NOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, COFINANCIAL IMPACT OF SPACE WEATHERANOMALIES –AN INSURER’S PERSPECTIVED. WadeD. Hoffer R. GubbyAtrium Space Insurance Consortium1

OUTLINE Background on Lloyd’s and Atrium Space InsuranceConsortium (ASIC) The Space Insurance Market Space Weather versus Satellite Anomalies and InsuranceClaims Relevance of Space Weather Forecasting to Insurers Summary/Conclusions2NOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, CO

INSURANCE AT LLOYD’S1688 - Edward Lloyd’s coffee shop Began with shipping, but continued to evolve with each newemerging market – automobiles, aviation, spaceLloyd’s will insure (almost) anything: Egan Ronay’s tastebuds ( 400,000) Celine Dion’s vocal chords Michael Flatley’s legs( 47 million) In 2010 Lloyd’s comprised: 84 syndicates773 names (unlimited liability)1238 corporate members (limited liability) 22 billion of gross premium was written in 20103NOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, CO

THE SPACE INSURANCE MARKET7 Customer base:50 or so satellite operators, primarily GEO communicationsatellite operators and a small number of LEO operators Insured launches per year:Between 30-35 insured launches take place every year.Coverage typically begins at “intentional ignition” andexpires 1 year from launch Insured in-orbit satellitesper year:Approximately 190 satellites are insured each year, typicallyon an annual basis, representing approximately half of allcommercial satellites, Total insured value in orbit: 22 billion; 20.6 billion in GEO, 1.4 billion in LEO Basis of coverage:Replacement value (Total Loss), or lost capacity (PartialLoss) Scope of coverage:Insured against any and all causes of failure exceptterrorism , civil unrest, and war, including the use of antisatellite weaponsNOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, CO

RISK ASSESSMENT We know space weather causes satelliteanomalies Space insurance covers “all risks” As Insurers, what we have to assess is:1) What is the likelihood of a claim arisingfrom a space weather event?2) How much is the claim likely to be?8NOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, CO

SATELLITE ANOMALIESWHAT HAS BEEN OUREXPERIENCE TO DATE?9NOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, CO

SATELLITE ANOMALIESThe ASIC database includes anomalies from 922 satellites going back to 198610NOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, CO

SATELLITE ANOMALIES11 Only a relatively small proportion of satelliteanomalies to date were attributable to spaceweather. How many of these anomalies resulted in claims?NOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, CO

REAL-LIFE WORST-CASE SCENARIOSBASTILLE DAY STORM (July 2000)Ref: ESA Coronal Mass Ejection (CME) unleashed billions of tons of plasma travellingat 4 million miles per hour (double usual speed) Nine hour G5 geomagnetic storm Aurora seen in El Paso, Texas (31oN) GPS accuracy degraded leading to re-routing of aircraft GOES 8, GOES 10, ACE, WIND, SOHO instruments temporarily blindedINSURANCECLAIMS 0 Astro D satellite permanently lost Degradation of solar arrays on numerous GEO satellites Degradation of pointing on numerous GEO satellitesHALLOWEEN STORM (October 2003)Ref: ESA GPS accuracy degraded leading to re-routing of aircraft Power outage in Sweden More than half of deep space and near Earth missions experienced effects 45 satellites reported anomalies Voyager 2 experienced diffuse particle stream in April 2004 at a distance of 7billion miles12NOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, CO

ACTUAL CLAIMS During the years 1994 – 2011 the total amount ofclaims was 10,793M. Only two claims wereunambiguously attributable to space weather: Anik E1 - 142.5M Telstar 401 - 132.0M 274.5M, less than 3% of the overall total However, this does not imply that space weathercan be ignored as a risk.13NOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, CO

QUESTION NUMBER 1: We know that space weather causes satelliteanomalies We know that satellite anomalies can result inclaims We don’t want to get claims. The more that can be done to prevent claims thehappier we will be.So - is the risk from space weather beingadequately controlled?14NOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, CO

RISK - SOME OPEN QUESTIONS Why is such a variation seen in anomalies betweensame-type satellites? Do designers have a full understanding of theinteraction between the space environment andeach design and manufacturing variable? What is the true worst-case boundary condition fordesign? Should top-level ESD-type immunity testing beincluded as part of a comprehensive test program?15NOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, CO

SPACE WEATHER FORECASTING– IS IT USEFUL TO INSURERS?16NOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, CO

SPACE WEATHER FORECASTING The decision to insure is based on assessment of theoverall risk, including space weather. Space weather cannot be made the subject of a blanketexclusion; risk due to space weather must be factoredinto the overall risk assessment. However, on renewal, if a satellite has shown abnormalsensitivity to space weather, deductibles and exclusionscan be applied, but once the policy is signed, we arebound.17NOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, CO

SUMMARY & CONCLUSIONS Insurers know that space weather is a definite contributor torisk. However, this risk is usually small in relation to other riskfactors. The risk posed by space weather is being controlled to areasonable degree, although we feel there is room for someimprovement. Space weather forecasting in its present state ofdevelopment is of limited value to insurers. That said, it can lead to improvements in the design ofsatellites which will benefit us all.18NOAA Satellite Anomaly Mitigation Stakeholders Meeting23 April 2012 Boulder, CO

Weather instruments are used to measure and record the weather. Weather instruments can be found in weather stations on land. The Met Office has hundreds of weather stations all over the UK. Weather instruments are also found at sea. They are found on some ships, but mainly on weather buoys designed to monitor weather and sea conditions.

Unit 2 Weather 5 LESSON 1 Today’s Weather BIG IDEAS Weather affects the way we live, what we eat and wear and how we feel. We can describe weather conditions by using mathematics. LESSON 2 What Makes Weather? BIG IDEAS The sun heating the earth and its atmosphere causes the weather. We feel weather as wind, heat or cold, and humidity in the form of rain,

Space weather is a consequence of the behavior of the Sun, the nature of Earth’s magnetic field and atmosphere, and our location in the solar system. There are various phenomena that originate from the Sun that can result in space weather storms. Outbursts
