SECTION 11.1Purpose:The purpose of this RFP is to solicit experienced Architectural Designer Firmsto complete all services required to allow the University to procure andconstruct an approximate 9,400 GSF addition to Storrs Hall and partialrenovation of the backfilled spaces.1.2Background:The School of Nursing is housed in approximately 39,000 SF in two buildings,35,000 SF in Storrs Hall (circa 1908) and 4,000 SF in a portable building. StorrsHall and the Annex contain administrative, laboratory and teaching functions.The School has a documented need for additional space as well as the need toreplace the portable building. Storrs Hall is listed on the National Register ofHistoric places as well adjoining buildings. The attached Building Site Planand Building Photos depict site and building appearance.1.3Scope of Work:The product of this scope of work shall be contract documents (plans andspecifications) that are in sufficient detail to allow construction via a “DesignBid-Build” delivery method. Interested parties are directed to the “StandardUniversity Architectural Design Contract (included in this RFP). This contractdefines all expected deliverables and services.1.4Description of Project1. An approximate 9,400 SF addition to the south end of the existing Storrs Hall.2. The following general uses. Exact space assignments will be determined during schematicdesign phase. A “straw person” program is included.2.4 Office Space2.5 Classrooms2.6 Laboratories2.7 Common Areas3. The existing building will require renovations to allow back filling of functions moved to thenew addition4. Approval by the Connecticut State Historical Commission5. Utility extension and connections – assume existing utilities are adequate for the project6. Total Project Cost - 7,000,0007. Estimated Construction Cost - 5,000,0003

1.5The following are the goals and deliverables required from this study.1. The specific project requirements are detailed in the University Design Contract. Thearchitect’s proposal shall contain any and all qualifications to the standard contract.2. Additional Services - The following additional services may be made part of thearchitect’s contract. The proposer can recommend supplemental work tasks that would aid theUniversity in solving the specific needs.Documentation and InformationAny and all documentation, data and information (whether written or electronic) obtained, used,produced or generated by or for the Consultant, or any sub-consultant to the Consultant, inconnection with the services described herein shall be delivered to the University and shall beconsidered the property of the University for the University to use at its discretion. With regardto Requests for Proposals hereafter for architectural or engineering services for any project to beundertaken in connection with or derived from the services referred to herein, all suchdocumentation, data and information shall be made available for examination by each and everyproposer, or the University, at their request sufficiently in advance of any date for proposalsubmissions so as to enable such proposer to adequately consider such information for thepreparation of the proposal.4

SECTION II2.1COST OF PROPOSAL:The proposal shall be a lump proposal and shall be inclusive of all non labor supplies, equipment,reimbursable and communication. The successful proposer shall base their costs on delivery of onebound and one reproducible ready copy of all reports, plans and specifications and other submittalsunless otherwise agreed to by the University.Your proposal shall include a detailed list of qualifications to the “standard contract”.The type and impact of the qualifications will be considered by the selection committee.Your proposal shall also include a completed “filled” in payment schedule.Your proposal shall include a detailed basis for pricing and any qualifications/exclusions.Your proposal shall include detailed descriptions of your process and the required number ofmeetings and what support services are required from the University.The University will only consider changes to your pricing if contract conditions for changes are met,e.g. Additional services as defined above, material changes to scope.Each proposal shall also include all inclusive hourly rates for each assigned type individual to be usedas a basis for additional services.The University will not provide office space, desks, copiers, office supplies and telecommunicationequipment.The University may choose to interview firms as part of the selection process, however, the proposer’should not assume that this will be done. The technical and cost proposal shall be “STAND ALONE”documents and may be the sole basis of selection. All questions relative to this shall be sent toCapital Projects and Contract Administration (CPCA) for response. Any contact with University ofConnecticut representatives (related to this specific project) without prior approval by CPCA willresult disqualification.The site is open and accessible for visit. No University personnel will be made available for interviewprior to selection unless specifically agreed to in advance5

2.2SCHEDULE:The architect will be required to meet the following schedule in providing theseservices.Schematic Design -90 calendar days from notice to proceedDesign Development -90 Calendar days from approval of schematicsComplete procurement documentation – including required building official approvals- 120 calendar days from approval of Design Development submittal2.3PROPOSALS:The proposal for this project shall include both a technicalproposal and cost proposal.2.4PROFESSIONAL QUALIFICATIONSThe PROFESSIONAL QUALIFICATIONS shall include a detailed description of the generalapproach to the project. Complete resumes for each principal shall be included as part of theproposal. The proposal shall indicate all sub consultants that the Architect will deemnecessary to complete the purposes of this project. Resumes of key sub consultants shall alsobe included in this section of the proposal. The selection committee will focus ondemonstrated design experience in the University environment with a major focus on currentexperience with recently constructed similar facilities. Therefore, please address thefollowing items:1. Recent (last 5 years) successful additions to nationally listed Historic Registered buildings ofsimilar scope to this project.2. Recent (last 5 years) successful additions/new construction on University Campuses.3. Recent (last 5 years) experience with programs similar to this project.4. Experience with successful LEED project certifications – silver minimum5. Recent (last 5 years) experience with similar laboratory and teaching environments6. Past experience of key members of the team on the projects itemized in 1, 2, 3 & 4.7. SECTION III3.1Proposal Content:Each proposal shall contain, at a minimum, the following information:Services:3.1.1A description of what strategies would be used to help the University meet itsgoals, as outlined in the Scope of Work. Be specific.What can your firm offer to the University, in the areas outlined inthe Scope of Work, that other firms could not.3.2Statement of Fees:For each proposal submitted, please provide a fixed percentage fee based on aconstruction budget of 5,000,000 along with a delineation of the number ofhours and associated hourly cost for each staff level; e.g. manager, seniormanager, partner, other staff levels.7

SECTION IVEVALUATION PROCESS:The award of an agreement to this RFP will be based upon a comprehensive review, analysis andnegotiation of the proposal which best meets the needs of the University.All proposals will be evaluated by a committee, which will use the specific evaluation criteria listedbelow with the University reserving the right to base award on proposal presentation and subsequentinterviews.The University also reserves the right to reject any or all proposals, in whole or in part, to award anyitem, group of items, or the total Proposal, to waive any informality or technical defects, or otherwiseproceed under Connecticut General Statutes Sections 10a-109a through 10a-109y in accordance withUniversity procedures and guidelines if it is deemed to be in the best interests of the University.a. 5.2Requests for clarification by the UniversityThe University may request that any proposer clarify or supplement anyinformation contained in any analysis of water systems conservationopportunities proposal. Proposers are required to provide a written responsewithin five (5) business days, or sooner, of receipt of any request forclarification by the University.5.3Submission Format/Receipt of ProposalAn original and six (6) copies of the proposal must be submitted in a sealedenvelope or box to:Stephen R. However, due to the complexity of the bid,only the names of the respondents will be read, as no immediate decision willbe made. All information will be confidential until after review and action bythe Evaluation Committee. All interested parties are, however, welcome toattend the bid opening.All proposals must be submitted in three ring binders within a sealedenvelope or box and labeled as noted above. No responsibility will beattached to any person for the premature opening of any proposal that is notproperly identified.E-mail or electronic attachments are not acceptable means of submitting aproposal and will be rejected as non-conforming. If you intend to use anexpress delivery service, it is recommended that you stress the need to deliveryour package to the building and office designated above. Packages deliveredby express mail to other locations might not be re-delivered to the appropriateaddress in time to be considered.Proposals that do not substantially conform to the contents of the bidrequest, consequently altering the basis for proposal comparison, may bedisregarded and considered as unresponsive.10

5.4Informal Communications:From the date of receipt of this RFP by each Proposer, until a binding contractualagreement exists with the selected Firm or Firms and all other Proposers have beennotified or when the University rejects all proposals, informal communicationsregarding this procurement shall cease. Informal communications shall include, butare not limited to:a)5.5Requests from the Proposers to any department(s) at the University, forinformation, comments, speculation, etc; andb)Requests from any department at the University, or any employee of theUniversity for information, comments, speculations, etc.Formal Communications:From the date of receipt of this Request for Proposal by each proposer until a bindingcontractual agreement exists, as noted above, communications between the Universityand the Proposers will be formal. SECTION VI6.0GENERAL TERMS AND CONDITIONS6.1Each firm, by submitting a proposal, represents that the firm has:A.Read and completely understood the RFP documents and attachments thereto.B.Is familiar with the conditions under which services would be provided, including availabilityand cost of materials, equipment and personnel.6.2Additional information related to Receipt of ProposalsA.Any proposal received after the time and date specified for receipt of proposals shall not beconsidered and shall be returned unopened via regular mail.C.Each respondent shall be solely responsible for the delivery of his or her proposal to theUniversity at the place and before the time as specified above.D.Unless otherwise noted in this document, all materials submitted in response to this RFP shallbecome the property of the University of Connecticut upon delivery and are to be appended toany formal documentation, which would further define or expand the contractual relationshipbetween the University and the respondent.E.The University reserves the right to reject any or all proposals submitted for consideration inwhole or in part; and to waive technical defects, irregularities or omissions, if, in its judgment,the best interest of the University would be served thereby. Non-acceptance of a proposalshall mean that another proposal was deemed more advantageous to the University, or that allproposals were rejected. Firms whose proposals are not accepted shall be notified, uponrequest, after a binding contractual agreement between the University and the selectedrespondent exists, or after the University has rejected all proposals.F.A respondent shall promptly notify the University of any ambiguity, inconsistency, or error,which they may discover upon examination of the proposal documents.G.Proposals are treated as confidential by the University until after the award is issued. At thattime, they become subject to disclosure under the Freedom of Information Act. If arespondent wishes to supply any information that it believes is exempt from disclosure underthe Act, respondent should summarize such information in a separate envelope and each pagesubmitted should clearly state "Confidential," but otherwise be presented in the same manneras the Proposal. However, any such information is provided entirely at the respondent's ownrisk and the University assumes no liability for any loss or damage which may result from theUniversity's disclosure at any time of any information provided by the respondent inconnection with its proposal.12

6.3Preparation of ProposalsA.Proposals shall include an exact copy of the "Form of Proposal" included within thesedocuments. All applicable blank spaces shall be filled in, typewritten or in ink, and amountsshall be written in both words and figures. If there is a discrepancy between the words andthe figures, the amount shown in words shall be deemed correct.B.Respondents shall provide a written, itemized list of any exceptions to this RFP with theirproposal.C.Proposals shall indicate the full name of the respondent submitting the proposal and shallbear the signature of the principal duly authorized to execute contracts on behalf of theRespondent. The name of each person signing the proposal shall be typed or printed belowthe signature. Further, all required documents as noted further in this document shall also besigned by the principal duly authorized to make such determination for the firm.D.All erasures or corrections shall be initialed by the person(s) signing the proposal.E.The terms and provisions of this RFP and any contract resulting from this RFP shall beconstrued in accordance with the laws of the State of Connecticut. All deliveries hereundershall comply in every respect with all applicable laws of the Federal Government and/or Stateof Connecticut.F.Any interpretation, correction, or change to this RFP shall be made by a written addendum tothis contract. Interpretations, corrections or changes to the RFP made in any other mannershall not be binding and respondents shall not rely upon such interpretations, corrections orchanges. Any changes or corrections shall be issued by Capital Projects Department.Questions regarding this RFP shall be submitted in writing and directed to:Stephen R. No addenda shall be issued later than seven(7) days prior to the date for receipt of proposals except an addendum, if necessary,postponing the date for receipt of proposals or withdrawing the RFP. Proposers whodownload the bid from one of the websites noted herein are encouraged to check thewebsite(s) regularly to determine whether any addenda have been issued.6.4Format of Proposals13

A.Proposals must include a point-by-point response to this RFP, where required. Each suchresponse must be cross-referenced to the correspondingly numbered item in this RFP anddescribed in as much detail as possible. Likewise, any samples and/or examples, which areprovided to support responses, shall be labeled to correspond with the specific requirement inthis RFP. This MANDATORY REQUIREMENT will facilitate a more expedient evaluation ofthe proposals.C.Failure to respond to all points may be grounds for rejection. Likewise, failure to supplyany information requested to accompany proposals may cause rejection of the proposal asnoncompliant. The University reserves the right to request additional information ifclarification is needed.6.5Submittal of ProposalsA.No oral, telephonic proposals will be accepted. If a proposal is sent by mail, allowance shouldbe made for the time required for such transmission. The officer whose duty it is to openproposals shall decide when the specified time has arrived and no proposal received thereafterwill be considered.6.6Modifications or Withdrawal of Proposals Will Be Executed As Follows:A.A proposal shall not be modified, withdrawn or canceled by the respondent for a ninety (90)day period following the time and date assigned for the receipt of proposals as specified inparagraph 6.3 above and the respondent so agrees in submitting a proposal.B.Prior to the time and date assigned for receipt, proposals submitted early shall be modified orwithdrawn only by written notice to the University prior to the designated date and time forreceipt of proposals as provided in paragraph 6.3 above.C.Withdrawn proposals may be submitted up to the time designated for receipt of proposalsprovided they are then fully in conformance with these terms and conditions.6.7Formation of AgreementA.The response to this RFP will be considered an offer to contract. At its option, the Universitymay take either one of the following actions in order to form an agreement between theUniversity and the selected respondent:B. Accept a proposal as written by issuing a written "Notice of Award" to the selectedrespondent which refers to this RFP and accepts the proposal as submitted; or Enter into negotiations with one or more respondents in an effort to reach a mutuallysatisfactory agreement that will be executed by both parties and will be based on thisRFP, the proposal submitted by the selected respondent and the negotiationsconcerning these.Because the University may use the first alternative described above, each respondent shouldinclude in his or her written proposal all requirements, terms or conditions it may have, and14

C.should not assume an opportunity will exist to add such matters after the proposal has beensubmitted.While in determining the “lowest cost proposal” in compliance with the University’srequirements, the proposer proposed fee, general conditions cost and pre-construction servicescosts are important considerations, they are not the sole considerations. Factors pertinent to theProject for which Proposals have been solicited, as set forth in this and the other ProposalDocuments and documents issued by the University as part of the pre-qualification processdescribing the nature and requirements of the Project and the University’s expectations of theConstruction Manager, will be considered, including but not limited to, the relative qualificationsof the proposed construction management team, the proposed staffing and work plan forperforming the Contract, the proposed schedule and proposer ability to complete the Project inaccordance with the Contract Documents, and other criteria set forth in the Proposal andContract Documents.
