Monthly Report of the Ventura County Air Pollution Control DistrictLawn mower program re-energizedMAY 2008For 2008, the program undergoes yet another makeoverBy Stan CowenThe APCD lawn mowertrade-in program hasbeen re-energized sincethe District received a 50,000 grant from theCalifornia Air ResourcesBoard (ARB) for the program.The District has had a tradein program since 1999 when219 gasoline mowers wereretired for deals on electricones at the Home & GardenShow in Ventura. Since then,hundreds of dirty mowershave been replaced by electricmowers.This new funding originatesfrom state enforcementpenalties when Toyota issueda recall on vehicle smogcontrols back in 2001. As aresult, the rebates have beenincreased from 150 to 200for battery cordless electricmowers and from 50 to 129for plug-in electric mowers.Moreover, the two vendors inthe program, Lowe’s andCountry Home Products, havefurther discounted theirelectric mowers to provideeven more mower for yourmoney. After rebates, CountyHome Product’s NeutonCordless now sells for 89,including free delivery.Lowe’s has discounted theirBlack & Decker CordlessHundreds of dirty mowers have beenreplaced by electric mowers.which sells for 179 plus taxafter rebate. For a limitedtime until May 3, 2008, Lowesis also offering a rebate of a 40 gift card with purchase ofthe Black & Decker cordless,and a 25 gift card on theBlack & Decker plug-inelectric mower. Besides theprice, the big differencebetween these two cordlessmodels is the cutting path,which is 14 inches for theNeuton and 19 inches for theBlack & Decker.Given the soaring price ofgasoline, the advantages ofan electric lawn mower aregreater than ever before. Theelectric mower improves airquality (a gasoline moweroperating for one hour putsout as much emissions as 40new cars driven for one hour)and our health frombreathing gasoline vaporsand mower exhaust. Themowers are easy to operateand produce much lessnoise than gasoline mowers.The District’s programworks a little differentlythan other air districts, suchas the South Coast AQMD.You may have seen an insertin your Southern CaliforniaEdison electricity bill thisspring advertising the SouthCoast program. not our program. Our tradein program is an ongoingpromotion, which means youcan participate at yourconvenience. All you have todo is recycle your old gasolinemower at either StandardIndustries in Ventura orOxnard Metal in Oxnard. Geta receipt for your old mower,which you take in person,mail, fax, or scan and email toAPCD to get your voucher.The voucher is worth a hugediscount on an electricmower. The South CoastAQMD and other air districtstypically hold weekend eventsat different locationsin their area, where mowersare exchanged and paid for.In the Ventura County, onceyou have recycled your oldmower, you can do the rest ofthe transaction in the comfortof your own home if you optfor the Neuton mower.Otherwise, you will go to oneof the Lowe’s stores in Ventura or Simi Valley. If you goto Lowe’s, remember topurchase the mower at theCustomer Service counter,and make sure that they giveyou the discounted price(printed on the voucher). Ifthey scan the mower’s barcode, the retail price will comeup. That’s the price that people pay who are notparticipating in the trade-inprogram.Go electric.You will beglad you did!3This trade-in program hasbeen ongoing since October2006, and so far, we havecrushed and recycled about180 lawn mowers. By havingan ongoing program, we areable to run the programcost-effectively without theneed for manning weekendevents, not to mention thelogistics and overtime hoursrequired. We even have a lawnmower hot line. Yes, it’s me Stan the Lawn Mower Man,and my number is 805/ 6451408. One of the great thingsabout this program is that itprovides an opportunity forVentura County residents todo something positive for theenvironment, for themselves,and for their wallet. So forgetthe high cost and hassle ofoperating a gasoline mower,and go electric; you will beglad you did.

AirLinesDraft AQMP available for review. The FinalDraft 2007 Ventura County Air Quality Management Plan (AQMP) presents VenturaCounty’s strategy for attaining the federal8-hour ozone standard as required by the federal Clean Air Act Amendments of 1990. It alsopresents the District’s Triennial Assessmentand Plan Update required by the CaliforniaClean Air Act of 1988. The final draft 2007AQMP is substantially the same as the draft2007 AQMP but now contains an attainmentdemonstration showing that the county willattain the federal 8-hour ozone standard byJune 15, 2013, the deadline for serious 8-hourozone nonattainment areas.The 2007 AQMP also contains several otherelements, including: a revised Reasonable Further Progress demonstration, an updatedMotor Vehicle Conformity Budget for transportation conformity purposes, revised emissioninventory and emission forecasts, and arevised local control strategy containingseveral new and “further study” emission control measures.Movie Poster completed. on climate changeThe California Air Resources Board takes the lead – again.On March 27, the Air Resources Board votedto triple the amount of zero emission vehiclesthat staff had proposed for automakers to produce from 2012 through 2014, while directingstaff to look at overhauling the program to account for climate change benefits.25,000 ZEVs, there are no remaining plugin hybrid requirements.Additionally, ARB Chairman Mary Nicholsdirected staff to overhaul the ZEV programfor 2015 vehicles to synch up with otherBoard tailpipe emission programs such asthe Pavley regulations addressing greenhouse gas emissions and the low emissionsvehicle program.Staff had proposed to require 2,500 pure zeroemission vehicles, which the Board increasedto 7,500. Automakers can produce fewerZEVs, 5,357, if they are long-range fuel cellvehicles or they can opt to satisfy the requirement by manufacturing 12,500 battery electric vehicles with a range of 100 miles.“Today’s decision will lead to more greenauto choices for consumers now while keeping the pressure on the automotive engineers to continue fine tuning the technologies that will yield an all electric-drive vehicle fleet for California in the near future,”Nichols said. “We must continue to push forall types of technologies - - fuel cells, electricvehicles, and hydrogen powered cars - - aswe fight our duel battles against smog andglobal warming.”The Board maintained a second component ofthe vehicle emissions reduction program thatallows the automakers flexibility in their alternative fuel programs by requiring an additional 66,000 plug-in hybrids during thatsame period. Built in Chicago, Illinois, theWoods Dual Power featured a four-cylinderengine, coupled to an electric motorgenerator, which could be operated separately or together. But, unlike the hybrids oftoday, the Woods was heavy, slow, expensiveto buy, and difficult to operate. The effective date forthese revisions is 90 days after adoption by the AirPollution Control Board, or July 8, 2008.Recent Board ActionsPermit Fees (Rule 42 – Revised): On April 8,2008, the Air Pollution Control Board adoptedrevisions to Rule 42. The revisions include an 8percent increase in permit renewal fee rates,effective July 1, 2008. For permit holders payingthe minimum fee, this revision will result in a feeincrease of no more than 38.00 per year.The revisions will reduce actual ROCemissions by approximately 19 percent, or 6.64tons per year (tpy). About 36 percent of theemission reduction (2.40 tpy) results from thechange in coating requirements. The remaining 64percent (4.24 tpy) results from the proposed 25 g/lthreshold for cleaning solvents.District operations are funded by state andfederal grants, automobile registration fees, andfees charged to sources of air pollution. The APCDreceives no property tax revenue or general fundrevenue. The fee increase is necessary to offsetrising expenses and to maintain APCD reservefunds at a level of four to six months of operatingexpenses. For additionalinformation, contact Don Price at 805/645-1407or don@vcapcd.org.Agricultural Diesel Engine Registration (Rules250 and 48 – New): On September 11, 2007, theAir Pollution Control Board adopted new Rule 250,Agricultural Diesel Engine Registration, andaccompanying new Rule 48, Agricultural EngineRegistration Fees. The rules will implement newCalifornia Air Resources Board (ARB) requirements for diesel engines used in agriculturaloperations. The new requirements apply to nearlyall diesel engines used to power irrigation, boosterand well-lift pumps. They do not apply to dieselengines used to propel farm equipment such astrucks and tractors.Soil Decontamination Operations (Rule 74.29,Rule 44, and Rule 23 – Revised): On April 8, 2008,the Board adopted revisions to Rule 74.29. Therevisions expand the rule to include requirementsfor the excavation, transportation, and handling ofcontaminated soil. These changes are requiredbecause, under the provisions of Health and SafetyCode section 40914(b)(2), staff is required todemonstrate that the District's plan to attain theCalifornia ambient ozone standard provides forexpeditious implementation of "every feasiblemeasure" to reduce ozone precursor emissions(including reactive organic compounds, or ROC).In addition, rule language was clarified anddefinitions were added and changed.The rules implement an ARB requirement thatlocal air districts to establish an agricultural dieselengine registration program, with a deadline forregistration of March 1, 2008. The final rulesappear on the District’s website noted above.Registration forms are now available on theDistrict's website under "Forms." For additionalinformation, contact Don Price at 805/645-1407or don@vcapcd.org.Air Pollution Control BoardFugitive Dust (Rule 55 – New): On May 13,2008, the Board will hold a public hearing to consider proposed new Rule 55, which will regulatefugitive dust emissions from construction operations, bulk material handling operations, off-fieldagricultural operations and track-out onto pavedroadways.Surface Coating of Metal Parts and Products(Rule 74.12 – Revised): On April 8, 2008, the Boardadopted revisions to Rule 74.12. The revisionsinclude a lower ROC limit for general air-dry onecomponent coatings (2.3 lb/gal) and a new multicomponent coating category at 2.8 lb/gal. Also, aspecial category for lab furniture coatings wasdeleted. In addition, a requirement to use lowemission cleanup solvents for spray gun andgeneral purpose cleanup was adopted. ROCcontent is limited to no more than 25 grams perA final environmental impact report (FEIR) hasbeen completed and is available on the Districtwebsite. The FEIR was reviewed for compliance13

with the California Environmental Quality Act(CEQA) by the Ventura County EnvironmentalReport Review Committee (ERRC) on Wednesday,January 16, 2008. ERRC recommended certification of the FEIR by the Air Pollution ControlBoard. For additional information, contact StanCowen at 805/645-1408 or stan@vcapcd.org.Compliance Dates; March 1, 2008Registration of Agricultural Engines (Rule250): The California Air Resources Board (ARB)recently finalized new regulations for diesel enginesused in agricultural operations. In general, theseregulations apply to nearly all diesel engines usedto power irrigation pumps; however, they will notapply to diesel engines used to power farmequipment such as trucks and tractors. The newregulations have both administrative requirementsand emission control requirements. The workshop is anopportunity for affected businesses, especially autobody shops and vehicle refinishing shops, tocomment on the proposed rule amendments, whichare based on the Suggested Control Measure (SCM)adopted by the California Air Resources Board onOctober 20, 2005.To implement the state agricultural dieselengine regulations, the District adopted Rule 250,"Registration of Agricultural Engines" on September 11, 2007. The rule establishes a diesel engineregistration program with a deadline of March 1,2008. The registration program is not a permittingprogram, but requires application forms and feessimilar to a permitting program. The fees aresignificantly less than permitting fees and arespecified in Rule 48. Both rules appear on theDistrict website noted above.As a non-attainment area for both federal andstate ozone air quality standards, Ventura County isrequired to adopt all feasible measures, such as theSCM, to reduce reactive organic compound emissions.The draft staff report and draft amended rule areavailable on the District website.
