classification markings at the top and bottom of the page.It is not used in the classification/declassification instructions at the bottom of the firstpage.Authorized for Release To (REL TO): Identifies classified information that an originator has predetermined to be releasablethrough established foreign disclosure procedures and channels to the foreign country orinternational organization indicated.May be used only with Top Secret, Secret, and Confidential.Cannot be used with NOFORN on page markings.
