Energy Indicators for Sustainable DevelopmentPresentation by Kathleen AbdallaWorkshop on Capacity Development for Mainstreaming SustainableDevelopment Goals, Targes and Indicators into Statistical Programmes inSelected Latin American CountriesPanama City, Panama, 4-6 February 20151

Energy Indicators for Sustainable Development Focus on presenting an integrated look atenergy within the framework of sustainabledevelopment. Applying the entire set of indicators, canprovide an overall picture of the state ofenergy and sustainable development in agiven country Indicators can be used to measure progress inachieving sustainable development over time.

Energy Indicators for Sustainable Development Defined a conceptual framework thatincorporated and identified specific indicatorsfor sustainable energy development. Assistance to countries in the developmentand use of energy indicators for monitoringprogress and for developing energy strategiesin conformity with national objectives ofsustainable development.

Energy Indicators for Sustainable Development EISD developed in the context of theinternational communities efforts on Promoting sustainable developmentRio meeting in 1992, CSD, WSSD in 2002, MDGs Identifying an an international consensus onenergy for sustainable development Work on developing and refining indicatorson sustainable development and How to measure progress on achievingsustainable development

Energy Indicators for Sustainable Development30 indicators 3 major dimensions of sustainabledevelopment -- social, economic andenvironmental– 7 themes and 19 sub-themes– 4 indicators in the social dimension– 16 in the economic dimension and– 10 in the environmental dimension

Energy Indicators for Sustainable Development The energy indicators were selected by experts frominternational organizations and based on lessonslearned from the the implementation phase inparticipating countries. The indicators, while not exhaustive, were found to bemanageable for most analysts. They addresses the most important energy relatedissues of interest to countries worldwide. The selection criteria included considerations aboutdata availability in developing countries and thefeasibility to collect additional data consideredessential to the development of important indicators.

Social Dimension Access to modern energy services at affordable rates. Two themes are considered under the social dimension - equityand health. Equity is addressed under the sub-themes of affordability, accessibility and disparity. Reliability of energy services – not considered in the EISD – hassince been recognized by the international community as anecessary component of energy access Health impacts and safety are sub-themes addressed by energyindicators of the social dimension.– Fumes from the combustion of traditional or non-commercial fuelsused for cooking and heating– Fire accidents are also common from the use of candles for lighting.

Environmental Dimension Three themes of energy-related impacts on theatmosphere, water and land are included here For assessing the atmosphere, greenhouse gasemissions, linked to climate change, and pollutantsthat degrade air quality are considered. The theme of water specifically covers water quality asdetermined by contaminant discharges. The land theme addresses soil quality directly as wellas deforestation and waste generation and disposal.

Energy Indicators for Sustainable Development Designed to by used by policy makers, energy analysts andstatisticians at the national level Assessment of current conditions of energy systems, effectiveness of energy policies in place and in thedefinition of energy strategies for sustainable development Useful for encouraging improvements in statistical analysisand to expansion of national and regional energy statisticaldatabases. By raising awareness of utilizing Sustainable Developmentprinciples in the formulation of energy projects, programsand strategies Promoting an integrated approach towards energydevelopment and sustainability.

Energy Indicators for Sustainable Development Procedures and processes for developing and usingindicators for sustainable energy development vary fromcountry to country. Country specific conditions, national energy priorities andsustainability and development criteria and objectives varyby country. Using and effectively implementing EISD depends on theexisting statistical capability, expertise and the availabilityof energy data and other related information for decisionmaking. EISD requires the allocation of human and financialresources, a pragmatic and cost-effective approach isessential.

Energy Indicators for Sustainable Development Each country needs to select the energyindicators most relevant to the country’s– particular energy system– and policy priorities– when assessing and monitoring the status andprogress of specific strategies towards a moresustainable energy future Additional energy indicators specifically designedto address conditions or priorities unique to agiven country might need to be developed.

Energy Indicators for Sustainable Development EISD represent an integrated approach to energy andpolicy analysis at the national level. The indicators can assist efforts to assess progressmade achieving sustainable development goals in thearea of energy Their application at the national level can help inidentifying specific areas in which targeted measuresand policies should be directed. The indicators are designed to be utilized with leastcost data available, but more concerted efforts at datacollection and coordination are often needed amongrelevant institutions at the national level
