The first edition was met withan extraordinary thumbs up from the village andbeyond. Thank you again for all the kind messagesposted on the hub, sent by email, text, and inconveyed person. Penllyn Community Council haveexpressed their full support for this communityinitiative and made a financial donation to itsproduction. For this reason, we shall be deliveringto Trerhyngyll and are keen to include news fromour neighbouring village in the next edition. Wehave also secured sponsorship for the newsletterfrom Cardiff University’s School of Law and Politics.We are very grateful to both of these organisationsfor their support.In this edition, as we continue to welcomenew residents to the village, we bring you newsfrom our now regular contributors from localschools and groups, as well as up-dates on the ongoing consultation events regarding thes106/Creative Rural Communities Grant bid, andthe never-ending quest for Superfast (rather thansuper slow!) broadband.Most importantly, in 2017, the village will becelebrating the 30th anniversary of our very own BigBuild! 1987 saw the opening of the village hall builtby the community for the community. We canreveal the exciting programme of events forSaturday 16th and Sunday 17th September for all thefamily. Therewill be a full bar, and a quieter area for reminiscingabout those heady days of 1987.16TH-17TH SEPTEMBER 2017It’s the summer of 1987 – Rick Astley is topping thecharts with his smash hit, Never Gonna Give You Up, orperhaps you preferred La Bamba by Los Lobos, bothkeeping Madonna and Michael Jackson off the top slot.Teenagers were swooning over Patrick Swayze in ‘DirtyDancing’, chuckling over Eddie Murphy’s antics inBeverly Hills Cop II, or being unnerved by the latestNam film, Stanley Kubrick’s ‘Full Metal Jacket’. Here inYstradowen, the YCSA were busy putting the finishingtouches to the village hall ready for its official openingon 12th September 1987 by the Mayoress of the Valeof Glamorgan, Councillor Mrs. Evelyn E Lloyd.Sunday 17th September from 10.30amIf you thought Sunday would be a quieter affair, thinkagain! For the children, budding Mary Berry’s canenter the Ystradowen bake-off competition from10.30am, and for younger children there will be facepainting and arts and crafts.Fast forward 30 years, and the YCSA committee arebusy at work again preparing for the 30th anniversaryweekend on 16th and 17th September. It will be a funfilled weekend for all the family so block out thosedates in your calendar, and start the count down.There will also be a chance for villagers toshow off their extraordinary talents at the YstradowenMini-Village Show. Time to get creative! All residents,young and old(er), are invited to enter a range ofcompetitions (see the schedule at the end of thenewsletter for rules, entry form and classes).A raffle will be held on both days will all proceedsbeing donated to the YCSA Committee’s chosen charityfor 2017, Sands (Stillbirth and neonatal deathcharity). This charity supports anyone affected by thedeath of a baby and works to improve bereavementcare and promote research to reduce the loss ofbabies’ lives. www.sands.org.uk If you are a localbusiness and would like to donate a raffle prize, pleasecontact Keris or Corinne. Saturday 16th September from 10.30am For the children, all aspiring magicians will beenthralled by Cool Dude’s Magic Show at 11am. From1pm, the mysterious Science Boffin will be showingchildren how to concoct potions that would rival thoseof Harry Potter, or should that be Hermione Granger. From 10.30am, there will be a range of stallsdemonstrating the immense Arts and Crafts talent thatis cultivated within the hall throughout the year fromVale Photographic, Vale Lace, Cutting Edge, GlamorganQuilters, Goldwork Embroidery, and Ystradowen’sWomen’s Institute. Village Funding progresses toStage 2From 12-1pm, we shall have a village picnic(bring your own food) followed by races, and a mixed 5a side football tournament (weather permitting) onthe MUGA. So if Jessica Ennis-Hill, Usain Bolt, or JonniePeacock are your inspiration, bring along your trainersfor a 1.15pm start.In the last newsletter, we brought you news thatthe YCSA had been successful in proceeding toStage 2 of a bid to draw down funding from theWelsh Government to improve village amenities.The YCSA have been working hard on finalising thenext stage of the bid. Here is an up-date from theGrant Lead, Chris Howard:If dancing is not your style, or you want torelax after the night before, you will want to comealong to Sunday Afternoon Tea from 3-5pm and beserenaded by the soothing voices of Cor Meibion yMachlud, competitors at the International MusicFestival at Llangollen. Tickets 5.In February 2017, a preliminary grant approval wasgiven to YCSA by Welsh Government for a 160,000community project supported by 128,000 of RuralCommunities Development Funding (RCDF). Howeversome complications arose with planning and VATimplications of the YCSA carrying out the works ratherthan the Council.Entrance for all village children and grandchildren forthe entire weekend is free, and costs 2 for visitors.Tickets are 15 each for the Saturday evening dance(7.30pm-12am) and 5 each for the Sunday afternoontea (3pm-5pm). Tickets MUST be purchased in advanceand will be on sale in the village hall on Sunday 3rdSeptember 11-1pm and Monday 4th September from7-9pm. Tickets limited. First come, first served! Forqueries, contact Keris (775640) or Corinne (772930).Following the consultation event in January and furtherdiscussion with the Vale of Glamorgan and WelshGovernment, the following decisions have been takenby YCSA in putting together a detailed GrantApplication that will be funded by Welsh Government.Donations of cakes would be gratefully received forthe Saturday. Please bring along at 10.30am to thevillage hall.The RCDF Application will now include: There will be no parking available in the village hall carpark over the weekend and the pub will be open so itscar park will only be available to clients. SUMMER HOLIDAY ART COMPETITIONWhether you are a budding Constable, Picasso orBanksy, All the children in the village are invited toenter art competition and design a poster for the 30thanniversary weekend. All entries will be displayed inthe village hall. The winning entries for each agecategory and will be chosen by an independent judge.Entries to be submitted to: 3 Badgers Brook Drive,Ystradowen, by Wednesday 23rd August.An Annex to the Village Hall and associated carpark works at an estimated cost of 135,000;Construction of a competitionstandard pétanque piste at Parc Owain at acost of 7,000;Provision of a ‘digital hub’ for communitycomputer access and training at the VillageHall at a cost of 5,000;Purchase of equipment for a communitycinema at the Village Hall at a cost of 10,000;Purchase and installation of HeritageInformation signs at Parc Owain and at acentral site in the village at a cost of 3,000.With regard to the Badgers Brook play area proposalsand the RCDF bid: The Badgers Brook play area has been removed fromthe RCDF Stage 2 Application being made by YCSA. Asub-committee of the YCSA led by Rod Howells andBeccie Morteo is working with the Council to developthe Badgers Brook play area which will take intoaccount the views expressed at the village consultationon the 14th June. The Vale of Glamorgan Council willprocure and finance the play area from section 106funding received from the Edenbrook developers withAll entries should be submitted on an A4 paper. Even the completion homework canbe a real source of frustration for families.The mid-April deadline for completing theFTTP work reported in the spring edition of thisnewsletter has passed. A letter dated 21 July 2017sent to Jane Hutt AM from Julie James AM,Minister for Skills and Science, states that work willbe completed by the end of July with a further 6-8weeks of testing and verification before superfastorders can be placed with a service provider. Wedo hope this is the case and there have beenreported sightings of Openreach vans in the villageover the past few months.The letter explains that this delay has beendue to BT experiencing unforeseen duct capacityissues that were only discovered once engineerswere physically undertaking roll-out work. Therehas also been a need for additional planningapplications to be sought incurring further delays.The letter also claims that BT have confirmed thatsome villagers can already access superfastbroadband with a mixture of cabinet and fibre tothe premises connection. If this is the case, it wouldbe very helpful to know which postcodes areconnected – please email ystradnews@gmail.comand ystradfibre@gmail.com so that we can keeptrack of all developments, however incrementalthey may be.While the news from BT via Julie James issomewhat reassuring, she admits that she is notable to investigate the connection to specificaddresses, or give a definitive connection date.More worrying is that recent correspondence fromBT with Penllyn Community Councillors referred tofurther delays until November. In addition, theletter refers to a one-month open market reviewlaunched in January 2017 by Welsh Government toidentify premises unable to secure a superfastbroadband connection under the Superfast Cymruproject in the first phase allowing them to extendavailability in a second initiative. It also states thatthis was followed by one-month long publicconsultation launched in June to improveinformation on all residential, commercial andpublic sector addresses across Wales. Originallyclosed on 13th July, from the Welsh Governmentwebsite, it appears that the deadline was extendedan expenditure ceiling of 50,000. Once the tendershave been submitted, there will be further consultationwith the village, and work will begin early in 2018. The YCSA will fund 15,600 of the 32,000 neededfor the locally funded element of the RCDF bid. TheVale of Glamorgan Council will fund the remaining 16,400 of the local funding from the section 106receipts. Elements of the project that cannot be funded at thistime will be earmarked for completion in a secondphase as and when funding becomes available, butappropriate permissions will be sought at this stagefrom the Vale of Glamorgan in respect to works at ParcOwain for an Early Years play space and trim trail.We expect to submit the final Grant Application by theend of August and Welsh Government then have 90working days to give us a decision. If the outcome issuccessful we aim to begin works in the spring of 2018.Chris Howard oeseducation@icloud.comOnce again, a huge thank you to Chris Howard,Tony Cheeseman, David Thursfield and RodHowells for their hard work and persistence inprogressing the bid, and their determination tomaximise the funds available to develop facilities inthe village. As you will see, some initial items ofexpenditure planned such as the early years playarea and trim trail in Parc Owain will now becompleted in a second phase. Likewise, furtherequipment may be needed for the Badgers Brookplay area once the outcome of the tenders isknown. The YCSA are committed to exploring otherfunding sources, e.g. Big Lottery Funding, andputting on fund-raising activities over the next 12months to secure these items. If you would like tobe involved in this next phase, please get in touchwith the YCSA.Broadband UpdateThe poor broadband speeds in the villageand the lack of definitive information on when andwho will be connected to Superfast Cymrubroadband network is of major concern to allvillagers, and the frustration is palpable. Someresidents are no longer able to run their businessesor work from home, and are having to find4

This map can be accessed athttp://lle.gov.wales/map/ngaomr2017The concern raised by villagers is that thismap identifies all the premises in Badgers BrookDrive, Close, and Rise (including the newEdenbrook estate), Sandy Lane and Highgrove as'White' premises. These are ‘those in which there isno qualifying broadband infrastructure and none islikely to be developed within 3 years.’Furthermore, the map does not identify many ofthe out-lying premises around Ystradowen. Itmay well be that this map does not reflect morerecent developments, but please do check yourpremise on this map and send feedback toOMR@wales.gsi.gov.ukYou can rest assured that a number ofvillagers are working hard to try to get more clarityon the issue including your representatives onPenllyn Community Council, as well as the villagecontact, Graham Roberts (ystradfibre@gmail.com)Do keep the village and Graham Roberts informedif you are successful with obtaining funds so thatwe can get the best picture possible of what ouroptions are in a rural community.PavementsPenllyn Community Councillors, Morgan Smith andAnn Jarvis, met with residents at Ystradowenvillage hall on the 14th June to discuss the poorstate of the pavements in the village, in particularthe lack of dropped kerbs, and the inability to beable to walk along the pavement from one side ofthe village to the other in its entirety, or toCowbridge. The Councillors have collated the viewsexpressed and will be presenting a report toPenllyn Community Council so that the matter canbe pursued with the Vale of Glamorgan Council.COMMUNITY POLICINGIn June, Penllyn Community Councillors wereintroduced to the new Neighbourhood PolicingOfficer/Swyddog Plismona Cymdogaeth for thearea, PC Sian Roberts (55489). PC Roberts is dueto complete her training shortly and can becontacted on her work mobile (07805 301644).You can also email PC Stuart Elson (4570) who isalso part of the Vale of Glamorgan’sNeighbourhood Policing Team and based atLlantwit Major Police Station onstuart.elson@south-wales.pnn.police.ukThe Welsh Government have also drawnour attention to two funding schemes whichenable residents to secure superfast connectionsusing alternative technology, e.g. 4G. Access Broadband Cymru (ABC Scheme)Provides grants to fund (or part-fund) theinstallation costs of new broadbandconnections for homes and businesses inWales (but not monthly rental costs). Onlynew connections which led to a step change inspeed are eligible, i.e. at least double currentdownload speeds.Following recent posts on the Ystradowen VillageHub, councillors were advised that if members ofthe public have concerns that an offence is beingcommitted (which is not an emergency) then theyshould not hesitate to call 101. You will then beadvised on the next steps to take.Ultrafast Connectivity Voucher (UCV)SchemesAlso available if you wish to upgrade to anultrafast service (100 Mbps downstream,30 Mbps upstream). The scheme provides upto 10,000 to fund (or part-fund) theinstallation costs of new ultrafast connectionsfor businesses in Wales (excluding monthlyrental costs).Facebook Village HubThe Ystradowen Village Hub can be foundon Facebook and now has 249 followers and 225likes.
