As many of you mayknow, I will be leaving the CDTFon 8 April and returning to myposition at the New York StateIntelligence Center with the NewYork State Police. I will continueto serve as the JFHQ-J2 on the MDay side of the house.the intent of highlighting the accomplishments of our organizationand its Soldiers and Airmen. Alltoo often we overlook or simplydon’t hear of the many contributions you make to New York’sLEAs and CBOs on a daily basis.This newsletter will serve to tell theCDTF’s story and I welcome yourinput and suggestions to make thisan excellent product. Again, it’sbeen my honor to work with you,and thank you for all you do everyday not only for our partner agencies, but for the NYNG and thepeople of our State. Iencourage you to talk toother Analysts or Civil Operators and develop thosenetworks.vantage of the training that’savailable. I highly encourageyou to capitalize on them ifthey are going to benefit youand your mission. However,I am going to reiterate theimportance of prioritizingand justifying the need forcertain training events. Donot allow these training opportunities to interfere withyour M-Day schedule or thesupport you provide to yourrespective agencies. You arenot going to be of much helpto them if you are TDY every other week.There are a lot of greatCounterdrug training opportunities available throughoutthe year. It is great to see somany members taking ad-Our program is providinginvaluable assistance acrossthe state on a daily basis to agreat number of agencies.We have members that aredoing some really great work. It isimperative that we capture this.Whether it is through end of monthreports, seizure reports, or newsreleases, it is critical that we shareour story and capture your efforts.We are in the last quarter for evaluations. He servedas Chief of Staff of the NewYork Air National Guard from2010 to 2015 and played a keyrole in coordinating New YorkAir Guard participation in theNew York National Guardresponse to Tropical StormsIrene and Lee in 2011 andSuperstorm Sandy in 2012.German has also served in theOffice of the Secretary ofDefense, Reserve Affairs asthe Department of DefenseLiaison Officer to the NationalScience Foundation. He recently completed a 30 dayassignment as Acting Directorof the Air National Guard.German is a master navigatorwith over 4,900 flying hoursin the C-130 Hercules andother aircraft.As Adjutant General of NewYork, German will be responsible for the readiness andtraining of the 10,300 members of the New York ArmyNational Guard and the 5,600members of the New York AirNational Guard.The Adjutant General is alsoresponsible for the New YorkNaval Militia, a force of 2,900personnel, the bulk of whomare currently serving membersof the Navy, Marine Corps,and Coast Guard Reserve whoalso volunteer to serve on stateduty during emergencies.Another 600 people serve asvolunteers in the New YorkGuard, a state force that assists the National Guard during emergencies.German holds a degree fromSUNY Oneonta and is a graduate of the United States Naval War College and the Senior Reserve Component Officer Course, Carlisle Barracks, Pennsylvania.Among his awards are theLegion of Merit, the Meritorious Service Medal, the AirForce Aerial AchievementMedal, the Combat ReadinessMedal, the Antarctica ServiceMedal, the National DefenseService Medal, and the Humanitarian Service Medal.German lives in Oneonta withhis wife Diana. The goalof this publication is to have apredictable, practical way ofkeeping CDTF members informed of what is going onaround the state as well asallowing outsiders a glimpse ofwhat we do. Through this bulletin, we will introduce newmembers to the NYNG CDTFas well as say farewell to departing colleagues. We willdiscuss important proceduresthat individuals may not beaware of or remind you ofreoccurring tasks that must becompleted. There will also bestories of accomplishments ourmembers have reached individually and collectively as a team,or we might even discuss eventsconducted within communitiesand with other organizations.There will also be congratulatory articles on well-deservedachievements and last hoorahsfor those who are retiring. Wein the spring of 2012. Halfwaythrough deployment, CPTMoeller become a CavalryTroop Executive Officer andbegan preparing his Troop forredeployment. Following completion of redeployment andTroop reset, CPT Moeller became the Squadron Maintenance Officer. CPT Moellertransitioned from active dutyand joined the NYNG in summer 2014 as an Officer Candidate School instructor with theRTI. In spring 2015, he joinedthe 2-108th and began the transition of taking command.Counterdrug Task Forcehere at the (newly formed)Public Affairs Office wouldalso like to encourage anyoneto feel free to pass along anyinformation, stories, or photosthat may be of any interest toothers across CDTF throughthis pamphlet. TSgt Stephen J GirolamiJ3 / Civil OperationsCaptain Joseph J. Moeller, anative of Lake Luzerne, NY, wascommissioned as an Armor Officer through ROTC, while alsograduating as a distinguishedmilitary graduate in 2010 atNorwich University, VT.Captain Moeller completed theArmor Officer Basic Course andthe Army ReconnaissanceCourse at Ft. Knox, KY. His firstassignment was with the 8-1Cavalry, 2nd Brigade, 2nd Infantry Division at Joint Base LewisMcChord, WA in 2011 where heserved as a cavalry scout platoonleader. In the summer of 2011,CPT Moeller attended the Reconnaissance Surveillance Leaders Course at Fort Benning, GA.Upon completion and certification at the National TrainingCenter, he deployed in supportof Operation Enduring Freedomin Kandahar City, Afghanistan,Captain Moeller’s militaryeducation includes the ArmorOfficer Basic Course, Air Assault, Army ReconnaissanceCourse, Reconnaissance andSurveillance Leaders Course,Tactics Certification Course aswell as attending the ReserveComponent Maneuver Captain’s Career Course.Captain Moeller’s awards anddecorations include the BronzeStar Medal, Army Commendation Medal, National DefenseService Medal, AfghanistanCampaign Medal, Global Waron Terrorism Medal, ArmyService Ribbon, Overseas Service Ribbon, NATO Medal,and Air Assault Badge.Captain Moeller resides inBallston Spa, NY, with hiswife Nichole.CPT Moeller was a Civil Operations project officer from Augustof 2014 until September 2014;he was then brought on in January 2015 as the Civil OperationsOIC and became the Operations(J3) OIC in January 2016.Civil Operations:Civil Operations is a multifaceted initiative that focuses on drugabuse prevention and communitystrengthening. Working in conjunction with the NY Office ofAlcohol and Substance AbuseServices (OASAS) and Prevention Resource Centers (PRC),Civil Operators provide uniquemilitary skills to communitybased organizations and coachthem into finding local solutionsto local problems. Civil Operators provide resources to oftenunderfunded organizations withthe intent of serving as a forcemultiplier; some resources include: the military decision making, troop leading procedureprocess, strategic preventionframework implementation, datasharing enhancement betweenlaw enforcement and the coalitions, community assessment toidentify the communities rootcause issue (using ASCOPE andPMESII-PT), and kaizen selfassessment.Civil Operations also manageslinguist missions. We currentlyhave three dedicated linguists onCheck us out at: http://dmna.ny.gov/counterdrug/the program who speak Russian, French, and Mandarin.One of their missions is in supporting translation of KansasUniversity’s Community ToolBox, an online resource thatcontains over 7,000 pages ofpractical information for community assessment, strategicplanning, evaluation, and sustainability. The CommunityTool Box is currently used byover five million users in 230countries. Our linguists supportthis mission by translating thedocuments in order to reach abroader audience and makeprevention assets more available worldwide. CDTF linguistsalso provide direct support tolaw enforcement agencies bytranslating material and assisting them with cultural understanding associated with thespecific language.A major need state wide hasbeen prescription pill drop boxes. We have identified over 20counties in New York with noprescription pill drop boxes,and many other counties havetwo or fewer drop boxes. Governor Cuomo and NYNGCDTF have identified prescription drug usage as one of thehighest threats to New York.With the lead of Civil Operations, a mission is underway toget prescription pill drop boxesin every county and get helpcommunities dispose of themproperly to keep these drugs outof the hands of people who arelooking to abuse them.

Volume IV, Issue 1Page 4Civil Ops Drop Box ProgramTSgt Crouse is the state NCOIC forthe Prescription Drug Drop BoxProgram within the NYNG CDTF.The program is designed to collectand dispose of expired and unusedprescription medications anonymously and safely, decreasing thechances and likelihood of drugsbeing abused and trafficked in ourcommunities. Prescription drugabuse is the second biggest narcoticproblem facing our communitiesbehind heroin.TSgt Michael Crouse, an Aeromedical Evacuation Technicianwith the 139th AES since 2007,was a full-time member of109AW Base Honor Guardfrom 2009-2014 and still servesas Cadre for the 109th AirliftWing Student Flight. He has aBachelor's Degree in Business,Management, and Economics.Our Civil Operators are a key component working with local LawEnforcement Agencies and coalitions throughout the state, implementing, and coordinating thismission. The initial goal is to have aminimum of one drop box in everycounty and a more accessible number of drop boxes for counties whopresently have them. TSgt Michael CrouseAn example of the many boxes thatare being distributed across thestate through the Prescription DrugDrop Box Program. The goal is tohave a minimum of one box in everycounty by 2 September 2016.MSgt Jessica Ramirez and TSgt Michael Crouse stand bya Prescription Drug Drop Box (similar to receptaclesCDTF will help facilitate placement throughout NY state),located in the lobby of the New York State Police Troop GHeadquarters, in Latham New York on 15 March, 2016.Counter Drug Detection Unit (CDU)He is currently the 109th MedicalGroup First Sergeant.MSgt Jason S. Robelotto servesas the noncommissioned officerin charge (NCOIC) of the Counterdrug Detection Unit (CDU)for the New York CounterdrugTask Force. The CDU is a threeperson unit that is comprised of amultitude of counterdrug detection assets that are available toassist law enforcement agencies.MSgt Robelotto enlisted in theNew York Air National Guard,109th Airlift Wing in 2003 andwas assigned to the AeromedicalEvacuation Squadron, MedicalMateriel’s section until 2015.MSgt Robelotto grew up in SandLake, New York and has been apolice officer since 2000; he isemployed by the Rensselaer County Sheriff’s Office as a patrolsergeant and a general topics instructor, defensive tactics instructor, and a certified K-9 handler.MSgt Robelotto is also a volunteerfirefighter with the Averill ParkSand Lake Fire Department.(Unit Supply Specialist) for EchoCompany 427 BSB. SPC Long joinedthe Counterdrug Task Force in July of2014 working in the J4 section andthen transitioned to the CDU team inAugust of 2015. In his new role, SPCLong assists in the tracking of all illicitdetection equipment for the programand operation of the Rapiscan.assigned to E 427 BSB. SGTVanderwerken was hired to work withthe New York Counterdrug Task Force(NYCDTF) as a Rapiscan GaRDSMobile operator in March 2015. Aspart of the newly formed CDU team,he tracks all of the illicit detectionequipment utilized by members of theNYNG CDTF, as well as maintainingand operating the GaRDS-Mobile.SGT Robert Vanderwerken enlisted inthe Army National Guard as an 88M(Truck Driver) in April of 2009. Certain SelectedReservists also have some eligibility under the Post-9/11 GIBill. Go to the VA’s website toread about all of the eligibilitycriteria.Early on, one of the proposedHouse of Representative changes to the New GI Bill wouldhave lengthened the time servedfrom six years to ten before atransfer request could be submitted. The follow-on commitment would have changed fromfour years down to two. However, in the final bill approvedby the House, that change wasthrown out and left at six andfour years, respectively.The Changes - The changethat did make it through theHouse and is causing quite astir, was cutting the MonthlyHousing Allowance (MHA) fora child using transferred Post9/11 GI Bill benefits in half.Under the current rule, a dependent child receives full authorized MHA based on the zipcode of the school, the numberof credits taken and tier percentage; the MHA is paid at the E-5with-dependents pay rate.Another provision approved inthe bill is a grandfather clausethat allows education benefitstransferred up to 180 days afterthe implementation date of thechanges, will be paid (or continued to be paid) at the full authorized rate and will not bereduced by half. What does thismean for service members eligible to make a transfer of benefits and have not yet done so:Sooner rather than later is recommended to take advantage ofthis clause.clause and will be paid at thereduced rate.The Senate has yet to addressthe House-approved bill, butthe sense is that the bill willpass “as-is” and the Presidentwill sign it.
