ATEC Mission Plan, conduct, and report the results of tests, simulations, experiments, and evaluations toAcquisition decision makers in order to ensure ourArmy’s Warfighters have the right capabilities forsuccess across the entire spectrum of operations. Conduct rapid testing in direct support of theGWOT warfighter in order to provide capabilitiesand limitations of untested weapon systems issueddirectly to Soldiers conducting combat operations(Iraq/Afghanistan).3

Integrated Logistics SupportEvaluation Directorate: 2 Missions1. Evaluate the supportability of a system andits impact on overall he degree to which a system can be satisfactorily placed in field use, withconsideration to transportability, interoperability, reliability, wartime usagerates, maintainability, safety, human factors, manpower supportability, logistics supportability, documentation, and training requirements.2. Perform independent logistics supportabilityassessments and report them to ASA(ALT)“Logistics cannot win a war, but itsabsence or inadequacy can causedefeat.”Operating and Support Costsaccount for over 2/3 of a weapon12system’s life cycle cost

Logistics Initiatives- Army -InitiativeSummaryWhat AEC can doPerformanceBased LogisticsProgram Managers use PBL to: Buy results rather than productsor services. Provide the “Best Value”support concept Relate evaluations to applicablemeasures of PBL. Relate logistics findings toeffectiveness and efficiencyof achieving mission success.ASA ALT Memo2 January 08(Prototyping& Competition)ASA ALT Memo6 December 07(Reliability)Acquisition Strategy Report will: Evaluate competing prototypesfor the earliest acquisition milestone Document the prototyping strategyand resulting technical maturity Prepared to test and reportcapabilities and maturity ofearly prototypesProgram Managers will (Very Early): Establish early reliability test thresholds Incorporate the thresholds into contracts Detect and report threshold breaches Evaluate reliability in T&E programsearlier Report logistics burdens (and costs)of off-target reliability earlierJCIDS Joint Capabilities IntegrationDevelopment System AEC chairs an Army-levelworking group to standardizelogistics requirements fordeveloping programsCLOE Common LogisticsOperating Environment Developed a PM’s web-based guide toNet-Centric CLOE to16standardize Armynetwork architectures and data formats.

Logistics Initiatives- AEC -Operability (as a Measure)(BRASS)Used in Future Combat Systems. The amountof functional capability which is available to amilitary commander(Battle Ready and Sufficiently Supported)Logistics FootprintEvaluationDoes the system incur logistics burdensbeyond the current capacity of gaining command?(requiring added support/materiel/manpower)Cognitive WorkloadEvaluationAre the Unit’s and Soldier’s jobs stillwithin manageable mental workload levels?Modeling & SimulationExtrapolates support and mission resultsover large organizations17

SummaryThe Army recognizes the criticality of fieldinglogistically supportable materiel, and is takinginitiatives towards ensuring better supportability.AEC has the mission to evaluate thatsupportability for new systems, whethertraditional acquisitions or in rapid acquisitionprograms – and has taken the lead to bringabout the Army’s goal via thorough logisticsevaluations of Army development programs.18
