CENTER FOR GOVERNMENT SERVICESTHE NEW JERSEY LOCAL HOUSINGAUTHORITY AND REDEVELOPMENTAGENCY (NJ LHARA) TRAINING PROGRAMThe New Jersey Redevelopment and Housing Law of 1992requires all commissioners and executive directors of localpublic housing authorities and redevelopment agencies tocomplete a comprehensive training program consisting ofrequired and elective courses. Under NJSA 40A:12A-45,commissioners must complete their training within 18 monthsof appointment and executive directors within two yearsof appointment. A certificate of recognition is awarded toparticipants who successfully complete the program.The complete course of study provides commissioners andexecutive directors with the opportunity to enhance theknowledge and skills necessary to oversee and administer theoperations of housing authorities and redevelopment agencies.This series of courses is designed to clarify the scope ofauthority and the decision-making responsibilities of bothpositions. It also familiarizes commissioners and executivedirectors with state-of-the-art techniques and procedures formanaging public housing units and redevelopment activities.Required courses are tailored specifically to the needs ofeither commissioners or executive directors, while most ofthe electives are designed for both audiences. Many of thetopics also should be of interest to housing authority andredevelopment agency staff members, including counsel, andthey are encouraged to attend relevant sessions.PROGRAM PARTNERSThe curriculum was developed by the New Jersey Departmentof Community Affairs (NJDCA) in consultation with the PublicHousing Authority Training Advisory Committee and theCenter for Government Services (CGS) at Rutgers, The StateUniversity of New Jersey. HUD’sasset management mandate is explained, and the numerousdecisions and actions that must be taken by public housingauthorities to comply with the requirements contained in24 CFR 990 are discussed. This course is an electivefor housing authority (HA) executive directors and HAcommissioners. It is offered once per year.Design Principles for Redevelopment Projects – 3 HoursThis half-day session provides a brief introduction to stateplanning policies, past and present. It focuses on “bricks andmortar” policies that promote compact, mixed-use, humanscale, and pedestrian- and transit-friendly developmentNO. 3NJ LHARA TRAINING PROGRAMin our downtowns and neighborhoods. The presentation,which combines slides, lecture, and hands-on exercises, isparticularly relevant for redevelopment agency executivedirectors. This course is an elective for HA executivedirectors, redevelopment agency (RA) executive directors,and HA commissioners. It is offered once per year.Executive Housing Management – 12 HoursThis two-day program offers executive directors the opportunityto improve their administrative and leadership skills.Organizational and behavioral issues are analyzed in thecontext of the key functions of the position, including planning,staffing, and managing. Personnel management is emphasizedand topics such as time management, conflict resolution, andteam-building are covered. This course is required for HAexecutive directors. It is offered once per year.Ethics – 6 HoursThis full-day session focuses on the nature of the public trustand the “rules” for ethical behavior that are relevant for publichousing authority and redevelopment officials. New Jerseylaw and U.S. Department of Housing and Urban Development(HUD) regulations are examined and applied to ethical issuesusing a case study approach. This course is required for allexecutive directors and commissioners. It is offered fouror more times per year.Financial Issues and Procedures – 6 HoursFinancial issues are central to the public housingcommissioner’s responsibilities. This one-day program coversthe basic accounting and legal requirements imposed byHUD and NJDCA in plain language so that commissioners willclearly understand their fiduciary obligations on behalf of thehousing authority. The budget preparation process, as well asreporting and audit requirements, are reviewed in detail. Thiscourse is required for HA commissioners. It is offered fouror more times per year.Financial Management – 6 HoursThis one-day course offers executive directors a “big picture”approach to fiscal resource management, including guidanceon the implementation of HUD’s asset management rules.The implications of HUD funding requirements are consideredalong with New Jersey’s Local Authorities Fiscal Control Act.Budget preparation, financial reporting and the audit processare discussed in practical terms. This course is required forHA executive directors. It is offered once per year.NO. 4

CENTER FOR GOVERNMENT SERVICESLegal Issues – 6 HoursThis seminar is intended to provide a practical overview ofstate statutes and federal legal requirements pertaining tohousing authorities. Six major topic areas are covered: tenancyand evictions, Section 8 contracts and leases, personnelrights and responsibilities, contractual agreements, generallitigation and liability, and the federal Fair Housing Act. Thiscourse is an elective for HA executive directors andHA commissioners. It is offered once per year pendingavailability of content and instructor.Maintenance Management – 6 HoursMaintenance management includes such diverse topicsas budget preparation, staffing, quality control, workordersystems, resident involvement, and insurance and liability.This one-day program addresses each of these issues anduses examples of well-maintained public housing authoritiesto illustrate the concepts learned. The impact of HUD’sasset management approach on maintenance operationsis discussed. This course is required for HA executivedirectors. It is offered once per year.Negotiating Redeveloper Agreements – 3 HoursEvery redevelopment project is different, and the terms thatan agency may be able to negotiate with a potential developervary greatly. In this three-hour session the nuts and bolts ofnegotiating agreements with redevelopers are discussed, andagreement language is analyzed. The extent to which varioustypes of projects can support specific developer contributionsor require governmental assistance also is evaluated. Thiscourse is an elective for RA executive directors. It isoffered once per year pending availability of content andinstructor.Planning and Development of Affordable Housing– 6 HoursNontraditional development opportunities for housingauthorities and redevelopment agencies are explored in thisone-day course, including housing provided under the state’sMount Laurel requirements. Strategies for developing housingwithin a wide range of affordability are discussed, and thehousehold income levels established by various federal andstate programs are described. Specific attention is givento “how-to” tips for establishing and working with nonprofitcorporations. This course is an elective for HA executivedirectors and HA commissioners; it is a required coursefor RA executive directors. It is offered twice per year.NJ LHARA TRAINING PROGRAMPrinciples of Redevelopment – 6 HoursHousing authorities and redevelopment agencies havea stake in the creation and maintenance of safe, livableneighborhoods and the expansion of economic opportunitiesin their communities. This course offers a comprehensiveoverview of the redevelopment process along with theplanning and financing strategies that are essential tosuccessful revitalization efforts. This course is required forRA executive directors, executive directors of HAs thatare also RAs, and RA commissioners; it is an electivefor executive directors of standard HAs and for HAcommissioners. It is offered two or more times per year.Procurement and Contract Management for ExecutiveDirectors – 6 HoursThis one-day course familiarizes participants with the“Model Statement of Procurement Policy for Public HousingAuthorities Operating in New Jersey.” This policy provides acomprehensive approach to implementing federal and stateprocurement regulations and merges them into a singlehandbook. Participants learn how to use the model policy aswell as other sources of procurement law and regulations.Procurement and contract officers as well as PHA counselare encouraged to attend. This course is required for HAexecutive directors. It is offered once per year.Procurement for Commissioners – 6 HoursThis one-day course provides commissioners with a basicunderstanding of their role in establishing procurementpolicy and monitoring the housing authority’s expenditures.HUD regulations and New Jersey procurement laws arereviewed with a focus on the oversight responsibilities of theboard of commissioners. This course is an elective for HAcommissioners. It is offered once per year.Public Housing Assessment System and Section EightManagement Assessment Program (PHAS and SEMAP)– 5 HoursThis session covers the Public Housing Assessment System(PHAS) and the Section 8 Management Assessment Program(SEMAP). The indicators in both evaluation systems areexplained in detail, including how each is measured andgraded. The use of PHAS and SEMAP as management toolsfor improving housing authority performance is highlighted.This course is required for HA commissioners; it is anelective for HA executive directors. This usefulprogram addresses these questions and more, including imagebuilding and managing the media during a crisis. The roles ofthe commissioner and the executive director in dealing with themedia are discussed, and many “how-to” tips are given. Thiscourse is an elective for HA executive directors and HAcommissioners. It is offered once per year.Skills for Commissioners – 6 HoursThis one-day seminar clarifies the commissioner’s role andfocuses on the management and communication skills requiredto be an effective board member. Topics include the historyof public housing, ethical considerations, setting policy vs.administering policy, and the board’s relationship with theexecutive director. General board development issues suchas effective communication, cooperative decision-making, andproblem-solving techniques also are covered. This course isrequired for HA commissioners. It is offered four or moretimes per year.Strategic Planning – 6 HoursThis course provides a basic understanding of strategicplanning concepts and the critical elements of a successfulplanning process. The requirements of HUD’s 5-Year AgencyPlan and Annual Plan are reviewed, and a step-by-stepapproach to developing both plans is presented. The executivedirector’s leadership role and the board’s responsibilitiesare identified and discussed in practical terms. All of thetopics are presented in the context of asset managementand project-based accounting requirements. This course isrequired for HA executive directors; it is an elective for HAcommissioners. It is offered once per year.Tenant-Based Assistance Programs – 6 HoursThis full-day course provides an overview of the HousingChoice Voucher program and presents basic informationabout the operational requirements.
