APARTMENT OCCUPANCYThe Great Recession was particularly hard on the rentalWhat is causing the demand for rental properties? There has been alot of room for growth simply because the downturn was so severe.Property investors who have looked at Las Vegas, other regionsin Nevada, and Arizona have determined that these areas offergreat opportunities for investors. Although property values haveincreased, however, they are not overvalued. That leaves room forrental rates to go up. Not only that, but the job market is seeingincreased demand for new employees. Those new employees needa place to live, and the job market is good enough to give renters thenecessary confidence to spend more money on rent.market in some regions, such as Las Vegas in 2008, that are nowseeing a definite reversal. Even though Las Vegas has more emptyhomes than it should, the demand for rental properties is increasing,and higher rental rates go right along with that increased demand.What are some of the statistics to back up the idea of a strongrental market? According to an online article by Ric Andersonthat appeared in the Las Vegas Sun on May 24, 2017: Unemployment is down to 4.7 percent even though thereare 40,000 fewer construction jobs. In 2007, 11.2 percentof the work force was in construction. The percentage todayis 6.3 percent. Annual appreciation in Las Vegas now is eight percent, whichis much less than the 37 percent of 2003 and 2004. Why thedifference? Annual appreciation is no longer being inflatedby reckless lending. Even though there is plenty of new development going on inthe Strip, the 14.1 billion being spent today is much less thanthe 45.8 billion that was planned in 2007. The economy is more diverse now than it was during the GreatRecession. For example, the UNLV medical school is now open.The first 14 students in the charter class were sent admissionsletters on December 27, 2016. Admissions at the school areon a monthly rolling basis. The first class of 60 EMT trainingstudents started July 17, 2017. It is expected that the medicalschool alone will bring 3.68 billion per year to Nevada,along with 22,000 jobs over the next 15 years. What aboutthe gambling industry? Casinos are offsetting their losses ingambling revenue by improving revenue from dining, nightlife,and retail options.What are the other causes? The people most interested in rentingare members of the baby boom generation or are millennials. Many renters are 50 years old or older who rent by choice,often because they lost money when the housing marketcrashed during the Great Recession. In many cases, they usedto own homes, had a bad experience, and have now decidedto downsize. They are no longer interested in being owners,but they do want to live in the middle of the city. And who canblame them for not wanting to buy? Owning property in LasVegas caused huge problems that are still getting sorted outyears later. Housing tracker Attom Data Solutions reported a2.1 percent vacancy rate in Clark County for the third quarterof 2016; in contrast, the national rate was 1.6 percent. Thanksto foreclosure laws, the average time to repossess a home inNevada in 500 days. It is no wonder, under the circumstances,that many people have embraced the idea of letting someone elsetake on the risks of ownership. The headaches that can go withbuying have made renting look extremely attractive in contrast. For millennials, most of the new renter households consistof lower-income families who are new to the job market butwant to have their own place instead of living with parentsor with groups of other people. The millennial generation ismore racially and ethnically diverse than the baby boomergeneration. The combination of high rents, consumer schooldebt, tighter mortgage requirements, and relatively low incomesmeans that many of these families cannot afford to buy a home— especially for those who started but did not finish school. Addin a changing attitude toward home ownership and a desire forthe flexibility that comes from not having to wait for a propertyto sell and you have a recipe for people who understand whyit might make perfect financial sense to rent instead of buy.Another online article at Vegas Inc., this one by Adam Candee anddated May 4, 2017, had a similar story to tell: The average monthly rent for a three-bedroom family homein Las Vegas Valley was 1,328 the first quarter of 2017. Thatwas an increase of more than three percent. Average rent forthe U.S. as a whole was up two percent, to 1,379. The average rent for a one-bedroom apartment in Las Vegaswas 810 per month. For a two-bedroom apartment, the costwas 990 per month. Both rents had gone up five percentover rents for the first quarter of 2016.6www.nvsaa.org

Even for those who want to buy, saving up a down payment is notalways possible. The number of people who own homes, or whoare able to buy homes, has gotten smaller. On April 27, 2017, theU.S. Census Bureau released its housing statistics for the firstquarter of 2017 (the next one will be released July 27, 2017). Vacancy rates throughout the U.S. were 1.7 percent forhomeowner housing and 7.0 percent for rental housing.That’s essentially the same as it was for homeowner housinga year ago, although it is lower than the fourth-quarter rateof 1.8 percent in 2016. The home ownership rate was 63.6 percent. This is statisticallythe same as it has been for the last year, but it is down from ahigh of 69.2 percent in the second and fourth quarters of 2004.How long is the demand going to ask? Laurie Goodman, a codirectorat the Urban Institute of the housing finance policy center, has saidthat the homeownership rate in 2015 was 63.7 percent, which at thetime was the lowest in 25 years. She expects the homeownershiprate to continue to go down through 2030. As the rate goes down,rental demand will increase. Approximately 22 million householdswill be formed over the next 20 years, and of those households, 13million will consist of renters.How does the Las Vegas apartment market compare nationally?Experts say full occupancy occurs when the occupancy rate is 95percent or higher. At the end of 2015, the occupancy rate in Las Vegaswas 94.4 percent. Revenue growth between 2014 and 2015 startedat 4.8 percent and ended at 7.5 percent. STAYING COOL IN HOT WEATHERBy Susan Morgan, The newsLINK GroupThe air outside may be too hot for comfort,but that doesn’t mean you have to wait untilfall to be comfortable again. Here are somesecrets to beating the heat.Cooling and moving the air Adjust ceiling fans so the blades runcounter-clockwise. This pulls up thehot air from the bottom of the room. Choose blinds and curtains that arewhite on the window side. Choose cotton bed linens in a light color. Close the blinds and curtains to deflectthe sun. This can cut down the amountof heat that gets into your home by upto 45 percent. Hang a wet sheet over an open window.The incoming air will be cooled as thewater evaporates. If the humidity is low, put a fan behinda bowl of ice and turn on the fan. If the outside temperature is morethan 77 degrees Fahrenheit, make sureall the windows and doors are shut.Do this regardless of whether the airconditioner is on or off. If you have a fan and the outside temperature is less than 77 degrees Fahrenheit, set up the fan so the blades face outside and turn it on. This will blow warmair from the room outside. Doing that ismore effective than blowing cool air in. If you have a fireplace, shut the damper sothat it won’t pull hot air into your home.If you have an air conditioner that ismounted in a window, block the cracksbetween the unit and the frame byapplying a sealant strip or caulking thatcan be peeled off. This improves air flowand also helps keep the coils clean.If you have an air conditioner, replacethe air f ilter ever y month duringthe summer. The U.S. Departmentof Energy estimates that a blockedfilter can reduce an air conditioner’sefficiency by 15 percent.Use a fan and an air conditioner at thesame time. The air conditioner removeshumidity. The fan evaporates sweat.That means you don’t have to run theair conditioner as much to get the sameresults. Just be sure to turn off the fanwhen you leave the room. The fan willhelp you feel more comfortable, but itwon’t actually cool the room.Use fans and (if it is not too hot) windowsto create cooling cross-breezes.Use the vent fan when you take ashower to help humid air escape moreeffectively.Cooling your body Choose clothes that are designed towick away sweat. If you want to wear10 cotton, choose clothes that are loose,thin, and light-colored. Loose clotheshelp sweat evaporate faster.Wear sandals or take off your shoes.Use your basement. The temperatureis usually ten to 15 degrees cooler thanit is upstairs.Avoid drinks that have alcohol, caffeine,or sugar in them, because these will alldehydrate you. Drink plenty of waterinstead. Fruits and vegetables can alsohelp you keep hydrated, and they areeasier for your body to digest than meat.Eat smaller meals. Smaller portionsare easier to digest and don’t require asmuch metabolic heat from your body.Eat spicy hot foods that have capsaicin,such as chili peppers. The capsaicinmakes you sweat, and when the sweatevaporates you will feel cooler.Store moisturizers in the refrigeratorso they will be cool when you use them.Use a hand-held fan.Fill a spray bottle with cold water andspray yourself with it, starting withyour wrists.Use ice packs and cold compresses atstrategic spots: the neck, elbows, wrists,groin, back of the knees, and ankles.Read a book where the story takes placein a cool or cold climate. Keeping cool at night Heat rises. Sleep as close to the floor as you can. If you have a place to sleep outside, such as a courtyard, abackyard, or a roof, and you would be safe sleeping there, thenpitch a tent or hang up some mosquito netting for the night.You could also sleep downstairs if you have space available. Sleep alone or on the other side of the bed from your partner.Cuddling increases body heat. Sleep in a hammock or on a cot, both of which have better airflow than a regular bed. Try sleeping on a bamboo or straw mat. Use a buckwheat pillow. Use a sheet instead of a duvet. Dress lightly before bed in something like a soft, loose cottonshirt and shorts or underwear. If you are comfortable withsleeping nude, and you won’t offend anyone, sleep nude. Drink eight ounces of water before bed. Take a cool or cold shower before bed. It will get rid of sweatand reduce your core body temperature as well. If you don’t want to take a shower, put just your feet in cold waterinstead. You can also keep a bucket of water next to your bedand use it to soak your feet during the night when you feel hot. Dampen a sheet or towel in cool water or use a spray bottle tomist your bedding lightly. You can lay a damp sheet or towel ontop of a dry towel (you don’t want to soak your mattress) anduse the sheet or towel as a blanket. Place sheets in bag and then store them in a refrigerator orfreezer just before bed.AUGUST SEPTEMBER 2017 Put rice in a cotton sock, tie the end with string, and freeze itfor approximately two hours. Use the sock between the sheetsto cool down your bed.Put water into a hot water bottle and freeze it to create an icepack you can take to bed.Appliances, lights, and computersAvoid using the dryer. Use a clothesline or a drying rack instead. Change the lights in your house. Compact fluorescent bulbs useapproximately 70 percent less heat than an incandescent bulb. Turn off the lights when you don’t need them, or use only dim lights. Computers generate a lot of heat. If you are going to dosomething else for more than ten minutes, let it sleep or shut itdown completely. If you are working on a notebook computer,put it on a table instead of your lap. If you have a dishwasher, don’t use the drying cycle. Also,use the dishwasher when the air is cooler, such as during theevening or at night. You could also wash your dishes by handand let them air-dry. Minimize oven use in favor of the barbecue, the microwave, orthe stovetop. You can also eat cold foods instead of hot ones. If you are working on a computer, use a fan with a USB port.Amazon sells a mini USB desktop fan called ARCTIC BreezeMobile. It has four out of five stars from more than 2,800customer reviews. Sixty-one percent of the reviewers gaveit five stars. If you don’t want to plug it into a USB port onyour computer, you can also plug it into the USB port for anexternal battery.11
