CONTENTSINTRODUCTIONINTRODUCTIONFOREWORDWelcome to the 2018edition of the RidersDigest; the essentialguide to the UKConstruction Industry. We believe now more than ever it is importantto lead by example, and help shape the future ofour industry in everything we do.Collaborating with industry colleagues is avital part of being a catalyst for change in thebuilt environment; and we were delighted tosupport Build UK in the launch of its ProfessionalServices Membership Category. We look forwardto this developing and to other consultants andprofessional advisors becoming members.Alongside industry colleagues, we are playingour part to overcome the gender bias across theindustry by recruiting a more diverse workforce.RLB was one of the first companies in theconstruction industry to release our Gender PayGap Report. Within this report we highlightedsome of the initiatives we are continuing toimplement; to encourage more women intoconstruction, encourage women (and men) tostay in the industry, develop female leaders, and deliver succession programmes. We arecommitted to our target of 40% of all our staffand 20% of our most senior roles being filled bywomen by 2025. Our vision is “To embrace andincorporate Equality, Diversity and Inclusion intothe fabric of the RLB business, because it is theright thing to do”.viRider Levett Bucknall Riders Digest – United Kingdom 2018The Apprenticeship Levy, which launched in2017, has successfully reaffirmed the value ofapprenticeships to the workplace. We currentlyhave 15 degree apprentices working across theUK, a record number for the company, whichreinforces our belief that apprenticeships canact as an important pathway to a great career. For a third consecutive year, RLB has beenvoted the number one cost consultant partnerin World Architecture 100. Testament to ourrelationship with our industry colleagues acrossthe globe, we thank all of our partners whowork with us to shape the future of the builtenvironment, and to create a better tomorrow. We continue to enjoy close workingrelationships with our customers and peersin the UK and internationally, and focus onproviding insight that will help projects succeed. We have compiled a selection of insightsfrom RLB colleagues around the world in ourinaugural global Perspective magazine. CONTENTSINTRODUCTIONINTRODUCTIONMARKET OUTLOOK - DISRUPTIONAND TRANSFORMATIONmanufacture for the new-build constructionwork of five major Government departmentslays down a challenge for the constructionsector. Another initiative is the review of thecurrent Building Regulations, carried out byDame Judith Hackitt in the wake of the Grenfelltragedy. The construction industry is on the cusp oftransformation. The impact of the UK leaving the EU willinevitably affect the construction industryon-the-ground, particularly labour availabilityand the import and export of materials andequipment.Running in parallel, with the ambition to improveproductivity across the whole of UK industry,is the Government’s Industrial Strategy. Theconstruction sector deal will form an importantpart of this national strategy. This is beingdriven by the Construction Leadership Council(CLC). The overarching intent of the CLC isto deliver better solutions through the use ofdigital technology, to improve quality and safetythrough increased use of pre-manufacturedcomponents and to optimise the whole-lifeperformance of built assets. The need to do things differently is exemplifiedby the demise of Carillion in the early part of2018. The impact of Carillion’s collapse is stillreverberating through the industry and the trueimpact has not yet been fully felt.Mark Farmer’s Review for the CLC speaksabout “low industry margins, adversarial pricingmodels and financial fragility, interlinked withthe issues of productivity, predictability andstructural fragmentation.”1 This is exactlywhy public sector construction best practiceadvocates the use of Project Bank Accounts, which are equally applicable in the privatesector. We are living through rapidly changing times, but with change comes opportunity for theindustry to improve. The CLC is at the forefrontof this change, bringing together leadershipfrom across the industry, including RLB GlobalBoard Director Ann Bentley. There is no doubt that disruption andtransformation are the watchwords of themoment.Aside from Brexit, other recent governmentinitiatives will have major impacts on ourindustry. The recent Government announcementof the presumption in favour of off-siteviiiRider Levett Bucknall Riders Digest – United Kingdom 2018Rider Levett Bucknall Riders Digest – United Kingdom 2018ix

While most Ham’s have heard of VSWR, and used a VSWR (or just SWR) meter the number of Hams who know what Return Loss is or have used a Return Loss Bridge (or RLB for short) is surprisingly small. Surprising because a RLB is a very simple but powerful tool that can be at least as useful as a VSWR meter. Do
