It also facilitates comprehensive logistics planning, technicalassistance, training, education, exercise, incident response, and sustainment thatleverage the capability and resources of Federal logistics partners, public and privatestakeholders, and nongovernmental organizations (NGOs) in support of both respondersand disaster survivors.ScopeESF #7 provides centralized management of supply chain functions in support of local,state, tribal, territorial, insular area, and Federal governments for an actual or potentialincident. Its scope includes coordination of resource sourcing; acquisition; delivery ofsupplies, equipment, and services; resource tracking; facility space acquisition;transportation coordination; and management and support of information technologysystems services and other administrative services. Its specific activities within thescope include: Managing a collaborative and complex logistics supply chain that providesequipment, supplies, and services for incidents requiring an integrated wholecommunity response capability. Providing for the integration of whole community logistics partners throughdeliberate and crisis collaboration in the planning, sourcing, acquisition, utilization,and disposition of resources.June 2016ESF #7 – Logistics AnnexESF #7-1

Emergency Support Function #7 – Logistics Annex Facilitating communication and collaboration among all supply chain supportelements in order to minimize recovery efforts in the impacted area and reestablishlocal and state self-sufficiency as rapidly as possible.RELATIONSHIP TO WHOLE COMMUNITYThis section describes how ESF #7 relates to other elements of the whole community.Local, State, Tribal, Territorial, and Insular Area GovernmentsESF #7 conducts assessments, training, education, and exercise programs for regionalentities and local governments to improve readiness, increase response capacity, andmaximize the management and impact of homeland security resources. ESF #7organizations develop collaborative tools for use by local, state, tribal, territorial, andinsular area entities to evaluate current disaster logistics readiness, identify areas fortargeted improvement, and develop a roadmap to mitigate weaknesses and enhancestrengths to foster a collective whole community logistics concept.Private Sector/Nongovernmental OrganizationsSupport that cannot be provided from Federal resources is secured through directprocurement or donations.ESF #7 works with retail, wholesale, and other similar private industry associations forinformation sharing, planning, and exercises that would produce mutually beneficialresults in coordinating how, when, where, and by whom critical logistics resources willbe provided during all types of incidents.Federal GovernmentESF #7 fosters partnerships among Federal logistics stakeholders to maintain a robustand sustainable capability that is flexible and adaptable to meet the unpredictabledemands of all hazards.This unique interagency partnership enables ESF #7 to serve as the single integrator forthe whole community logistics supply chain planning and coordination in response todomestic incidents and special events.Specific information on Federal Government actions is described in the followingsections.CORE CAPABILITIES AND ACTIONSESF Roles Aligned to Core CapabilitiesThe following table lists the response core capabilities that ESF #7 most directlysupports along with the related ESF #7 actions. Supports the prioritization, coordination, and communication of masscare resource requirements. Communicates plans, requirements, and strategies to core capabilityproviders. Supports requirements for physically accessible sheltering andfeeding, as well as related activities to support survivors of disasters,including individuals with disabilities. Manages transportation that includes equipment and procedures formoving material from storage facilities and vendors to incidentvictims, particularly with emphasis on the surge and sustainmentportions of response. Provides transportation management services, including fulfillingrequests from other Federal organizations.InfrastructureSystems Provides logistical support to fire and other first response services.OperationalCommunications Coordinates the procurement of communications equipment andservices.Logistics andSupply ChainManagement Coordinates resource support for survivors. Provides facilities management that includes locating, selection, andacquisition of incident facilities, such as Joint Field Offices (JFO), aswell as storage and distribution facilities. Establishes and operates logistics support facilities to include themanagement of services related to lodging and feeding incidentsupport personnel. Provides personal property management to include policy andprocedures guidance for maintaining accountability of material, aswell as identification and reutilization of property acquired to supporta Federal response operation. Manages electronic data interchanges to provide end-to-end visibilityof response resources. Plans for transitional support to recovery operations concurrent withresponse operations.CriticalTransportationJune 2016Provides resource management that includes determiningrequirements, sourcing, ordering and replenishment, storage, andissuing of supplies and equipment.ESF #7 – Logistics AnnexESF #7-3

Serves as the coordinator for the core capability for public and privateservices and resources with GSA. Serves as single integrator for logistics support as part of the nationalresponse effort. Develops and maintains core capability logistics support requirementsand capabilities, and visibility of resources. Collaborates and synchronizes resource support efforts with wholecommunity disaster logistics response partners. Leverages efficiencies in vendor networks and maximizes full capacityacross all partners. Facilitates development and execution of the public and private sectorservices and resources logistics supply chain strategy. Sets up and operates incident facilities. Provides transportation assets and services contracts in support of theMass Evacuation Incident Annex. Coordinates whole community logistics response for incident facilitieswith GSA. This support includes location, setup, voice and datacommunications, and other logistical support. Provides safeguards and accountability for Federal property andequipment assigned to the regions and incident. Manages or acts as contracting officer’s representative for supportingcontracts. Implements a single-point ordering process.Establishes interagency agreements with other Federal departmentsand agencies/NGOs; memorandums of agreements/memorandums ofunderstanding; and standby logistics contracts.Manages and directs DHS/FEMA-contracted transportation resourcesassigned to the incident.ESF #7 – Logistics AnnexJune 2016

Provides central coordination for acquisition support of NRCC, urbansearch and rescue, incident support base/forward staging area, andNational Responder Support Camps. Provides Contracting Officer’s Technical Representatives from theRRCC, Incident Management Assistance Team, or NRCC Logistics orOperations Section for all ESF #7-executed procurement contracts asappropriate. Provides assistance with pre-planning requirements and creatingmilestones; assists with developing lifecycle cost; and providesguidance to pre-award activities including acquisition plan, statementof work, scope of objectives, performance work statement, marketresearch, small business set-aside requirements, and congressionalinquiries. Provides assistance with seeking alternative resources or solutionsthat are in the best interest of the government; and assists withdeveloping lifecycle cost estimates and fostering partnerships withother government agencies. Provides assistance with the development of the Acquisition ReviewBoard on major awards that may require DHS/FEMA executive andDHS review.Private Sector Provides planning and response coordination with private sectorbusinesses, associations, and other entities.Individual Assistance Provides planning and response coordination for the provision of massfeeding, sheltering, and other services for survivors of disasters toinclude pets.Disability Integration Provides subject matter expertise and participates in planning andresponse activities as they relate to survivors with disabilities or otheraccess and functional needs.Tribal Affairs June 2016Provides planning and response coordination with Federally recognizedtribes and Bureau of Indian Affairs (BIA).ESF #7 – Logistics AnnexESF #7-5

Emergency Support Function #7 – Logistics AnnexPrimary AgencyActionsGeneral ServicesAdministration(GSA) Works cooperatively with DHS/FEMA Logistics to provide an integratedprocess for the collaborative implementation of the logistics capabilityof Federal agencies, public and private sector partners, and NGOs. Serves as the coordinator for the core capability for Public and PrivateServices and Resources with DHS/FEMA. Provides emergency relief supplies; facility space; office equipment;office supplies; telecommunications support; transportation services;and contracting services through a centralized acquisition channel. Provides support for requirements not specifically identified in otherESFs, including excess and surplus property disposal.Headquarters-level ESF #7 Support Operates under the direction of the GSA Emergency Coordinator (EC)in the GSA Central Office in Washington, D.C.GSA EC Upon notification of an incident requiring a coordinated Federalresponse, the GSA EC notifies entities within the agency which arerequired to provide immediate support to include the GSA EmergencyOperations Center (EOC), the Federal Acquisition Service (FAS), thePublic Buildings Service (PBS), and senior management staff asappropriate. Represents ESF #7 in its interaction with the Domestic ResiliencyGroup and maintains liaison with the Regional Emergency Coordinator(REC) and other interested parties. Provides 24-hour staff support to the NRCC, as required, for theduration of the emergency response period to coordinate GSAactivities at the National level.Regional ESF #7 Leader (i.e., GSA Regional Administrator,Regional Emergency Coordinator (REC), or Deputy REC)ESF #7-6 Provides a team that may consist of one or more of the following: RECand/or Team Leader; contracting officer; telecommunicationsspecialist; and real estate/leasing specialist, if needed, to coordinatethe provision of ESF #7 support at the RRCC or JFOs. Coordinates with real estate/leasing specialist and DHS representativeto select the location of a JFO or other Federal site, in conjunction withthe affected state/tribal representative. Ensures that a suitable JFO facility or other Federal site is acquiredand ready to occupy within 72 hours of receiving DHS requirementsand/or DHS acceptance of the space to include provision ofcommunications, office furniture, equipment, and office supplies. Provides 24-hour staff support to the RRCC or unified coordination, asrequired, for the duration of the emergency response period tocoordinate GSA activities at the Regional level.ESF #7 – Logistics AnnexJune 2016

Provides facility management and telecommunications managementsupport. Provides technical expertise on structural surveys and theprocurement of external consulting services through the InteragencyCommittee on Seismic Safety in Construction/Building and FireResearch Laboratory of the National Institute of Standards andTechnology. This procedure is necessary to assess the structural andfire safety of Federal and non-Federal damaged buildings and lifelines(e.g., public works and utilities). Provides planning support; subsistence; administrative supply;petroleum product; engineering and construction supply; water andmobile units; medical material; telecommunications management;and transportation management support when approved by DOD.United States Army Corps of Engineers Provides construction materials and engineering services as required. Provides commodities distribution assistance and expertise to includepoints of distribution training and state-level project managementsupport for commodities missions. Supports the hauling, installing, operations, and maintenance ofDHS/FEMA generators for critical public facilities and providesgenerator lease and purchase support as required.Department ofEnergy In accordance with ESF #12, coordinates with energy industries toassist in satisfying critical fuel, lubricant, and electrical power needsunable to be met by local, state tribal, or Federal resources or actions.Department ofHealth and HumanServices Maintains caches of medical equipment, supplies, and pharmaceuticalsto support response teams. Provides medical supply/resupply contract capability.Department ofHomelandSecurity In support of ESF #2, assists in coordinating the provision ofcommercial telecommunications assets within the incident area.Department ofInterior Provides staff to support incident facilities, facility, property,telecommunications, and transportation management throughESF #4.Department ofLabor Provides technical personnel to assist in the identification andrecruitment of individuals with specialized occupations needed tosupport response operations. The Job Corps at the regional levelprovides students and instructors capable of providing support. Coordinates temporary alternative transportation solutions whensystems or infrastructure are damaged or overwhelmed. Coordinates the stabilization and reestablishment of transportationsystems and infrastructure. Coordinates prevention, preparedness, and mitigation activitiesamong transportation infrastructure stakeholders within theauthorities and resource limitations of ESF #1 agencies. Provides technical assistance to identify and procure medical suppliesand other medical services. Provides personnel knowledgeable in Federal procurement anddistribution operations.
