For example: I had a friend who alwaysdid something each weekend.He was always somewhere.During football season mySunday excitement was tocall him and ask: "where areyou?" He'd always respondwith an event or a sports barthat I've never heard of orsomeplace that I would admire. I had another friendwho would always reach forthe stars and push himself tothe limit. He would continueto pursue bigger dreams andexpect himself to step up andreach for things other peopledidn't have the ability to do.He passed away living in thecity he loved and with the afamily that cherished. I hadanother friend who was fairlyfearful of change. I used toencourage him constantly toreach for things that he felt hedidn't deserve but to first feelas though he deserved thosethings. He reached for somethings but he was too fearfulto reach for others. But hispriority was to love his familyand take care of them and bea good father. So the things Ifelt he deserved were differentthan what he felt he wantedout of life. He passed awaywith a loving family aroundhim.Now what hurts more, although his death is manyyears in the past, is the deathof my father. He was deprivedbut still made a living. he pursued what he thought wasthe responsible thing and hisphilosophies were mild andsimple. He reached for security and safety. Unfortunately,he could only talk about thethings he wanted. He spokeof doing things he desired todo, always falling short of hisgoals Out of fear. He passedbefore his time and he passedwillingly, as he felt he wasdone here on earth.So I've learned that thereare no limits in life. January 7, 2017- January 13, 20173Scout camp counselorarrestedIE from page 1Lee worked as a camp counselor at a Boy Scout Camp in CedarGlen, in San Bernardino County, during the summer monthsof 2015. The victim attendedthe same camp during June of2015 when he was allegedlyassaulted by Lee at the camp.Detectives conducted a lengthyinvestigation and numerousinterviews of persons who attended or worked at the campduring that time frame. Following that investigation, an arrestwarrant for Sean Lee was obtained on December 30th, 2016,for the charges of PC 288a(b)(1),oral copulation of a minor, andPC 286(f), sodomy of an unconscious victim. Lee surrenderedto the San Bernardino County Sheriff’s Department Chino Hills Station on January 1,2017, and was subsequentlybooked at the West Valley Detention Center.Lee’s bail was set for 100,000. At approximately2108 hours, Lee was releasedfrom WVDC after posting bail.The San Bernardino CountySheriff’s Department is releasing Lee’s booking photographin the event other camp staffor attendees witnessed Lee engaged in unlawful behavior. The lawauthorizes the California Highway Patrol (CHP) to developeducational guidelines relatingto lane splitting in a mannerthat would ensure the safety ofmotorcyclists, drivers, and passengers. In developing theseguidelines, the law requires theCHP to consult with specifiedagencies and organizations thathave an interest in road safetyand motorcyclist behavior.Vehicle Registration Fee(SB 838, Committee on Budget and Fiscal Review): Thislaw increases the vehicle registration fee on every vehicle ortrailer coach from 43 to 53beginning April 1, 2017.EnvironmentalLicensePlate (SB 839, Committee onBudget and Fiscal Review):This law increases the fee forthe issuance of EnvironmentalLicense Plates from 48 to 53,starting July 1, 2017. This lawalso increases the fee for therenewal, retention, transfer, orduplication of EnvironmentalLicense Plates (personalized)from 38 to 43, starting January 1, 2017.Accident Reporting (SB491, Committee on Transportation and Housing): Thislaw increases the minimum financial threshold for propertydamage that is required to bereported to the DMV from 750to 1,000 when a driver is involved in a motor vehicle collision.Vehicle Safety Recalls (AB287, Gordon): This law enactsthe Consumer Automotive Recall Safety (CARS) Act, andrequires the DMV to include ageneral advisory regarding vehicle recalls and needed repairson each vehicle registration renewal notice. This law prohibitsa dealer or a rental car companyfrom renting or loaning a vehiclewith a manufacturer’s recall nolater than 48 hours after receiving the notice—until the vehiclehas been repaired. This law givesa limited exception for a licenseddealer or a rental car companywith a fleet of 34 or fewer loaneror rental vehicles. The law authorizes the DMV to suspend orrevoke a vehicle dealer’s licenseif they violate the CARS Act.Year of Manufacture License Plates (SB 1429, Nielsen): This law expands the Yearof Manufacture (YOM) licenseplate program to include vehicles and license plates manufactured through 1980. This lawbenefits owners of vintage motor vehicles who obtain licenseplates from the year corresponding to the vehicle’s mod-el-year, and wish to use thosevintage plates in lieu of regularlicense plates. Such plates arecommonly found from differentsources, including relatives, garage sales, estate sales, etc. Theprogram will include the blue andyellow license plates issued foruse on California motor vehiclesfrom 1970 until 1980.Background Checks ofDrivers of TransportationNetwork Companies (AB1289, Cooper): A transportation network company (TNC)will be required to perform acomprehensivebackgroundcheck of all their drivers. Thislaw also specifies penalties fora TNC that violates or fails tocomply with this requirement.A TNC will be prohibited fromcontracting with, employing,or retaining a driver if they areregistered on the U.S. Department of Justice National SexOffender public website, hasbeen convicted of specifiedfelonies, or within the previousseven years, has been convicted of a misdemeanor assaultor battery, domestic violence, ordriving under the influence of alcohol or drugs. Any TNC in violation of the specified requirementsis subject to a penalty of not lessthan 1,000 or more than 5,000for each offense.Installing Counterfeit orNonfunctional Air Bags (AB2387, Mullin): This law prohibits knowingly and intentionally manufacturing, importing,installing, reinstalling, distributing, or selling any device intended to replace an air bagsystem in any motor vehicle ifthe device is a counterfeit ornonfunctional air bag system,or does not meet federal safety requirements. The law alsoprohibits selling, installing, orreinstalling any device thatwould cause a vehicle’s diagnostic system to fail to warnwhen the vehicle is equippedwith a counterfeit, nonfunctional, or a case in which no air bagwas installed. This violation is amisdemeanor punishable by a 5,000 fine and/or up to a oneyear in county jail. In June 2012, ISS-CSA replaced ISS-2010, which currently generates inspection recommendations and values in the ISS application used by roadside inspectors to identify and select carriers for inspection. This document has been updated to reflect the December 2012 release of Safety Measurement System changes; however the ISS-CSA has not changed.
