UFC 3-120-1016 May 2018FOREWORDThe Unified Facilities Criteria (UFC) system is prescribed by MIL-STD 3007 and providesplanning, design, construction, sustainment, restoration, and modernization criteria, and appliesto the Military Departments, the Defense Agencies, and the DoD Field Activities in accordancewith USD (AT&L) Memorandum dated 29 May 2002. UFC will be used for all DoD projects andwork for other customers where appropriate. All construction outside of the United States isalso governed by Status of Forces Agreements (SOFA), Host Nation Funded ConstructionAgreements (HNFA), and in some instances, Bilateral Infrastructure Agreements (BIA).Therefore, the acquisition team must ensure compliance with the most stringent of the UFC, theSOFA, the HNFA, and the BIA, as applicable.UFC are living documents and will be periodically reviewed, updated, and made available tousers as part of the Services’ responsibility for providing technical criteria for militaryconstruction. Headquarters, U.S. Army Corps of Engineers (HQUSACE), Naval FacilitiesEngineering Command (NAVFAC), and Air Force Civil Engineer Center (AFCEC) areresponsible for administration of the UFC system. Defense agencies should contact thepreparing service for document interpretation and improvements. Technical content of UFC isthe responsibility of the cognizant DoD working group. Recommended changes with supportingrationale should be sent to the respective service proponent office by the following electronicform: Criteria Change Request (CCR). It providesa succinct reference for interior designers to ensure that all requirements are met.Reasons for Document: Defines the requirements for interior design work on military construction andrenovation projects. Relies on a list of industry and government standards, codes and references; and Provides DoD sources for standards and guidance not otherwise addressed.Impact: Cost impacts are negligible; however, design delays should decrease as allrequirements for all services are now in a single, consolidated document that has beencoordinated with other elements of construction and renovation projects.Unification Issues Each agency has its own procurement process for Furniture, Fixture &Equipment, as directed by the Departments of the Air Force, Army and Navy;refer to Part 5. UFC 3-120-1016 May 2018CHAPTER 1 INTRODUCTION1-1PURPOSE AND SCOPE.This UFC provides general guidance and outlines technical requirements that apply toboth building-related and furniture-related interior design projects, new construction andrenovation projects. The information provided in this UFC will be used by interiordesigners and architects that meet the interior designer qualifications and serves as theminimum interior design requirements. This UFC covers requirements for schematicdesign, design development and construction documents including drawings andspecifications, procurement documentation and project presentations for Design-BidBuild (DBB) and Design-Build (DB) projects.Excellence in design is the primary goal for all projects. Reaching this goal requires acommitment by the Government and designers to a level of quality that includes thecoordinated relationship of interior design with the building design, as well as the detailsof design that affect the users of the facilities. Quality interior design is value added to aproject as it vitally improves facility operating efficiency, attractiveness, livability,functionality, life-cycle economics, and the productivity of the users. Project conditionsmay dictate the need for design that exceeds these minimum requirements.1-2APPLICABILITY.This UFC applies to all agencies of the Department of Defense (DoD) and theircontractors that prepare Structural Interior Design (SID) and Furniture, Fixtures andEquipment (FF&E) design packages for all DoD-owned facilities. These criteria areapplicable in the fifty states, the District of Columbia, Puerto Rico, United States (U.S.)territories and possessions, and as far as practical, at installations in foreign countries.This UFC applies to all types of construction regardless of funding, including propertieslisted or eligible for listing on the National Register of Historic Places. Certainspecialized facilities, such as health facilities, have more stringent requirements. SeeUFC or other criteria that are applicable to the respective specialized facility that isbeing designed. This UFC is applicable to the traditional architectural servicescustomary for Design-Bid-Build design services and for Design-Build esign funds are associated with the type of funding for construction. Whenconstruction is funded under the Military Construction (MILCON) program, MILCONfunds are used for the SID and typically the FF&E designs. Funding of the SID andFF&E design is dependent on the project execution method (DBB or DB) and could befunded with MILCON Planning and Design (P&D) funds for DBB or MILCONconstruction funds for DB. Typically when a using agency identifies the requirement forfurniture on DD Form 1391, this service will be provided from MILCON funds. When1

UFC 3-120-1016 May 2018furniture is not listed on DD Form 1391, the FF&E design and review effort will beprovided by the user with other funds. The design of FF&E for Facilities Sustainment,Restoration and Modernization (FSRM) projects is funded with Operations andMaintenance (O&M) funds. Non-Appropriated Funds (NAF) are used for the design ofNAF projects. For projects whose construction is not associated with MILCON, eitherNAF or O&M funding could be used for the design of the FF&E package.1-2.1.2Construction.Funding for the construction or renovation of a building may come from a broad range ofsources. The most common sources in military programs are MILCON, NAF and O&Mfunds, but other funds may be used.1-2.1.3Furniture, Fixtures and Equipment Purchase and Installation.FF&E is defined as movable personal property. In addition to the furniture funding, theuser typically provides O&M or NAF funds to support the procurement, tracking,shipping, warehousing, installation, inspection, and other associated services.1-3GENERAL BUILDING REQUIREMENTS.Comply with UFC 1-200-01 which provides applicability of model building codes andgovernment unique criteria for typical design disciplines and building systems, as wellas for accessibility, antiterrorism, security, high performance and sustainabilityrequirements, and safety. Use this UFC in addition to UFC 1-200-01 and other UFCsand government criteria referenced therein.1-4REFERENCES.Appendix A contains a list of references used in this document. The publication date ofthe code or standard is not included in this document. In general, the latest availableissuance of the reference is used.1-5OVERVIEW OF MILITARY INTERIOR DESIGN.Provide a Comprehensive Interior Design (CID) unless otherwise directed. A CIDincludes the SID and the FF&E design.1-5.1Structural Interior Design (SID).The SID includes building-related design elements and components generally part ofthe building itself, such as walls, ceilings, floor coverings, primary window treatments(blinds, shades and drapery hardware), signage and built-in casework. The interiordesigner must be involved with the programming and space planning to help achievethe user’s goals for space utilization and develop a furniture floor plan based on theproject program. In addition, the interior designer must determine the desired interiorfinish materials based on the respective aesthetic, durability and maintenance qualities,and characteristics applicable to each space within the facility.
