Committee may confirm the minutes.ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF AUGUST2014.2.1Frequency ParticularsThe average frequency during the month of August 2014 was 49.93 Hz. Themaximum instantaneous frequency was 50.34 Hz at 17:07 hrs. of 15th August,2014 & at 13:02 hrs of 26th August, 2014 while minimum instantaneous frequencywas 49.36 Hz on 1st August, 2014 (19:10 hrs). 22.4 U/F Relay OperationsAs per WRLDC records during August 2014 the system frequency didn’t touch 49.2Hz and no UFR operation has been reported by WRLDC.GETCO has reported, AUFLS on Nine occasions in August 2014. 9ITEM NO. 8: MISCELLANEOUS OPERATIONAL ITEMS(A) FOLLOW-UPITEM NO. 8.1 QUARTERLY REVIEW OF CRISIS MANAGEMENT PLANAll the constituents are requested to submit the CMP report for the First quarter(April 2014 to June 2014) for the year 2014-15.The Sub-Committee members may like to note and furnish details in respect ofabove.ITEM NO. 8.2 STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTORStatus of physical & cyber security in Power Sector for the First quarter (April 2014 toJune 2014) have not been received from some of the constituents.The Sub-Committee may like to note and furnish details in respect of above.ITEM NO. 8.3 OUTAGES OF TIE BREAKER OF 400 KV NTPC – II & SEONI BAY AT 400KV S/S BHILAIExecutive Director, CSPTCL vide letter dated 05.09.2014 intimated that the tiebreaker of 400 kV NTPC-II & Seoni bay at 400 kV S/s Khedamara, Bhilai is outsince July 2013. This matter has been brought into knowledge of M/s PGCILnumber of times but till date tie breaker has not been brought to service orreplaced.PGCIL may give the status.ITEM NO. 8.4 LOAD FORECASTING IN WESTERN REGIONConstituents may update latest status report for pilot project on Load Forecasting infollowing respect: Input data collection from Discom as per Tech Specification Signing of Non Disclosure Agreement Submission of historical data etc.SLDC GETCO may appraise the status of progress.463rd OCCM AGENDA

10Item No. 9 : ITEMS FROM WRLDC:9.1 NETWORK CONSTRAINTS DUE TO SKEWED DESPATCH & GENERATIONDEPLETIONWRLDC have intimated that on 27.8.14 all the generating units at APL Mundra(Gujarat) except unit 1 were withdrawn after 12:37 hrs. The total installedcapacity at APL-Mundra is 4620 MW (Stage-1: 4x330, Stage-2: 2x660 MW,Stage3: 3x660 MW). In the antecedent conditions 1320 MW (Unit 5 & 6 of stage2) was under forced outage. Unit 2, 3, 4 were reportedly closed due to coalshortage while Unit 7, 8 & 9 were withdrawn reportedly due to commercial issues.On 27th August unit 4 (660 MW) of APML Tiroda (in Maharashtra) was alsowithdrawn at 12:41 hrs. Later on 29th Aug unit # 2 and 3 of APML Tiroda werewithdrawn from service.830 MW units (20 and 40) of CGPL were already under outage. Unit 20 is underplanned maintenance for AOH and bottom ash hopper works since 24 July 2014.The unit was expected to come on 14-Aug 2014, however the unit is yet to revive.Unit 40 is under forced outage since 27th July 2014.Loss in availability was managed by increase in generation at ISGS stations (byrequisitioning URS), state generation, increase in generation at SSP and as wellas infirm injection at DGEN and JP Nigrie. Further there was a reduction inoverall demand in Western Region on account of rains/holiday effect. Thus thepower supply position in Western Region remained normal. However, reduction ingeneration resulted in the following grid operating conditions1)Increase in loading on 765 kV Gwalior-Agra circuits (WR-NR link) and frequentSPS operation due to skewed despatch.2)Critical loading of SSP-Asoj & SSP-Kasor lines in Gujarat3)Reversal of power flow on Vapi-Boisar and SSP-Dhule lines4)High voltage in Saurashtra and Kutch areaPower flow on HVDC Mundra-Mahendragarh was regulated between 1000 MW to1600 MW to control the loading of Gwalior-Agra lines. One or Two units of SSPwere also withdrawn to control loading of SSP-Asoj and SSP-Kasor. FSC of 400kV Adani-Sami-Dehgam lines were also taken out of service.APL & CGPL may give update on following :1. Expected date of revival of units at Mundra and Tiroda2. 119.2 SEVERE OSCILLATION IN THE EASTERN, WESTERN AND NORTH –EASTERN GRID ON 9-12TH AUGUST 2014.During the early morning hours on 9-12 August 2014, low frequency oscillations (0.75Hz) were observed in the grid. Hunting was reported in several of the generating plantin Eastern, Western and Northeastern region. In addition, the oscillations wereobserved in HVDC power order and several transmission lines. The magnitudes ofoscillation were quite high as observed from the SCADA as well as synchrophasordata and the damping observed were less than 2 % and on few occasions has gonenegative. The timing for all the four events and mode frequency is given below:9th August 2014: 05:00 – 06:00 Hrs. , 0.76 Hz10th August 2014: 03:00 – 04:00 Hrs. , 0.73 Hz11th August 2014: 05:45 – 05:49 Hrs. , 0.75 Hz12th August 2014: 12:43:30 – 12:44:15 Hrs. , 0.60 HzFigure: Zoomed view of Oscillation in frequency between 05:40- 05:59 Hrs on 9thaugust’14. Sharing of Event information (SOE, POD triggering, DR/EL triggering,switching etc.)9.3 DELAYED FAULT CLEARANCE OBSERVED IN WESTERN REGION GRIDAs per the CEA planning criteria, the grid has been planned in a way to sustain faultof 100 msec for 400 kV and above levels and 160 msec for 220 kV and belowlevels. 13time exceeded more than 100 msec for 400 kV above levels and 160 msec for 220kV levels in Apr-Aug’14 resulting multiple element tripping and consequentload/generation loss.
