Requires that active pedestrianmovements be maintainedthroughout construction. Requires the use of ADAcompliant traffic controldevices along the sidewalk.6

Pedestrians in NCDOT Work ZonesSite VisitsDetermine continuity of Existing Sidewalks (i.e. do they connect tothe next intersection? or simply end) Noncontinuous sidewalks are not expected to be maintained However, if there is a worn foot path that continues from thesidewalk and connects somewhere then it must be maintained13

Pedestrians in NCDOT Work ZonesSite Visits Check the condition of the existing sidewalk for:– Uneven/Damaged sidewalks due to tree roots, settlement, and other issues– Obstructions in the path such as power poles or trees14

Pedestrians in NCDOT Work ZonesSite Visits2) Evaluate Existing Sidewalks for ADACompliance Width of sidewalk (3’ Min, howeveranything less than 5’ has to have“passing” spaces every 200’ ) Running slope of sidewalk (5% or less) Cross slope of sidewalk (2% or less)15

Pedestrians in NCDOT Work ZonesSite VisitsCheck for existing curb ramps– Detectable edging– Is there a flat surface to turn around at thetop of the ramp?– Is there a receiving ramp on the other sideof the road?– What direction does the ramp direct users?16

Pedestrians in NCDOT Work ZonesSite VisitsMost existing sidewalks are not ADA Compliant The work zone does not have to be brought up to fullADA standards during construction– Any existing ADA features should be present in any temporaryfacility– Any traffic control devices that are used to maintain pedestrianaccess must be ADA compliant.17

Pedestrians in NCDOT Work ZonesTakeaways from this Segment The level of pedestrian accommodation should be determinedas early as possible in the process (in planning) Order pedestrian counts when you think the volumes may behigh enough to fall into the moderate level of accommodation The level of pedestrian accommodation should be captured ina firm’s scope of work and manday estimate Existing ADA features of a sidewalk should be noted as earlyas possible so that those features are known by all and tohelp avoid surprises during TMP design18

Pedestrians in NCDOT Work ZonesBest Practices for TMP Designers Understand the level ofpedestrian accommodationrequired on each roadway. Absence of Need:– Nothing needed in TMP atstart of project.– But as sidewalks get built bythe project, those facilitiesmay need to follow Basicaccommodations.19

Pedestrians in NCDOT Work ZonesBest Practices for TMP Designers Basic Accommodations– ADA compliant devices needto be used to close existingfacilities. Type III Barricadesare NOT ADA compliant.– Permanent facilities shouldbe phased early. Existingfacilities on one side shouldbe maintained untilpermanent facilities can open.– Off-site detours (up to ½ mileadditional length) may beused.– Pedestrian transport serviceare another option, but pickuplocations need to be planned.20

Pedestrians in NCDOT Work ZonesBest Practices for TMP Designers ModerateAccommodations– Maintenance of existingfacilities becomes moreimportant.– On-call transport serviceis not permitted -Recurring transport (suchas a bus on a schedule)is required.– Offsite detours are stillpermitted (up to ½ mileadditional length)21

Pedestrians in NCDOT Work ZonesBest Practices for TMP Designers Full Accommodations– Peds should bemaintained on-site at alltimes.– Ped facilities duringconstruction MUST meetcurrent ADA standards– May require ADAupgrades as Phase 1 ofconstruction– If on-site peds cannot bemaintained, recurringtransport is requiredevery 20 minutes.– Offsite detours are NOTpermitted.22

Contractor can use WFB/PCB in lieuof Ped. chan. devices with Engineer’sApprovalPedestrian ChannelizingDevices – Away from TrafficWater-filled Barrier –Adjacent to Traffic44

Pedestrians in NCDOT Work ZonesADA Compliant Pedestrian TCD’s Audible Warning Devices Must be used in conjunctionwith pedestrian transportservice at sidewalk closurelocations. Must also be used at allpedestrian path changes(on/off-site detours) if existingaudible devices are on project,such as locator tones at trafficsignals. Paid by Each, Quantity ismeasured as the maximumnumber on the job at any giventime.45

Quantityis measured by totalnumber usedthroughout life ofproject. Re-use of aramp in a new locationgets measured andpaid separately.46

Pedestrians in NCDOT Work ZonesPEDESTRIAN TRANSPORT SERVICE An on-call service used totransport pedestrians around theproject when no stable,traversable path can bemaintained through the workarea. Must enlist a licensedoperator, such as a taxi orridesharing service.Used to meet Basic pedaccommodation requirements.Designer needs to identifysuitable pickup locations in plans.Per TripEstimate: (Daily Ped Count) x (#of Days Sidewalk Interrupted)48

For complex situations, we can present your situation tothe Pedestrians in Work Zones Task Force to obtainconcurrence if an exception to the directive is necessary.49

Pedestrians in NCDOT Work ZonesTakeaways from this Segment It is the Traffic Control Designer’s responsibility to understandthe level of pedestrian accommodation required for the project. The designer must include general notes, phasing, devices,quantities, and provisions in the plans to meet the requiredaccommodation level throughout all phases of the project. The best strategy is usually to keep existing facilities open untilpermanent facilities are complete, and permanent facilitiesshould be phased into the project as early as possible.
