NRHC ConstitutionCONSTITUTIONARTICLE I. Name and Geographical Definition Section 1. The name of this organization shall be theNortheast Regional Honors Council, hereinafter referred toas the Region.Section 2. Geographically the Region consists of NewEngland, the Middle Atlantic States, the Provinces ofAtlantic Canada, Quebec, and Ontario. The Region alsoincludes the Commonwealth of Puerto Rico.ARTICLE II. PurposeThe purpose of this organization shall be (a) to promotehonors programs and related activities in colleges anduniversities in the Northeast Region and (b) to cooperatewith other organizations with similar goals.ARTICLE III. MembershipMembership in the Region shall consist of institutional andindividual membership.Section 1. Institutional membership shall be open toinstitutions of higher learning as well as toeducationally related foundations and governmentagencies. In the instance of an institution withphysically separate campus locations, each campus51

Individual membership shall be open to facultymembers, administrators, students and other interestedpersons.Section 3. The term “member” shall refer only to thoseinstitutions or individuals who have paid all current andoutstanding dues and other fees to the Region.Section 4. Institutions or persons residing outside thegeographical boundaries of the Region may becomemembers upon payment of dues to the Region. Membershipis not restricted geographically.ARTICLE IV. Officers and Their DutiesThe officers shall be a President, a President-Elect, a VicePresident, an Executive Treasurer, and an ExecutiveSecretary. The President, the President-Elect, and the VicePresident, may not be elected to a second consecutive termof office.Constitution Required Revisions 04/11/2015Section 1. The President shall be the immediate pastPresident-Elect and shall hold office for one year until asuccessor is installed. The President shall preside atmeetings of the Region, appoint committees, proposepolicies and projects which fulfill the obligations andpurposes of the Region, and preside over the ExecutiveBoard.52

The Vice President shall be elected for a oneyear term and shall be a member of the faculty oradministration of any member institution in the Region.The Vice President shall succeed automatically to the officeof President-Elect upon the election and installation of thenew Vice President. The Executive Treasurer shall be elected for aterm of three years and shall be a member of the Region.The Executive Treasurer may be re-elected to a secondthree-year term. Together with the Executive Secretary, theExecutive Treasurer shall maintain and publish a currentmembership list including names and addresses ofinstitutional representatives, and shall serve as liaison withthe National Collegiate Honors Council. The ExecutiveTreasurer shall collect and manage all Regional funds, andmay sign contractual obligations on behalf of the Region ormay designate another officer or standing committee chairto do so. The Executive Treasurer may approve fiscal andcontractual obligations of less than 501. Fiscal andcontractual obligations greater than 500 but less than 1001 require approval of the Executive Treasurer and thePresident or the President’s designee. Fiscal and contractualobligations of over 1000 require the approval of theExecutive Board.Section 4. The Executive Secretary shall be elected for aterm of three years and shall be a member of the Region.The Executive Secretary may be re-elected to a secondthree-year term.
