DCN:1536Consolidate Defense Commissary Agency Eastern, Midwestern Regional,and Hopewell, VA OfficesRecommendation: Close 300 AFCOMS Way, a leased installation in SanAntonio, TX; 5258 Oaklawn Boulevard, a leased installation in Hopewell, VA;and 5151 Bonney Road, a leased installation in VA Beach, VA. Relocate allcomponents of the Defense Commissary Agency (DeCA) to Fort Lee, VA.Justification: This recommendation consolidates the Defense CommissaryAgency (DECA) Eastern Region (VA Beach, VA), Midwest Region (San Antonio,TX), and headquarters element in leased space in Hopewell, VA, with DeCA’smain headquarters at Fort Lee, VA. It meets several important Department ofDefense objectives with regard to future use of leased space, consolidation ofHeadquarters operations at single locations, and enhanced security for DoDActivities. Additionally, the recommendation significantly improves militaryvalue due to the shift from leased space to a location on a military installation.The military value of DeCA leased space based on its current portfolio oflocations is 216 out of 334 entities evaluated by the Major Administration andHeadquarters (MAH) military value model. Fort Lee ranks 96 out of 334.Implementation will reduce the Department’s reliance on leased space, which hashistorically higher overall costs than government-owned space and generally doesnot meet Anti-terrorism Force Protection standards as prescribed in UFC 04-01001. The benefit of enhanced Force Protection afforded by a location within amilitary installation fence-line will provide immediate compliance with ForceProtection Standards. DeCA’s current leased locations are not compliant withcurrent Force Protection Standards. The recommendation eliminates 99,915 GrossSquare Feet (GSF) of leased administrative space. This action provides aconsolidation of these DECA regional and headquarters activities from three totwo, and reduces the number of buildings from four to one.Payback: The total estimated one-time cost to the Department of Defense toimplement this recommendation is 47.2M. The net of all costs and savings to theDepartment during the implementation period is a cost of 35.4M. Annualrecurring savings to the Department after implementation are 3.9M, with apayback expected in 14 years. The net present value of the costs and savings tothe Department over 20 years is a savings of 4.9M.Economic Impact on Communities: Assuming no economic recovery, thisrecommendation could result in a maximum potential reduction of 260 jobs (109direct jobs and 151 indirect jobs) over the 2006-2011 periods in the VA BeachNorfolk-Newport News, VA-NC Metropolitan Statistical Area, which is less than0.1% of economic area employment.

Consolidate Defense Commissary Agency Eastern, Midwestern Regional,and Hopewell, VA OfficesAssuming no economic recovery, this recommendation could result in a maximumpotential reduction of 176 jobs (83 direct jobs and 93 indirect jobs) over the 20062011 periods in the San Antonio, TX Metropolitan Statistical Area, which is lessthan 0.1% of economic area employment.The aggregate economic impact of all recommended actions on these economicregions of influence was considered and is at Appendix B of Volume I.Community Infrastructure: A review of community attributes indicates noissues regarding the ability of the infrastructure of the community to supportmissions, forces, and personnel. The proximity of Fort Lee to the City ofRichmond (30 miles), where some personnel may choose to reside, mitigates alack of nationally-accredited child chare facilities reported for the localcommunity. There are no known community infrastructure impediments toimplementation of all recommendations affecting the installations in thisrecommendation.Environmental Impact: This recommendation has the potential for a minimalimpact on cultural/archeological sites and historical properties at Fort Lee. Thisrecommendation could have a limited impact on Threatened and Endangeredspecies or critical habitat at Fort Lee. This recommendation has no impact on airquality, dredging, land use constraints/sensitivity, marine mammals, noise, wastemanagement, water resources, or wetlands. This recommendation will requirespending approximately 0.046M for environmental compliance activities. Thiscost was included in the payback calculation. This recommendation does nototherwise impact the costs of environmental restoration, waste management, andenvironmental compliance activities. The aggregate environmental impact of allrecommended BRAC actions affecting the bases in this recommendation has beenreviewed. There are no known environmental impediments to implementation ofthis recommendation.

Consolidate Defense Commissary Agency Eastern, Midwestern Regional,and Hopewell, VA OfficesForce Structure CapabilitiesForce Structure Capabilities: The Headquarters & Support Activities JointCross Service Group (HSA JCSG) constructed scenarios for Major Administrativeand HQs Activities to accommodate current and surge requirements. Sincemanpower levels remain generally stable through FY2011 within this Force &Infrastructure Category (F&IC) for all services, and end strength levels as reportedin the 20-year Force structure plan remain relatively flat, HSA JCSG assumes thatthe 20-Year Force Structure Plan will have no impact on this scenario. Inaddition, DECA reports that its 20-Year Force Structure Plan is consistent with theagency’s strategic goals and objectives in providing the commissary benefit toTotal Force personnel and their families. See following page.

The scenario selects areceiving location reflecting significant improvement in military value: Ft Lee,Virginia, has a value of 0.8432 with a relative rank of 96 out of 334 installations.The following tables show complete Military Value Results. HSA JCSGconsidered no other receiving locations, because the intent of this scenario is toconsolidate DECA regional offices with HQ DECA at Ft Lee.

A summary table follows. The summary includes data which comparethe total space currently on an installation or occupied by an Activity against whatis required at an average space requirement of 200 Gross Square Feet per person,used as a means to estimate the shortfall or excess of space which may currentlyexist, after accounting for surge requirements.Initial Capacity Analysis included all Defense Commissary Agency (DECA)locations in the CONUS, most of which are DECA commissary stores.Subsequent analysis concentrated on two regional, intermediate headquarters:Midwest and Eastern. DECA previously consolidated these two regions under asingle manager collocated with DECA headquarters at Ft Lee, Virginia. Thus,follow-on analysis focused on consolidating all Midwest and Eastern operationswith DECA headquarters at Ft Lee. Analysis also focused on DECAheadquarters’ geographically-separated element at Hopewell, Virginia, five milesfrom Ft Lee. The last table following shows Capacity Data, manpower reductions,movement, and space requirements attendant to this scenario.
