Appendix AStanding RulesI.Standing Rules for TBS Northeast District Convention:A. All business sessions shall begin promptly at the place and hour specified on theConvention Program.B. All reports shall be submitted electronically to the NED President prior topresentation, unless otherwise specified by the NED President.C. Any member desiring the floor shall rise, state clearly their name and the name ofthe Chapter which they represent (either as a delegate or proxy.) Any Tau BetaSigma member attending may speak to or discuss the question on the floor, butonly delegates and proxies are entitled to vote on the question.D. Reports of committees, other than Ways and Means, which would change theConstitution, must be referred to the Jurisdiction Committee for review andapproval before presentation to the floor.E. No member, other than a member of the Northeast District Council, shall speakmore than twice during the same session to the same question, and not longer thanthree minutes at one time without permission of the Convention. The question ofgranting permission shall be decided by a two-thirds vote without debate.

Discuss any suggested improvements to existing District programs, as well as proposalsfor new programs.The charges for the 2020 Programs Committee are as follows:1.
