Instructions for the Conduct of Controlled AssessmentIntroductionFor the purpose of this document, the Head of Centre, Principal of the College orthe Chief Officer is the named person who takes ultimate responsibility for qualityassurance within the centre and will be referred to as ‘Head of Centre’ throughoutthe document.All centres must have relevant approval from Pearson before offering theEntry Level Functional Skills (FS) qualification. This can be clarified by emailing:ukapproval@pearson.comThe Head of Centre is responsible for ensuring the proper conduct of theassessments for Entry Level FS, although they may delegate certain tasks asnecessary. Please contact us if a situation arises that is not covered by thisdocument. Contact details can be found on our rt/contact-us.htmlThis document covers the conduct of the controlled assessments for FunctionalSkills Mathematics, English and ICT at Entry 1, 2 and 3.For procedural matters not covered by this document (for example, how andwhen to make registrations) please refer to the Information ries-information-manual.htmlThe assessments are graded as either ‘pass’ or ‘fail’, however, centres must referto the Guidance/Instructions for Assessors and accompanying mark schemeswhen marking controlled assessments and for the set pass mark. Any correspondence relating to the assessments should beaddressed directly to your allocated Standards Verifier unless otherwise instructedby Pearson.Safe custody of assessment papersand other materialsThe live assessment materials for Entry Level FS can be accessed, once learnerregistrations have been made, by clicking on the secure ifications/secure-tests/functionalskills.htmlOnly the Examinations Officer and Examinations Assistants (as allocated perrole on Edexcel Online) have access to the live materials.Live assessment materials include: controlled assessment tests, correspondingmark schemes, Guidance/Instructions to Assessors and Entry Level FS ICT datafiles. These materials must be checked carefully once printed, and Pearsonnotified immediately if there are any problems or if the assessments cannot beaccessed. Refer to the Appendix section at the end of this document for a full listof Pearson contact details.Please note: Controlled assessment queries, i.e. the content of the assessmentmaterials, must not be emailed as the content is secure and emailing any part of itis considered a breach of security – if you have a query about the content of acontrolled assessment test, please contact us stating your name and contactdetails, and request for one of the team to contact you directly via phone todiscuss your queries.It is the responsibility of the Head of Centre to ensure that the assessmentpapers are locked away in a place of high security after they have been printed.Centres are not allowed to download and store any live assessments on their5Version 1.1 - September 2020 / DCL1 Public

All assessment materials are considered ‘live’ until Pearson has givenwritten confirmation of the release of the set as practice papers.Assessments should be printed shortly before each cohort attempts theassessment to ensure that the most recent version is used. Centres should printassessments on demand and only as required to ensure only valid controlledassessments are sat by learners. Please refer to the timelines below and in thenext chapter of this document.We understand that it is not always possible to print the exact number ofassessments from the website. Photocopies of a master copy (that is printed withevery cohort) can therefore be made. However, centres are required to check thatquestions are still clear and that, where measurements are required, scales arestill correct to ensure learners are not disadvantaged. Pearson is not responsiblefor centres who fail to follow these guidelines.For Entry Level FS, assessments can be printed no earlier than 2 weeks beforethe live assessment is due to take place to allow time for contextualisation.Assessors need to access to the Guidance to Assessors and the controlledassessment tests to decide whether contextualisation is needed.The Examinations Officer is the designated person within a centre who isresponsible for the safe storage, access and delivery of secure assessments.The Examinations Officer should: download assessment materials and keep a record of when and who accessesthem keep them safe and secure prior to administration make them available to assessors and learners at the appropriate time manage the assessment day, ensuring that learner identity is checked and verified,learners receive no help during the assessment period and assessments last for thedesignated time as stated on the assessment paper manage the security and secure disposal of assessment papers followingcompletion of the assessment route completed assessments securely and as appropriate following completion ofthe assessment.Pearson must be informed immediately if the security of the assessment papershas been put at risk by fire, theft, loss, damage, unauthorised disclosure or any6Version 1.1 - September 2020 / DCL1 Public

Refer to the Appendix section at the end of this documentfor a full list of Pearson contact details.Once the assessment has been sat, all assessment papers and scripts must becollected before the learners leave the room to ensure that no controlledassessment tests are accidentally removed.If the assessments are taking place on more than one site, the Head of Centreis responsible for ensuring that: the correct number of controlled assessment tests and supporting materials aredelivered to each site and that security is maintained throughout the terms and conditions on the secure area of the website are followed the transport of assessment materials, if applicable, is secure.Only Examinations Officers and Examinations Assistants can have access todownload the secure materials and only persons authorised by the Head ofCentre may have access to the assessment materials and completed scripts.7Version 1.1 - September 2020 / DCL1 Public

Instructions for the Conduct of Controlled AssessmentConditions for storing assessmentmaterialsIt is the responsibility of the Head of Centre to ensure that the assessments arelocked away in a place of high security and to set out the appropriate terms ofauthorisation for members of staff.Assessment materials must be stored in a safe or a cabinet in a securely lockedroom conforming to the secure storage requirements below.Requirement RecommendationStrong safe or security cabinet ormetal cabinet with locking bar,bolted to wall or floor 2 or 3 key holders only Secure room in a fixedbuilding, i.e. not a Portakabinor similar Walls, ceiling and floor ofstrong, solid construction Solid door Strong, secure hinges Security lock, e.g. 5 lever mortiselock 2 or 3 key holders onlyThere must be at least 2 keys ratherthan 1 key with 2 or more membersof staff with access to it. Centresmust not keep a spare set of keysin a cabinet or safe which can beaccessed by members of staff whoare not involved in examsadministration. Instructions for the Conduct of Controlled AssessmentFor exceptional circumstances regarding storing assessments materials pleasecontact us for further guidance prior of the SV visit takes place.Assessment materials should be printed as close as reasonably possible to thedate the assessments take place and be kept secure at all times.In order to conduct live assessments for each assessment session, centres arerequired to: accept the terms and conditions on the secure assessment website ensure that for each assessment session for Entry Level FS: the assessments are printed from the secure site no earlier than 2 weeksbefore the controlled assessment taking place the assessments are contextualised as required the assessments are sealed inside envelopes the sealed envelopes are stored securely the assessments are not opened until the time of the assessment provide a copy of the Guidance/Instructions to Assessors to authorised Assessorsprior to the day of each assessment sitting.Centres must have a tracking system for recording when assessment materials aretaken from secure storage and when they are returned to ensure that theassessment materials remain confidential.Please note: Centres are reminded that completed learner assessments shouldbe kept securely both before and after they have been verified by the StandardsVerifier. Instructions for the Conduct of Controlled AssessmentConditions for transportingassessment materialsAssessment materials should not be moved until immediately before thescheduled assessment time. Unless the assessment is scheduled for Monday 8amand as long as the sub-site is within reach, there is no problem with moving theassessment materials on Monday morning. If the sub-site is a considerabledistance away, the assessment materials can be transported, provided that: the alternative site has secure storage to keep the papers until the scheduledassessment assessment materials are sealed in a secure envelope assessment materials are transported by a responsible member of staff who hassight/hold of the sealed envelope at all times during the transport. In exceptionalcircumstances, and when this is not possible, centres will need to contact us inorder to get approval to use a recorded delivery postal method such as Royal Mailrecorded delivery services a transport log is kept (there is no template that we give centres, a spreadsheet or aWord-table would be enough, as long as the following information is captured:names of all people handling the papers, times when the papers were removedfrom secure storage, means of transport and security measures taken, trackingnumber log when approval to use a postal delivery method has been granted, timeof arrival in sub-site and secure storage arrangements at the alternative site).Scheduling the assessmentsAssessments may take place at any time and on any date.The Head of Centre must take all reasonable steps to ensure there is nopossibility of collusion between learners taking assessments at different times,or between learners and anybody else with access to the assessment papers.Entry Level FS Assessment Record and Authentication SheetOne form for each learner needs to be completed and signed by the learner andAssessor/Invigilator for each controlled assessment sat. Instructions for the Conduct of Controlled AssessmentRe-sit rulesEntry Level FS Maths, Entry Level FS ICT, Entry Level FSEnglish Reading and WritingLearners who do not pass the assessment the first time and wish to sit it again, mustre-sit the whole assessment (using a different paper) no earlier than 14 days fromtaking the original assessment.If the learner should fail the assessment again, they will have to wait at least 14days before sitting the assessment again (using a different paper). The testsshould be rotated until the controlled assessment is passed. Centres arerequired to keep a log of controlled assessment tests for each specific learnertaking this course.Entry Level FS English Speaking, Listening & CommunicationLearners who do not pass the assessment the first time and wish to sit it again, canre-sit no earlier than 14 days from taking the original assessment – this means thateach of the activities in Task 1 and the discussion in Task 2 must be different fromthe original assessment. Where a learner has not passed one of the tasks for SLCthey are permitted to retake that task only, providing they passed the other task.No controlled assessment tests are produced for this component. Instructions for the Conduct of Controlled AssessmentResources for assessmentsThe Head of Centre is responsible for ensuring learners have or are provided withany equipment required to take the assessment, as well as for taking allreasonable steps to prevent learners from having access to any unauthorisedequipment or resources.The Head of Centre is responsible for ensuring that the centre has appropriateand secure reprographic facilities so that learners are able to use assessmentpapers that have been printed or photocopied to a high standard.Learners should only have access to items specified in the Guidance/Instructionsfor Assessors and must not have access to anything that could compromise theintegrity of the assessment.Please refer to the JCQ Access Arrangements, Reasonable Adjustments and SpecialConsideration document for further information. This document can be found onthe JCQ website: www.jcq.org.ukLearners must be informed that possessing any unauthorised equipment orresources during the assessment, whether intended for use or not, may resultin disqualification.In particular, learners must be instructed to switch off any mobile phones andother devices with access to the internet, and hand them to invigilators beforethe assessment begins, unless the use of this equipment is a requirement of theassessment.Learners should be made aware that the controlled assessment tests may beused for any rough notes. No additional loose paper may be provided tolearners and learners must not, under any circumstances, take any work ornotes away with them after the assessment.For the Speaking, Listening & Communication unit, notes can be made as per thetest instructions, but these must be collected by the invigilator at the end of theassessment activity.12Version 1.1 - September 2020 / DCL1 Public

Instructions for the Conduct of Controlled AssessmentAccommodationThe Head of Centre is responsible for ensuring all assessments take place ina suitable venue whether on or off the centre’s own premises.The venue must be free from extraneous noise and enable learners to workwithout disturbance or interruption for the duration of the assessment.Any room in which an assessment is held must provide learners with appropriateconditions for taking the assessment. You should pay attention to conditions suchas lighting, heating and ventilation and the level of outside noise.The centre must display the JCQ Warning to candidates and JCQ Mobile Phoneposter and any specific instructions related to the subjects being examined.
