24PERFORMANCE MEASURESAND COMPETITIVENESS METRICSPerformance measures are used across thetransportation industry to evaluate transportationsystems and agencies. MoDOT’s rich history inperformance measurement and management isbest exemplified by Tracker, the department’squarterly performance measure publication.For this Freight Plan, performance measureswere established to assist with plan development,implementation, and accountability.With Tracker as the foundation, and throughconsultation with the Freight Steering Committee,a limited number of strategic performancemeasures were identified for each of the fourgoals. These measures help inform the new projectselection prioritization process by establishing howfreight performance is, and will be, measured inMissouri.
