Introduction, In exercise of the powers conferred by section 23 of the Maharashtra Unaided PrivateProfessional Educational Institutions (Regulation of Admissions and Fees) Act, 2015(Mah. XXVIII of 2015), the Government of Maharashtra has published the rules on24.04.2017 and its amendments on 05.06.2018, 04.06.2019 and 09.07.2020 toregulate the admissions to the First year of Full Time Professional UndergraduateTechnical Courses (Engineering and Technology, Pharmacy, Architecture and HotelManagement and Catering Technology) and Direct Second Year (Engineering andTechnology, Pharmacy and Hotel Management and Catering Technology).These rulesalso includes the admissions in first year of degree in Planning.These rules are also applicable for admissions in Government and GovernmentAided professional educational institutions vide Government Resolution of Higher& Technical Education Department No. TEM-2016/CR (473/16)/ TE-4 Dated 25thApril 2017 and amendments vide Gr No. TEM-2019/CR 46/ TE-4 dated 04th June2019.This brochure gives information regarding the eligibility and rules ofadmission to First and Second year of various technical professional undergraduatedegree courses in the State of Maharashtra. This also provides information aboutinvitation of applications for admission, preparation of merit list, distribution ofseats, details of reservation, various rounds and stages of Centralised AdmissionProcess (CAP), admissions in Institutional Quota seats and vacant seats after CAP,supernumerary seats, refund of fees, etc.2. Definitions. (a) “Act” means the Maharashtra Unaided Private Professional EducationalInstitutions (Regulation of Admissions and Fees) Act, 2015 (Mah. Act XXVIIIof 2015);(b) “Admission Reporting Centre” means a centre where the Candidate shallreport for confirmation of admission by verification of documents and paymentof fees;(c) “All India Seats” means seats available to an eligible Indian NationalCandidate;(d) “Application Form” means prescribed form filled up online by the Candidatefor admission;(e) “Autonomous Institution” means the institution to which autonomy is grantedby the University Grants Commission;(f) “CAP” means Centralised Admission Process;(g) “CAP Seats” means the seats filled in through the centralized process ofadmission carried out by the Competent Authority;(h) “CET” means Common Entrance Test;(i) “Competent Authority” means the Commissioner of State CET appointed bythe Government under section 10 of the Act, for conducting CET through CAPfor the admissions into Private Professional Educational Institutions;(j) “Courses” meansSTATE CET CELLthefull timeUndergraduatetechnicalcoursesin1

D.;(k) “Department” means Higher and Technical Education Department ofGovernment of Maharashtra;(l) “Eligible Candidates” means the candidates who are eligible for differentprofessional courses as notified by the Government, from time to time undersub-section (1) of section 3 of the Act;(m) “Facilitation Centre” means a centre where the facilities like sale of applicationkits, filling online forms, verification of documents and redressal of grievances,etc, are provided;(n) “Home University (HU)” means the university area as specified in rule 5(1)herein;(o) “HSC” means the Higher Secondary School Certificate (Standard XII)examination conducted by Maharashtra State Board of Secondary and HigherSecondary Education or its equivalent certificate awarded by a recognisedBoard;(p)“Institutional Quota” means seats available for admission to eligibleCandidates at Institution level as declared by the Government or appropriateauthority from time to time;(q) “Inter-Se-Merit” means the order of merit declared by the Competent Authorityin respect of various classes/category of Candidates;(r)“Jammu and Kashmir” means the Union Territory of Jammu and Kashmirand Union Territory of Ladakh;(s) “JEE Main” means the Joint Entrance Examination conducted by the NationalTesting Agency (NTA) , New Delhi for the concerned academic year;(t) “Minority Quota” means seats earmarked for the Minority Communitystudents from within the State, belonging to the Minority Community to whichthe institution belongs;(u) “NATA” means National Aptitude Test in Architecture;(v) “NEET” means the National Eligibility Cum Entrance Test conducted byNational Testing Agency (NTA) , New Delhi for the concerned academic year;(w) “Non-Autonomous Institution” means those institutions which are not‘Autonomous Institutions’;(x) “OHU” means the area Outside Home University area;(y) “Overseas Citizen of India (OCI)” means a candidate/person registered as anOverseas Citizen of India as declared by the Central Government under section7A of the Citizenship Act 1955 and includes Persons of Indian Origin(PIO).Explanation: For the purposes of this clause, all the existing Persons ofIndian Origin (PIO) cardholders registered under notification of theGovernment of India, Ministry of Home Affairs No. F. No. 26011/04/98- F. Idated 19th August 2002 and shall now be deemed to be Overseas Citizens ofIndia (OCI) card holders by virtue of Notification of Government of India,Ministry of Home Affairs, No. 25024/9/2014-F.I. Dated 9th January, 2015;STATE CET CELL2

Information Brochure for Admission to Under Graduate Technical Courses (2020-21)(z) “Qualifying Examination” means examinations on the basis of which acandidate becomes eligible for admission or its equivalent examination;(aa) “SSC” means the Secondary School Certificate (Standard X) examinationconducted by Maharashtra State Board of Secondary and Higher SecondaryEducation or its equivalent certificate awarded by a recognised Board;(bb) “Supernumerary Seats” means seats which are over and above the SanctionedIntake approved by the appropriate authority and the Government, from timeto time;(cc) "TFWS" means the Tuition Fee Waiver Scheme of All India Council forTechnical Education.3. Invitation of Application.(1) The Competent Authority shall invite Online Applications from Candidates forparticipating in CET and / or CAP for seeking admission to the Professional Coursesfor which State CET or alternative entrance examination is required for the academicyear.(2) The Competent Authority shall invite online applications in the prescribed form,from the eligible candidates for participating in Centralized Admission Process (CAP)for seeking admission to the undergraduate technical courses, which are exemptedfrom CET as per provisions of the Act.(3) The Competent Authority shall invite online application form, from the eligiblecandidates for participating in Centralized Admission Process (CAP) to the undergraduate technical courses for which the entrance test is conducted by theappropriate authority under any Central Act and shall be applicable for seekingadmission to such professional courses, as per the provisions of the Central Act,rules and regulations made there under.(4) The Candidates seeking admissions to the professional courses for the seatsprovided in (a) 7(1)-Maharashtra State Candidature Seats,7(2)- All India Candidature Seats,7(3)- Minority Quota Seats and 7(5)(b)- Supernumerary Seats for UnionTeritory of Jammu and Kashmir and Union Teritory of Ladakh MigrantCandidature- For these seats the candidates shall apply to the CompetentAuthority for admission through Centralised Admission Process(CAP).(b) 7(4)- Institutional Quota Seats and 7(5)(a) Supernumerary Seats for OCI/ PIO,Foreign Students and the Children of Indian Workers in Gulf CountriesCandidates -For these seats the candidates shall initially apply to theCompetent Authority for verification of documents and then to respectiveinstitutes, to enable the institutions to give admissions to such eligibleapplicants on the basis of inter-se merit. It is pre-requisite and mandatory toapply for verification of documents to the Competent Authority to be eligiblefor admission under these quota.STATE CET CELL3

The list of documentsto be submitted is given in this Information Brochure.4. (a) The children of citizens, who are displaced from Union Teritory of Jammuand Kashmir and Union Teritory of Ladakh to any part of India or fromunsafe border area of Union Teritory of Jammu and Kashmir and UnionTeritory of Ladakh to a relatively safer place in Union Teritory of Jammu andKashmir and Union Teritory of Ladakh from 1990 onwards due to terroristactivities; or(b) The children of officers belonging to Indian Administrative Services (IAS) orIndian Police Services (IPS) or Indian Foreign Services (IFS) and children ofstaff belonging to military and paramilitary forces transferred to UnionTeritory of Jammu and Kashmir and Union Teritory of Ladakh to combatterrorist activities and joined the post on or before the last date forsubmission of application for admission; or(c) The children of staff and officers of Union Teritory of Jammu and Kashmirand Union Teritory of Ladakh police engaged in combating terrorism areeligible under this category;6. Sanctioned Intake and Supernumerary Seats for various Courses. (1) The Sanctioned Intake for First Year Degree Course, Direct Second Year(Lateral entry) shall be as per the approval given by the authority which iscompetent for giving approval to respective courses and affiliation given by therespective affiliating University.The Institute Information, Courses and the Sanctioned Intake displayed onthe web site of the Competent Authority shall be treated as authentic foradmissions for the year 2020-21. Candidates shall refer the web site for therevised and final Institute Information before filling the Option/PreferenceForm.For admission to Direct Second Year (Lateral entry), the number of seatsavailable shall be calculated as given in Schedule - II.(2) The supernumerary seats shall be available to the Institutions as approved bythe appropriate authority, from time to time.7. Allocation of Seats. -The percentage of allocation of seats for various types ofcandidates in the Home University, Other than Home University and State Levelshall be in accordance with the policy of the Government as specified in ScheduleI for First Year and Schedule –II for Direct Second Year of various Under GraduateCourses.(1) Maharashtra State Candidature Seats. -The Candidates having MaharashtraState Candidature as specified in 5(1), shall be eligible for these seats.(2) All India Candidature Seats. -The Candidates having Candidature as given in5(2) shall be eligible for these seats.(3) Minority Quota Seats. -The Candidates having Candidature mentioned in 5(3)shall be eligible for these seats as specified in Schedule-I and Schedule-II.STATE CET CELL7
