INFORMATION BULLETINNSW HOSPITAL PEER GROUPS 2016PURPOSEThe purpose of this Information Bulletin is to correct allocations and naming in the NSWHospital Peer Group List of the NSW Hospital Peer Groups 2014 (Information BulletinIB2014 070). This Information Bulletin recapitulates the revised hospital peer groupclassification criteria and advises the allocation of hospitals to those peer groups.KEY INFORMATIONThe aim of peer grouping is to identify hospitals with similar characteristics, predominantly for comparative reporting and service planning. The previous majorreview of the NSW hospital peer groups was undertaken in May 2009 with a smallerscale review undertaken in 2011 specifically to review the grouping of the B MajorHospitals group. The latest review undertaken in 2013 (finalised 2014) was tasked to create a generic setof hospital peer groups that provide a valid basis for comparing hospitals for the majorityof analytical and reporting requirements. The NSW Admitted Patient Data Collection for 2011-12 was analysed for reviewing thepeer groups. 2010-11 data was also analysed when it was relevant to look at thestability of a particular hospital’s activity over time and the role delineation of emergencydepartments and intensive care units were also used as reference data.In addition to the review of the overall peer group structure, assignments of individualhospitals to groups were also reviewed, in total 13 hospitals were re-assigned to adifferent peer group. The review has resulted in: Changes to the criteria for some of the peer groups Splitting of one group (the B group) into two subgroups Deletion of a group (D2).It is recognised that there may be a need for peer grouping based on specific specialties(e.g. maternity, orthopaedics, neurosurgery, cardiology) however, the review focussedon peer grouping at the whole-of-hospital level.NSW Hospitals 2014 Peer Group ClassificationThe new peer group classification was applied from 1 October 2014. Table 1 shows theNSW hospital peer groups and the criteria used for assigning hospitals to them.Changes to NSW hospital peer groups since the 2011 review are represented in bold.Table 1 – NSW peer groups for public hospitals classificationsPeer groupA1 - Principal referralIB2016 013Criteria for groupingGreater than 35,000 acute weighted separations ANDoffering highly specialised services (such as bonemarrow and other specialised transplants, severe burninjury, major trauma)Issue date: April-2016Page 1 of 6

Some changes to the assignment of individualhospitals were as a result of changes to the peer group structure (i.e. the addition ordeletion of peer groups). Others were as a result of the facility previously not beinggrouped or misclassified (for role-based assignments), or where there was a change inthe facility’s activity/role since the 2009 or 2011 reviews. However, the LHD hasargued that the fact that non-admitted datawas not used for the review, and thecontribution of clinical networks to thecomplexity of facilities was not examined, bothof which would show a different profile for thishospital. On this basis, it was decided by theMinistry to group this hospital to A1 until thenext review where these other factors will beconsidered. This facility is privately owned / operated, butcontracted to provide services to publicpatients. Options for its allocation to a peergroup have not been examined in this review, although it is most likely to align the C2 profileof hospitals. It is recommended that thestatistics for this hospital be examined for itsappropriate placement, and that it be includedas part of the comparative reporting intendedby the hospital peer grouping.Less than 2,000 acute separations per annumAND more than 2% surgery.TumutC2 Districtgroup 2C2 Districtgroup 2D1a Communitywith surgeryD1b Communitywithout surgeryIllawarra and Shoalhaven LHD have advisedthat it intends to move the ENT surgeryperformed at this hospital to WollongongHospital in the next 12 months. The popularity of peer-to-peer multimedia file sharing applications such as Gnutella and Napster has created a flurry of recent research activity into peer-to-peer architec-tures. We believe that the proper evaluation of a peer-to-peer system must take into account the characteristics

In a peer-peer file-sharing application, for example, a peer both requests files from its peers, and stores and serves files to its peers. A peer thus generates workload for the peer-peer application, while also providing the ca
