01OVERVIEW OF STATESTARTUP ECOSYSTEMThe state of Madhya Pradesh, often referred to as the heart of India, has, attracted investments in adiverse mix of sectors ranging from heavy engineering, information technology, electronics systemdesign and manufacturing (ESDM), Telecommunications and automobiles. As a result, one of theinteresting aspects about the state is the abundance of skilled technical workforce, thereby providinga tailor-made platform to promote startups in the state. In order to ignite the spirit of entrepreneurshipand innovation for people in the state and converting ideas into potential businesses, the stategovernment, in 2016, outlined a startup policy to provide an enabling environment to achieve thisobjective.This policy has been formulated with the clear mission to align itself with the ‘Startup India’ flagshipinitiative of the Government of India (GoI). The policy, termed as ‘MP Incubation & Startup Policy’ underthe Department of Micro, Small and Medium Enterprises (MSME) with some updation in 2019, has aspecial focus on areas such as textile manufacturing, automobiles, food processing, soya processing,engineering and agriculture equipment manufacturing.It is pertinent to highlight that the state is also home to some of the most renowned educational institutesof India such as the Indian Institute of Management (IIM), Indore, the Indian Institute of Technology (IIT)Indore, All India Institute of Medical Science (AIIMS), National Institute of Fashion Technology (NIFT),Bhopal, Polytechnics and several Industrial Training Institutes (ITIs). Availability of skilled manpoweralong with proportional number of training institutes makes the state an ideal destination for startups.The state has evolved its policies to offer a startup friendly ecosystem with a clear focus on incubation,funding and individual startups. 03PILLAR-WISEASSESSMENT1. INSTITUTIONAL SUPPORTInstitutional support envisages provisions and execution of the state’s startup policy includinginformation on the nodal team within the state, online implementation system, registration of mentorsand their listing on the state startup portal. The states are evaluated based on the laid provisionsalong with parameters of availing benefits through state intellectual property rights portal, establishingpartnerships with institutions, providing special incentives for women led startups and entrepreneurship.KEY FACTSThe state has a strong policy framework with identified focus areas. The ecosystem is backed by a user-friendly onlineimplementation system for registration and for availing incentives offered by the state government. All the policies areavailable on the state’s startup portal and have clearly defined benefits and incentives (both fiscal and non-fiscal) to begiven to startups, incubators, nodal institutions, educational institutes. One of the key aspects of the state’s support systemfor startups is support for incubators and accelerators which have risen through partnerships between the state governmentand various educational institutions.KEY STRENGTHSFOCUS ON WOMEN ENTREPRENEURSHIP The policy is sector agnostic i.e. the incentives and otherbenefits offered to startups are not restricted to any sector. Women participation is essential for sustainable growthof the startup ecosystem. Women startups have activelyparticipated in international events such as 64th FancyFood Show in New York, USA and 83rd ThessalonikiInternational Fair (TIF) in Thessaloniki, Greece. In the policy, the state has accommodated a thoroughand clear definition of ‘startup’ in the startup policy by theDepartment of MSME. According to the policy An entity shall be considered a startup up to a period offive years from the date of incorporation/registration; if it isincorporated as a private limited company or registered as apartnership firm or a limited liability partnership in India. Turnover of the entity for any of the financial years, sinceincorporation, should not exceed INR 25 crore. The entity should be working towards innovation, developmentor improvement of products or processes or services. All the details of the policy are available online througha dedicated portal for startups. The portal also providesstartups with all the necessary details regarding theprocess for registration and the procedure for availingincentives.8KEY STRENGTHSSTRUCTURED STARTUP POLICY The state offers special incentives for women-led startupsin the form of interest subsidy of 8% on loans up to threeyears, not exceeding INR 5 lakh The state offers incentives for lease subsidy up to INR 5 lakhfor women-led startupsMADHYA PRADESH EMERGING STARTUP ECOSYSTEM

DEDICATED NODAL DEPARTMENT, OFFICER AND TEAMSTRONG PARTNERSHIPS As per the policy, the Directorate of Industries, MadhyaPradesh has been assigned as the nodal agency wherein adedicated team supports startups to promote incubators,startups, accelerators and to encourage host institutions tobuild entrepreneurial ecosystem in the stateThe state has established partnerships with educationalinstitutions and business enterprises for supporting startups.The business enterprises include both private and publicsector organisations. Contact details of nodal officer (with designation) areavailable on the state startup portal.PARTNERSHIP WITH UNITED NATIONSDEVELOPMENT PROGRAMMES (UNDP):COMPREHENSIVE ONLINE IMPLEMENTATION SYSTEM The startups can submit their application for registrationby submitting all documents online. The status of theapplication is also reflected online on a real-time basis andcan be tracked accordingly. Once the startup is registeredsuccessfully, a registration certificate is issued with aregistration number A startup help center has also been set up under theMadhya Pradesh Startup Cell to receive and resolve queriesvia phone, e-mail or online portal. The details of incubators and mentors registered with theportal are available in the public domain. The details of the policy implementation dashboard aredisplayed on Madhya Pradesh’s startup portal.INTELLECTUAL PROPERTY (IP) SUPPORT The Government of Madhya Pradesh through its MSMEDepartment has issued the MP Incubation and StartupPolicy 2016 which provides various provisions to extendintellectual property right support to startups. Followingbenefits related to IP support are provided in the policy:KEY STRENGTHS The state’s startup portal has been formed for startups toinitiate registration with the Government of Madhya PradeshGovernment of MP & United NationsDevelopment programmes (UNDP) havesigned a memorandum of understandingto cooperate in implementation of aprogrammes, which aims at building aninstitutional structure. This initiative wouldprovide marketing support and capacitybuilding for entrepreneurs under theMukhyamantri Yuva Udyami Yojna in the state.The support would be provided in the form ofspecific training and hand-holding support to5000 entrepreneurs to build their capabilitiesin relevant areas of entrepreneurshipdevelopment. Further, this programmes hasbeen collaborated upon with IIM Indore todesign and conduct focused training modulesfor entrepreneurs.PARTNERSHIP WITH LEATHER INCUBATIONCENTRE, DEWASA dedicated incubator center is being established inDewas, MP which would be equipped with a plug andplay facility to conduct training and skill developmentprogrammes. A sum of INR 90.20 lakh from Governmentof India and a sum of INR 44.80 lakh from the state hasbeen sanctioned towards the projectPARTNERSHIP WITH MP AKVN INCUBATIONCENTRE, INDORE 35 seats on plug & play basishave been reserved for the startupsin Crystal IT Park, Indore in orderto provide Incubation facility toMicro, small and medium scaleentrepreneurs Details of partnerships along withcontact details are available on thestartup portal of the state. Cost reimbursement for patent/ Quality certificationper unit up to a limit of INR 2 lakh for domestic and INR5 lakh for international patent/ quality certification uponsuccessfully receiving them. WAY FORWARDThe state needs to give importance to this pillar in order to further strengthen the startupecosystem. The state could prioritise actions required in three categories: short, medium andlong term. Action required in each of these categories are summarised below:MEDIUM TERM ACTIVITIES (4-6 MONTHS)The activities suggested in this category are important and will take relatively more time for implementation. Through dedicated efforts,results can be achieved within four to six months. Activities suggested under this category are as follows:Improve mentor networking platform The state could deploy an extensive mechanism through the portal to directly connect the startups with mentors. The contact detailsand profile of the mentors could be updated on the portal for improved collaboration. Alternately, a communication platform couldbe offered by the state such as a virtual chat window on the portal with a domain specific email for mentors to provide personalisedsupport to startups in the state.Increase in support from various departments The other departments in the state could design policies, orders and schemes to additionally support and elevate the startup culture inthe state. The other departments could enlist sector specific incentives and create possible synergies for startups. The other departments of the state could also notify important and recurring events from their respective departments which couldfoster participation from state’s startups and create additional awareness on the startups’ business set-ups.10MADHYA PRADESH EMERGING STARTUP ECOSYSTEM

2. SIMPLIFYING REGULATIONSSimplification of regulations considers mandatory requisites for state level approvals and clearances forregistering and operating a business or startup online. In order to make compliance for startups friendlyand flexible, simplifications are required in the regulatory regime. It encapsulates regulatory issues facedby registered startups which have been identified through an interactive online mechanism subject toapproving action by regulatory agencies. The states are evaluated based on the support provided tostartups by introducing a list of rules, regulations or Acts in the state, including amendments in the Actsand regulations with requisite details to create a conducive environment for the state’s startups.KEY FACTSThe state has a strong mechanism in place for identifying regulatory challenges faced by startups across various sectors,they have subsequently worked towards simplifying policies and regulations to promote the growth of startups. Thestate has also institutionalised an online mechanism to connect with disruptive startups and to understand their specificregulatory issues. The startup portal of the state is comprehensive in its mechanism to invite and identify regulatory issuesof various types.KEY STRENGTHSSIMPLIFIED BUSINESS COMPLIANCE ANDMECHANISM FOR REGULATORY ISSUES The portal has a dedicated section showcasing theonline mechanism implemented by the state to invite &identify grievances raised by startups. Under “ConcernedDepartment” tab, startups have the option to filecomplaints/ grievances related to various departmentssuch as law & legislative affairs, public grievancesredressal etc. A two-way communication betweenstartups and relevant government departments is aimedat direct consultation and grievance redressal.KEY STRENGTHS The state has an online portal with interactive mechanismto find information on all the state approvals andclearances required for registering and operating startupsacross various sectors. The state’s Single Window Systemportal showcases an online interactive mechanism for allstate approvals and clearances required for registeringand operating startups across various sectors. This (msme.gov.in) portal also acts as a one-stop shop forstartups to comprehend the approvals and clearancesrequired for starting a business, obtaining seed fundingor venture funding, guidelines for public procurement,partnerships, self-certifications, relevant rules andregulations by the state government.IDENTIFICATION OF REGULATORY ISSUESAMENDMENTS IN RULES, REGULATION OR ACTSFOR SUPPORTING STARTUPS The MSME Department of the state has notified all theother state departments to focus on startup servicesrelated to disruptive technologies and offer benefitsunder the MP Incubation and Startup Policy 2016.The department has also notified that preference inprocurement and free of cost services be provided toStartups under Madhya Pradesh Bhandar Kraya TathaSewa Uparjan Niyam, 2015. The Labour Department of the state has notified all fieldofficers to ensure that incentives and exemptions areextended to Startups upto a duration of 5 years Mukhyamantri Yuva Udhami Yojana (MMYUY)Provisions have been made for financial support for theregistered startups. Rules/regulations under the schemehave assisted startups to avail loans. The state could make the portal more interactive by adding a chatbot to the main site. This may help in real time problem-solving forthe startups and would lead to receive customised responses.Improvement in the platform for resolving regulatory issuesAs startups are the harbingers of change in any business ecosystem, they could be supported by policy amendments, introduction ofstartup-friendly rules, regulation or Acts in disruptive technology areas. 3. EASING PUBLIC PROCUREMENTEase in public procurement simplifies criteria to ensure participation of startups in governmenttenders. The states are evaluated based on the support provided to startups in resolving issues relatedto state public procurement as norms of Earnest Money Deposit (EMD), prior experience, and priorturnover which prove to be barriers for participating startups. Easing of such norms enable startupsand entrepreneurs to avail exemptions and share an equal platform with established organisations.KEY FACTSThe state actively supports startups with adequate performance in public procurement of goods and/or services. As per theBhandar Kraya Tatha Seva Uparjan Niyam, 2015, the state is providing preference in Public procurement and offering freeservices to startups such as free of cost tender form and 100% exemption in submission of Earnest Money Deposit (EMD).KEY STRENGTHSROBUST GRIEVANCE REDRESSAL MECHANISM The state government has developed an online mechanism for receiving grievances and communicating resolutions on mattersrelated to public procurement Startups can raise grievances on the state’s startup portal and communication of resolution of the grievances is undertaken throughthe same portal For each grievance submitted, a timeline is specified for resolution The Directorate of Industries has assigned a dedicated nod
