D EPARTMENT O VERVIEWThe Department of Health Services Research, Management and Policy is one of eightdepartments in the College of Public Health and Health Professions at the University ofFlorida. The department consists of faculty with complementary skills and expertise inresearch areas including but not limited to health services research, health policy, healthmanagement, health outcomes, and health economics.The objective of the graduate program is to prepare students to apply theory and conceptsfrom a range of relevant disciplines. The department uses a student-centered approach tomeet the goals of students in their chosen field of study.P H D IN P UBLIC H EALTH , H EALTH S ERVICES R ESEARCH C ONCENTRATIONHealth services research is a multidisciplinary field of inquiry, both basic and applied, thatexamines the use, costs, quality, accessibility, delivery, organization, financing, and outcomesof healthcare services. The objective is to increase knowledge and understanding of thestructure and processes of the healthcare system, and to assess subsequent effects onindividuals and populations. Health services research draws on a variety of disciplines, andintegrates their conceptual frameworks and methods to provide new ways of studying andunderstanding the health care system.The PhD in Public Health, Health Services Research concentration prepares individuals toconduct inquiry that will inform government officials, corporate leaders, clinicians, health planmanagers, and others making decisions about complex health-related problems and issues.Students in the PhD Program learn to apply research methods and scientific knowledge to thestudy of health services organizations and systems.Graduates of our program find career opportunities in academic, private sector, and publicservice settings. For example, some graduates will combine research interests with a teachingcareer and accept academic appointments in a wide range of health-related departments inthe nation’s colleges and universities. Other graduates will pursue health services research inthe context of healthcare delivery and choose employment opportunities with hospitals andhealth systems, managed care companies, the pharmaceutical industry and consulting firms.Finally, graduates may pursue careers in government or other public service entities (such asprivate foundations), whose programs are increasingly dependent upon the findings andmethodologies of health services research.18-19 PhD Student Handbook3

Mainous III, PhDHSRMP Department Chair & Florida Blue Endowed ProfessorDr. Mainous conducted a variety of studies on conditions commonlypresenting in primary care including respiratory infections, diabetes,cardiovascular disease and iron disorders. These studies have been fundedby a diverse portfolio of funders including National Institutes of Health,Agency for Healthcare Research and Quality, the Robert Wood JohnsonFoundation and the Centers for Disease Control and Prevention. Much ofDr. Mainous’ research has focused on improving the delivery of healthcare by attempting to improve detection of disease and providing the rightcare for the right individual.Nicole M. Marlow, PhD, MSPHPhD Program Director & Clinical Assistant ProfessorDr. Marlow received her PhD in Health and Rehabilitation Science with aConcentration in Health Services from the Medical University of SouthCarolina, and she earned an MSPH in Epidemiology from the University ofSouth Carolina. She has worked as a Co-Investigator on grants with NCRR,NIGMS, NIDCR, NCMHD, Abbott Laboratories, AbbVie, Pfizer, and CDC. Herpersonal research interests include the implementation of patient reportedoutcomes for clinical decision support of chronic pain management,comparative effectiveness research in chronic pain disorders, and access tocare issues for patients with functional limitations and disabilities.18-19 PhD Student Handbook4

Valery E. Madsen Beau De Rochars, MD, MPHAssistant ProfessorDr. Madsen provides epidemiologic expertise, investigating, designing,developing, implementing, evaluating, and improving strategies to preventand control disease risk factors and hazardous exposures and to controlepidemics. At the Emerging Pathogens Institute, he is serving ascoordinator for underground research activities in the research laboratorylocated in Gressier, Haiti to answer questions on public health matters inHaiti.R. Paul Duncan, PhDMalcolm and Christine Randall ProfessorDr. Duncan is a nationally prominent health services researcher, bestknown for his studies of access to various forms of medical and dental care.In recent years, much of his work has focused on health insurance and theuninsured. Between 1999 and 2003, he served as Principal Investigator forthree major surveys examining health insurance circumstances in Florida,Indiana, and Kansas. In 2004, Florida completed a replication of the FloridaHealth Insurance Study under Dr. Duncan’s leadership. His most recentresearch includes an 8-year contract with the Florida Agency for HealthCare Administration to conduct an independent evaluation of Florida’sMedicaidreform initiative.Jinhai Huo, PhD, MD, MsPHAssistant ProfessorDr. Huo is a health services researcher and health economist, and his mainresearch interests focus on delivery of health care, health disparities,health policy, and economic evaluation, with a particular focus on thecancer care. He has expertise in utilization, comparative effectiveness andcost-effectiveness analysis using large national claims and surveydatabases, such as SEER-Medicare data, Texas Medicare data, MarketScan Commercial Claims & Encounters data, MarketScan Health RiskAssessment Survey data, Medicare Fee-For Service Provider Utilization &Payment data, and National Health Interview Survey data.18-19 PhD Student Handbook5

Ara Jo, MS, PhDClinical Assistant ProfessorDr. Jo, from South Korea, earned dual Bachelor’s degrees in Economics andin Exercise Science at Ewha Woman’s University, a Master of Science inSport Management at Florida State University and her PhD in HealthServices Research from the University of Florida. With her diverseeducational background, her primary research interests focus on chronicdisease prevention strategies such as screening, physical activity and riskscore, and body composition assessments. She is particularly interested innormal weight obesity and overweight population with high muscle masswho are typically misclassified in health care setting. She is eager tofurther develop her career in developing more accurate risk assessmentfor effective and efficient chronic disease prevention throughmultidisciplinary approaches.Frederick R. Kates, PhDClinical Assistant ProfessorDr. Kate’s research is in tobacco control with an emphasis on water pipetobacco smoking among 18-24 year olds. The South Carolina Public HealthAssociation recognized Dr. Kates with the J. Michael Suber MediaExcellence Award for sharing best pedagogical practices and online coursedevelopment strategies on a YouTube channel dedicated to improving thedelivery of instruction.Estrada’s research interests include the impact of health insurance reiKea Turner, PhDAssistant ProfessorDr. Kea Turner received her PhD degree in Health Policy and Managementfrom the University of North Carolina at Chapel Hill and completed apostdoctoral fellowship at the University of California at San Diego Schoolof Medicine in the Department of Psychiatry. Additionally, Dr. Turner holdsa master’s degree in public health and a master’s degree in education fromthe University of North Carolina at Chapel Hill. Her research interestsinclude implementation science, organizational change, and chronic diseaseand medication management. Dr. Turner has served as principalinvestigator on grants funded by the Community Pharmacy Foundation andthe North Carolina Translational Clinical Sciences Institute and her researchhas been published in a number of high-impact journals.18-19 PhD Student Handbook6

Ashby Walker, PhDResearch Assistant ProfessorDirector for Health Equity Initiatives UF Diabetes InstituteDr. Ashby Walker received her Ph.D. in Sociology from Emory University in2007 and currently serves as the Director for Health Equity Initiatives at theUniversity of Florida Diabetes Institute. Dr. Walker is a member of the NorthFlorida American Diabetes Association Board, as well as an elected memberof the American Diabetes Association National Health Disparities Committeeand the Type 1 Exchange National Racial Disparities Working Group.
