Energy Conservation Education andAwareness Programme (ECEAP)D. Alexandra BlasonEnergy Efficiency Study SFA 2006Saint Vincent & the Grenadines12th December 20111

Context: Energy Efficiency Study SFA 2006EU funded project aiming at identifying potential forenergy savings in government owned buildingsImplementation period: January-November 2010Activities:Energy audits in 70 facilitiesEnergy management planEnergy consumption forecastEnergy Conservation Education and Awareness Programmefor government employees (ECEAP)

Main purposeThe main purpose of the ECEAP wasto support the energy conservation technical measuresby promoting “energy efficient” practices among theemployees of government facilities.3

BackgroundSOME LESSONS LEARNEDPrevious Awareness campaigns in SVGThe National Campaign on Dengue FeverThe Dietary National CampaignThe HIV-AIDS National Campaign, etc.Previous EE Awareness campaignsVINLEC CampaignEnergy saving bulbs campaignExperiences from EE campaigns in other countries(Cuba, Chile, South Africa, UK, USA, )4

BackgroundSOME LESSONS LEARNEDWhat makes an awareness campaign become a success?Insertion in a more ambitious behaviour change programmeSupport from policy and decision makersA successful design phaseUse of well-tailored communication channels and toolsUse of good-quality monitoring and evaluation tools5

Analysis and Segmentation of AudiencesCampaign targets Government employeesChosen target sub-group statistics448987016TopManagement151Middle line115Operating staffSupport and Maintenancetechnical staffstaff6

Analysis and Segmentation of AudiencesSub-groupsCharacteristicsImplicationsTop ManagementThis is the smallest sub-group ( - 20 persons) ofour target audience, composed of the highest levelSVG’s political decision makers: Prime Minister,Governor, Members of SVG Cabinet (ministers) andpermanent secretaries. Educational activities via formal channels(memorandums, formal interventions in SVG Cabinetmeetings, etc.).Middle managementOperating staffThis group included - 160 intermediate managers(department or unit directors) in charge of takingoperational decisions and passing information(top-down/bottom-up).This is the largest group, composed of -5000 civilservants in charge of operational tasks in differentfields (specialists, researchers, doctors, teachers,etc.). Educational activities (workshops, conferences anddiffusion of scientific information) via formal channels(memorandums, circulars, official invitation andletters). They could be also motivated by an EE competitionand the EE label. Other events such as the EE weekwould also be motivation. Attractive graphic mass communication campaign andmass communication events, such as the EE week orthe EE competition.7

Analysis and Segmentation of Audiences Characteristics : Energy Efficiency Quiz (EEQ) on a sample of 125 employees8

Analysis and Segmentation of AudiencesEMPLOYEES’ KNOWLEDGE OF ENERGY MATTERSMain Findings:Good knowledge of SVG energy mix: 68% of questioned people markedright answer89 % of questioned employees did not know the annual electricityconsumption / the monthly energy cost in their work placeConfusion about principal energy consumers: most of the questionedemployees consider “computers” are the principal energy useMotivation : decreasing energy bill, climate change, air pollutionLack of visibility of Government’s initiatives: 60 % didn’t answer oranswered “don’t know”9

ImplementationGENERAL OBJECTIVEMain goal is to raise awareness of the importance of everydayenergy efficient uses and behaviours in preserving theenvironment and reducing the impact on the climate changeamong civil servants and other employees of governmentowned buildings.10

ImplementationSPECIFIC OBJECTIVESSpread information and educate people on economic andenvironmental effects of non-renewable and non-efficientenergy usesPromote everyday energy efficient practices and show theireconomic and environmental impactPromote the EE Programme of SVG Government11

ImplementationAPPROACH1. Segmentation of audiences2. Schedule for the campaign implementation Limited period of time (2 years)o Step 1:education actions (decision makers, opinion leaders andmore concerned employees)o Step 2:mass communication actions (the rest of civil servants).(The ECEAP could be considered as a pilot initiative for a future EE national or regional awarenesscampaign)12

ImplementationAPPROACH3. Three ideas to captivate people’s attention “Think global” and “act local” “Act now” The link between “present” and “future”13

ImplementationAPPROACH4. Three types of messages DID YOU KNOW? The necessity of energy conservation by explaining the impact ofthe energy consumption on the environment and SVG economy WHAT CAN I DO? How people consume energy in their life and every day energysaving solutions. WHAT THE GOVERNMENT DOES? The investment options for saving energy with a goodreturn rate14

ImplementationAPPROACH5. An attractive name, slogan and visual identity6. Innovative communication tools Posters,Screen savers,T-shirts,Etc.15

ImplementationCONCEPTUAL AND VISUAL IDENTITYProposal for the ECEAP Mascot16

ImplementationCONCEPTUAL AND VISUAL IDENTITYProposal for ECEAP Slogan National Competition : Shortlist of 5 “candidates” from over 30submissions1. Everyone switch one for a brighter future.2. Energy Efficiency means less environmental impact, act today save tomorrow !3. Act without delay ! For a brighter tomorrow, Conserve EnergyToday !4. Start switch off today or tomorrow we’ll surely pay !5. Saving Energy Today Ensures a Brighter Tomorrow : Ask How,Conserve Now!17

ImplementationCONCEPTUAL AND VISUAL IDENTITYProposal for the ECEAP Name and Slogan Consultant’s proposal“Save SVG Energy”This name summarizes the idea of “urgency” and makes a link betweena global problem (Save Energy) and the local context (in Saint Vincent &Grenadines).“Act now for a brighter future”18

However, energy conservation retrofits and better design are only part of the answer. Energy efficiency through education, awareness, and involvement is the key to a successful energy management program. Energy management needs support at all levels, from the Building Energy Conservation Officer (BECO) to the Commander.

This principle is called the principle of conservation of energy and is expressed as T 1 V 1 T 2 V 2 Constant T 1 stands for the kinetic energy at state 1 and V 1 is the potential energy function for state 1. T 2 and V 2 represent these energy states at state 2. Recall, the kinetic energy is defined as T ½ mv2. CONSERVATION OF ENERGY .
